In recent years, the rapid development of China's new energy vehicle market, the people's travel charging demand has increased significantly, and higher requirements have been put forward for the construction of charging infrastructure. At a meeting of the Political Bureau of the CPC Central Committee held at the end of April this year, it was proposed that "we should consolidate and expand the advantages of the development of new energy vehicles, and accelerate the construction of charging piles, energy storage and other facilities and the transformation of supporting power grids." Not long ago, The General Office of the State Council issued the Guiding Opinions on Further Building a High-quality Charging Infrastructure System, requiring the further construction of a high-quality charging infrastructure system in accordance with the basic principles of scientific layout, moderate advance, innovation and integration, and safety and convenience.

Charging infrastructure provides charging and replacing services for new energy vehicles, which is an important transportation and energy integration infrastructure. At present, China has built the world's largest number of charging infrastructure systems, the largest range of services, and the most comprehensive types of charging infrastructure. However, at the same time, the charging infrastructure still has problems such as imperfect layout, unreasonable structure, unbalanced service, and inadequate operation, and problems such as "long queues for charging during holidays in high-speed service areas", "difficult installation of private charging piles in residential areas" and "difficult to find high failure rate of charging piles" have caused problems to people. The construction of a high-quality charging infrastructure system will help better meet the needs of the people to purchase and use new energy vehicles, and release the consumption potential of new energy vehicles; In the long run, it will also help promote the green and low-carbon transformation of transport and implement the goal of reaching the peak of carbon neutrality.

To build a high-quality charging infrastructure system, the first thing is to optimize and improve the network layout to better meet the charging needs of different fields and different scenarios. Intercity charging networks should be built to effectively meet the needs of medium and long distance travel of new energy vehicles. In particular, highway service areas should accelerate the construction of charging infrastructure using high-power charging technology. Rural areas should ensure that charging infrastructure is effectively covered in areas suitable for the use of new energy vehicles. The service radius of public charging infrastructure in some urban centers has been comparable to that of gas stations, but construction efforts still need to be strengthened around the city and in popular park scenic spots. The construction of a charging network with urban plane, highway line and rural point-like layout can ensure that the charging infrastructure system can effectively support the development of the new energy vehicle industry and effectively meet the people's travel charging needs.

The construction of charging infrastructure should not only solve the problem of "whether there is", but also solve the problem of "good". Many new energy vehicle users have experienced inconvenient experiences such as occupied charging parking Spaces, slow charging in high-speed service areas, technical failures in charging piles, and cumbersome operator APP operation. Continuously improving the economy and convenience of charging services, expanding diversified effective supply, and comprehensively improving the efficiency of service quality are the necessary meanings of building a high-quality charging infrastructure system. The guidelines issued this time propose to build an information network platform and promote the construction of a national charging facility monitoring service platform. In the future, the public charging infrastructure "one network direct", charging pile and new energy vehicles, urban and highway travel service network and other data interconnection, the use of new energy vehicles will be further improved.

At present, some cities and counties in Zhejiang and Guangdong are promoting the construction of a "five-minute charging circle" to escort green travel. However, charging facilities have the characteristics of high investment and operation costs, weak profitability, and long capital recovery cycle, coupled with the difficulty of power transformation in some residential areas, which is not a small challenge for the main business. Increase policy support and create good conditions for all types of business entities to show their skills, in order to ensure that the charging infrastructure system is "built fast" and "built well".

The development of new energy vehicles is the only way for China to move from an automobile power to an automobile power, and it is a strategic measure to deal with climate change and promote green development.
