1. Guiding ideology
Adhere to the problem orientation, goal orientation and result orientation, focus on strengthening the weaknesses, strength and efficiency, focus on comprehensively improving the quality of the water environment, promote the quality and efficiency of sewage treatment with high quality, and gradually realize the goal of clear river water and green bank, smooth and shallow bottom, add the background color for the water city Suzhou, and constantly enhance the people's sense of gain and happiness.
Ii. Main objectives
From 2021 to 2023, we will carry out in-depth actions to improve the quality and efficiency of sewage treatment, promote the integrated management of rivers and lakes in the plant network, and build a coordinated sewage treatment system. With the goal of "full coverage, full collection, full transportation, and full treatment", a new pattern of sewage treatment with "source control in place, plant network connection supporting, pipe network maintenance fine, sewage treatment quality, and sludge disposal safety" is built. We will basically eliminate sewage outfall and sewage pipe network blank areas in urban built-up areas, establish a sewage treatment system with matching capacity, and create a model area for improving sewage treatment quality and efficiency. Efforts should be made to improve the urban water environment, completely eliminate substandard Class V water bodies in urban built-up areas, and create a number of high-quality clean water waterways. The comprehensive level of sewage treatment and water environment treatment is in the forefront of the province and the country.
3. Key tasks
Improve the sewage collection and treatment capacity, crack the bottleneck; We will promote the construction of quality and efficiency improvement zones and eliminate weak links. Improve the quality of urban water environment, build clean water quality river, improve people's livelihood experience; Strengthen the quality and efficiency of construction, maintenance and management, and ensure long-term treatment. Implementation of precision, high-level promotion of sewage treatment work, more than 75% of the urban built-up areas and Jiangnan water town ancient town area, more than 65% of the township built-up areas into the "sewage treatment quality and efficiency up to standard area", completed 627, 1227.68 square kilometers, priority implementation of key areas, sensitive areas of the standard construction.
(a) implementation of sewage collection and treatment capacity improvement projects.
1. Improve the comprehensive sewage treatment capacity. Focusing on the improvement of treatment capacity, on the basis of the full assessment of the current situation, in accordance with the requirements of unified planning and unified construction, optimize the layout of sewage treatment facilities, moderately advance the construction of sewage treatment facilities, and newly renovated and expanded 13 sewage treatment plants, adding 340,000 tons/day of sewage treatment capacity. To further improve the efficiency of the transmission network, the concentrations of CODcr and BOD5 in the inlet water of urban and township sewage plants are greater than 280, 110 mg/l, 230 mg/L and 85 mg/L, respectively. For urban sewage plants whose inlet concentration is not up to standard, a "one plant, one policy" system is implemented. Sewage treatment plants close to residential areas and environmentally sensitive areas have been fully deodorized, and the construction of high-standard environmentally friendly sewage treatment plants has been encouraged.
2. Improve the coverage of sewage networks. Focus on the improvement of collection capacity, with the focus on the urban (town) suburb junction, urban villages, old streets, township industrial concentration areas and main traffic roads along the sewage network blank areas and empty points list. Further optimize the layout of the sewage pipe network in urban built-up areas, expand the coverage, weave the collection pipe network, build the main network of 394 kilometers, basically eliminate the blank area of the pipe network, and enhance the sewage collection and transportation capacity. We will strengthen the diversion of rain and pollution in temporary and acute terminal interception areas, and strive to promote the diversion of rain and pollution with higher standards in combination with the renovation of old residential areas and the improvement of inferior Class V water bodies. Strengthen the testing and repair of sewage pipe networks, and by the end of 2022, basically complete the testing of drainage pipe networks in urban built-up areas, complete the construction of drainage pipe network geographic information system (GIS), and organize the implementation of pipe network renovation and repair in planned areas, so as to effectively improve the efficiency of sewage collection.
3. Strengthen the standardization of sewage pumping stations. Focus on the improvement of transfer capacity, and promote the standardized construction and intelligent operation of sewage pumping stations (Wells) in accordance with the requirements of "advanced technology, safety and reliability, unified standards, and economic and reasonable". The construction of new sewage pumping stations with high standards, the current sewage pumping stations through investigation and evaluation, classification and implementation of capacity improvement or upgrading, 152 new or upgraded sewage pumping stations. Unify the selection and configuration standards of key equipment and facilities of sewage pumping stations, implement dual-circuit power supply transformation or equip standby power facilities, improve basic functions, enhance versatility and interoperability, add water quality and water quantity monitoring facilities at key node pumping stations, coordinate the promotion of water supply and drainage zoning metering, strengthen water balance analysis, and help sewage collection.
4. Strengthen the emergency response capacity of the sewage system. Focusing on the improvement of the toughness of the system, fully considering the impact on the operation of the sewage treatment plant caused by fluctuations in the amount of water coming into the plant, extreme low temperature, single tank maintenance, sewage pipe network and treatment system accident emergency, actively promote the construction of inter-plant and inter-regional interconnection pipelines in the sewage collection section, break administrative barriers, strengthen the overall planning of the interconnection pipeline system at the city level, and actively explore regional collaboration. Construction of 82.3 kilometers of sewage interconnection network. Strengthen the engineering and management measures for sewage collection, treatment and other facilities to effectively cope with overload, extremely low temperature, power loss, construction accidents, meteorological disasters and other factors, improve operation scheduling plans and emergency plans, strictly prohibit reduced operation, do relevant training, exercise, assessment, supervision and evaluation, and improve anti-risk ability.
5. Strengthen the standardized treatment and disposal of sludge. Focusing on the safe disposal of sludge, coordinating the construction of comprehensive utilization or permanent treatment and disposal facilities for sludge and municipal waste in sewage treatment plants, rationally arranging and constructing pipeline network drainage sludge disposal facilities, building 7 new and upgraded facilities, increasing the treatment and disposal capacity of 320 tons/day, and gradually improving the mutual guarantee system for sludge treatment and disposal in the municipal area. A traceable supervision system for the whole process of sludge transport, treatment and disposal has been established, GPS dynamic tracking instruments have been installed on all sludge transport vehicles and vessels, and the whole process and all-round supervision of sludge transport have been implemented online.
6. Improve the effectiveness of rural domestic sewage treatment. Focusing on the comprehensive treatment of agricultural pollution, promoting the extension of urban sewage treatment facilities and services to the countryside, the villages close to the municipal sewage network in principle adopt the takeover method, and carry out sewage treatment for 862 untreated natural villages, and strive to achieve 100% of the city's rural domestic sewage treatment rate. Evaluate the existing facilities, upgrade degraded and backward facilities, independent facilities of Taihu Lake and Yangcheng Lake first and second level protection areas, key national and provincial examination sections of villages, can not meet the effluent water quality requirements, priority to take over the transformation and upgrading. Implement unified operation and maintenance at the county and district levels, strengthen long-term management, improve the level of information supervision, strengthen daily assessment and supervision, and ensure the normal operation of facilities and discharge of water up to standard.

In urban built-up areas, we will carry out inspections of non-rain outfalls, drainage outfalls into rivers, drainage outfalls in hidden culverts, and intercepting pipes along rivers, scientifically eliminate the miscombination of rain and sewage pipes and direct sewage outfalls, effectively control the overflow pollution of combined drainage systems during rainy days, and eliminate sewage from entering river headwaters.
8. Renovate balcony and unit internal drainage. Further investigate the mismixing of rainwater and sewage pipe networks in residential communities, commercial complexes, public buildings and units and the take-over of total drains, find out the whereabouts of rainwater and sewage, identify problems, implement responsibilities, and implement internal rainwater and sewage diversion transformation. Implement balcony sewage collection and treatment, set up independent sewage collection pipes on the balcony of the new community, and take rain and sewage diversion transformation or interception measures for the balcony sewage of the old community. Strengthen the acceptance and treatment of domestic sewage discharged from the first floor or underground garage, rectify the irregular connection of old residential areas, and study and implement the control mechanism to prevent residents from connecting the sewage riser to the stormwater pipe network.
9. Standardize drainage in industrial enterprises. We will accelerate the separate treatment of industrial wastewater and domestic sewage, and gradually build supporting facilities for the centralized treatment of industrial wastewater in industrial parks. Conduct a comprehensive investigation and evaluation of industrial enterprises whose waste water is connected to the municipal sewage network. If it is determined after evaluation that it cannot be connected to the sewage treatment plant, the directly discharged waste water and tail water that are treated by themselves according to regulations shall not be connected to the municipal sewage network, and the connected industrial enterprises shall be withdrawn within a time limit; If access is allowed, access shall be achieved after preprocessing. Strengthen the monitoring of water quality and quantity of water in the management enterprises, urge the enterprises to set up inspection Wells at the connection points of municipal pipelines, install online monitoring systems and flow control facilities. We will carry out the transformation of rain and pollution diversion in industrial parks and industrial enterprises, and eliminate the problems of direct sewage discharge and mismixing of rain and pollution.
(3) Implementing urban water environment improvement projects.
10. Eliminate inferior Class V water bodies. Implement the requirements of the "Eliminate the inferior and compete for the superior" action of the General River Chief Order in 2021, further investigate the water bodies in urban built-up areas, and further understand the pollution status and sources of the 170 inferior Class V water bodies that have been investigated, strengthen source control and pollution prevention in accordance with the standards of full coverage of the pipe network, full collection of sewage and full treatment of sewage, and prioritize the construction of associated drainage areas to meet the standards. It will be basically completed by the end of 2021.
11. Strengthen the use of ecological tail water. Make full use of high-pressure corridors, high-speed corridors, branch rivers and broken rivers after ecological transformation, etc., promote the construction of tailwater ecological wetlands according to local conditions, and improve the safety of tailwater. The use of river channel to transform functional wetlands, strengthen the site selection demonstration, to ensure the safety of flood control and drainage. Make full use of the tail water of high-quality ecological wetlands as ecological water replenishment for river channels to realize the utilization of tail water resources, and add 10 tail water ecological wetlands.
12. Create clean water boutique river. In each region, select an area or river with good basic conditions, build a drainage area with high standards, build a zero-direct discharge model area or zero-direct discharge river, supplement ecological restoration measures, introduce high-quality tailwater from sewage plants or carry out supplementary water source pretreatment, and optimize the riverbank environment to form a high-quality river with clear water, green bank and beautiful scenery. Improve the visibility of sewage treatment and the public's sense of gain, and transform the results of sewage treatment into high-quality environmental public goods.
(4) Implementing construction management quality and efficiency improvement projects.
13. Improve the quality control of facilities. We will carry out high-quality construction of sewage treatment plants, pipe networks, pumping stations, wetlands, and sludge treatment and disposal facilities, standardize bidding and bidding management, improve the quality of engineering investigation and design, and strictly control the quality of materials and construction. Encourage the establishment of a list of qualified suppliers of pipes and equipment, optimize pipe quality sampling measures, strengthen the inspection and acceptance of hidden works, strictly carry out the closed water test and CCTV inspection before pipeline acceptance, build a traceable and accountable quality control system for construction projects, and comprehensively improve the quality of drainage facilities construction.
14. Improve facility maintenance and management efficiency. The drainage GIS system should be improved, and the information of pipe network inspection, detection, repair, and maintenance should be input into the GIS system in a timely manner, so as to give full play to the role of the GIS system in management and protection. Establish a regular testing mechanism, carry out a structural inspection of the sewage network every 5 to 10 years, carry out a functional inspection every 1 to 2 years, and repair the problems found in the test as planned. Low water level operation of sewage pipe network and integrated operation of "plant station network and river" to reduce sewage overflow and extravasation. Formulate maintenance standards for municipal pipe networks, residential areas, unit courtyards, and agricultural pollution facilities, promote standardized and standardized maintenance, improve the level of mechanized maintenance, and establish a sound maintenance quality assessment mechanism.
Fifteen. Improve drainage information management. Promote the pilot construction of intelligent drainage in Suzhou, strengthen the integration with Suzhou City Information Model (CIM), and realize resource sharing. Construct drainage perception system, improve drainage perception network, and build online monitoring system and joint control system covering plant and station network river and agricultural pollution facilities. In order to meet the requirements of high-quality development, intensive use of resources, abandoning the concept of heavy construction and light management, heavy factory and light pipe network, promote the reform of drainage management system in the city, thoroughly solve the problems of complicated management bodies, different standards, multi-management and unmanned management of sewage pipe network, and build a drainage management system with clear responsibilities, clear boundaries, strict supervision and efficient operation. We will focus on planning and leading coordination, promote the supervision of the whole process of construction and management operation, give full play to the effectiveness of departmental coordination and joint law enforcement, improve the level of urban and rural domestic sewage treatment, and form a unified, efficient, scientific and standardized management mechanism with strong implementation.
3. Strengthen funding and policy support. The total investment is 13.344 billion yuan. We will strengthen financial support and guarantee, establish an investment and financing mechanism that is guided by the government, promoted by the market and involving the public, and actively expand financing channels. Actively strive for national and provincial funding support for key sewage treatment and water environment improvement projects. In accordance with the normal operating costs of sewage treatment and sludge treatment and disposal facilities and the principle of reasonable profit, high quality and high price, reasonable adjustment of sewage treatment fee standards, improve the sewage treatment plant, pipe network (pumping station) and tail water wetland operation service fee allocation methods, fully ensure the stable operation of facilities. Coordinate the use of sewage treatment fees and financial subsidies to pay for operation services, and improve the performance of fund use.
4. Intensify law enforcement, oversight and assessment. The departments of ecological environment, water affairs and urban management shall, in accordance with their respective duties, strengthen law enforcement and crackdown on the direct discharge and diversion of sewage; All functional departments regularly carry out joint inspections and joint law enforcement, and grid personnel should strengthen the inspection of drainage and report problems in time. Strengthen the management of drainage permits, improve the supervision before, during and after the event, and increase the law enforcement and investigation of illegal drainage behaviors such as exceeding the standard and exceeding the permitted amount into the sewage network. Urban domestic sewage treatment management standards have been formulated, and third-party certification has been promoted. Strengthen daily inspection, carry out classified assessment, and strictly assess the operation of sewage treatment, pipe network operation and rural domestic sewage treatment facilities, pay according to quality, reward the best and punish the poor.
