First, coordinate the implementation of the comprehensive remediation of open-pit mines work tasks
Document No. 22 of Guofa [2018] has made clear deployment arrangements for promoting the comprehensive renovation of open-pit mines, and the main work tasks are detailed and decomposed into four aspects:
(1) A comprehensive survey and investigation of open-pit mines. With the focus on the illegal mining and the loss of the main liability of the opencasts, a comprehensive investigation of the basic situation of the opencasts in the region, on the basis of a comprehensive verification of the development and utilization of the opencasts, environmental protection, mining geological environment restoration and management, land reclamation and other conditions, item-by-item registration and summary, classification of the establishment of a ledger, put forward rectification opinions.
(2) Carry out comprehensive improvement of open-pit mines in accordance with the law. To close open-pit mines that violate laws and regulations on resources and the environment, as well as planning, pollute the environment, destroy ecology, or engage in indiscriminate mining in accordance with the law; Open pit mines that do not regulate pollution shall be ordered to stop production for rectification according to law, and may resume production only after they pass the inspection and acceptance organized by relevant departments; those that refuse to stop production or resume production without authorization shall be forced to close down according to law; For the opencast mines whose main liability is lost, the restoration and greening of the mines shall be strengthened according to local conditions to reduce and suppress atmospheric dust. Comprehensively strengthen the comprehensive treatment of gangue hills to eliminate spontaneous combustion and smoke.
(3) Strengthening ecological restoration in open-pit mines. In accordance with the principle of "who mining, who governance, while mining, while governance", mines are guided to carry out ecological restoration in accordance with the green mine construction industry standards, with environmental impact reports and approvals, mine geological environment protection and land reclamation plans. For open pit mines that are lost to the responsible subjects, in accordance with the principle of "who governs, who benefits", give full play to the guiding role of financial funds, vigorously explore the construction of a new model of mine geological environment restoration and comprehensive management that is "government-led, policy support, social participation, development-oriented governance, and market-oriented operation", and accelerate the progress of ecological restoration.
(4) Strictly control the construction of new open-pit mines. Strictly implement the relevant requirements of GuOFa [2018] 22 document, key areas are prohibited from building new open-pit mine construction projects in principle, and the open-pit mines in key areas that have been approved by the environmental impact assessment document before the issuance of Guofa [2018] 22 document really need to be built, Construction can continue to be approved under the premise of strict implementation of ecological environmental protection, mineral resource planning and green mine construction industry standards. New open-pit mine construction projects in other regions should also strictly implement the requirements of ecological environmental protection, mineral resource planning and green mine construction industry standards.
Second, strengthen the organization and leadership of the comprehensive renovation of open-pit mines
1. Strengthen organizational leadership. The comprehensive improvement of open-pit mines is an important task in the three-year action plan to win the blue sky defense war, in accordance with the requirements of the Guofa [2018] 22 document, local governments at all levels should put this task in an important position, the main leader is the first responsible person in the administrative region, effectively strengthen the organization and leadership, formulate implementation plans, refine and break down the objectives and tasks, and scientifically arrange indicators and progress. It is necessary to ensure that all work is completed effectively and orderly.
2. Strengthening accountability. Improve the list of responsibilities of local governments and relevant departments at all levels, consolidate the responsibilities of all parties, implement them at every level, and strengthen the responsibility of comprehensive remediation of open-pit mines. Organize related departments of natural resources and ecological environment to earnestly perform their work duties and regulatory responsibilities, strictly implement policy requirements, and form a work situation of government leadership, departmental linkage, transparency and rapid progress. In case of insufficient planning, slow action and ineffective promotion of the comprehensive remediation work of open-pit mines, interviews shall be initiated and accountability shall be strictly enforced.
