Environmental infrastructure is the basic guarantee for continuously fighting the battle of pollution prevention and control, improving the quality of the ecological environment, and enhancing people's well-being, and is the focus of the third round of central ecological and environmental protection inspectors. The central ecological environmental protection inspector recently publicly notified the third batch of typical cases in Fujian, Henan, Hainan, Gansu and Qinghai provinces, and these five typical cases are some local environmental infrastructure, especially the construction and operation of water environmental infrastructure.

The person in charge of the Central Bureau of Ecological and Environmental Protection Supervision and Coordination said: "The central ecological and environmental protection inspectors publicly notified the shortcomings and weaknesses of some local environmental infrastructure construction and operation, in order to play a warning role, effectively promote the rectification of the problem, help further promote the construction of ecological civilization and green and low-carbon development, and plant a green background of high-quality development."

There are shortcomings in some local urban environmental infrastructure, and domestic sewage collection and treatment are not in place

Recently, the central first ecological environmental protection inspection team in Fujian Province found that Longyan and Quanzhou urban environmental infrastructure problems are prominent, and domestic sewage collection and treatment are not in place. Among them, the inspector found that the construction and renovation of the sewage network in Longyan City is not in place, the old and old urban areas and 40 urban villages total 14.9 square kilometers of rain and pollution, accounting for more than 20% of the total built-up area, and a large amount of sewage goes into the river in the rainy season.

The central Second ecological environmental protection supervision group in Henan Province found that the construction of water environment infrastructure in some areas of Luoyang, Puyang, Xinyang, Zhumadian and other cities was weak, and the problem of direct sewage discharge was still prominent. Among them, the inspector found that many sewage treatment plants in Luoyang city for a long time overload operation, the first 8 months of this year, 瀍 east, Jianxi, new district sewage treatment plant opened overflow gate discharge was as high as 35 times, 36 times, 13 times.

In some places, the construction of environmental infrastructure is lagging behind, and the operation and management are not in place

The third central ecological and environmental protection inspection team of Hainan Province found that the construction of domestic sewage infrastructure in some places in Hainan Province was ineffective, and the lack of pipe network was serious. The 13th Five-Year Plan for the construction of urban sewage treatment facilities in Hainan Province requires 133 sewage treatment projects to be completed in 2020, of which only 50 have been completed on schedule, and 10 have not yet been completed. Among them, the water quality purification center of Haikou Jiangdong New District was completed and put into operation in January 2022, but since its completion, it has been "not enough to eat" for a long time, and 36 kilometers of 66.9 kilometers of planned sewage main pipes have actually been built, and only 6.9 kilometers of normal water are available.

The central Fourth ecological environmental protection supervision team in Gansu Province found that the construction of environmental infrastructure in some cities in the Yellow River basin in Gansu province lagged behind, the operation and management were not in place, and there were hidden risks of environmental pollution and environmental safety. Among them, the inspector found that since 2013, Lanzhou City has developed and built Baidaoping area, the current resident population in the area has reached 65,000, and the average daily water consumption is about 17,000 cubic meters, but so far, the sewage treatment plant has not been built according to the plan, nor has the pipe network been connected with other sewage treatment plants, and the domestic sewage in the area is collected and treated only by temporary facilities. The actual water treated is about 7,000 cubic meters per day.

The central fifth ecological environmental protection supervision group of Qinghai Province found that Xining and Haidong city domestic sewage collection and treatment facilities have many historical debts, sewage treatment plant construction is lagging behind, rainwater and sewage pipes in the drainage network are mixed and misconnected, sewage overflow or direct discharge, affecting the water quality of surrounding rivers. Inspectors found that Xining City until April this year, the main urban municipal road on both sides of the 1,897 kilometers of rain pollution pipeline to carry out investigations, found 1,419 rain pollution mixed misconnection problems, as of the inspector, there are 1,171 unfinished renovation; Haidong City until July this year to organize the counties to carry out urban domestic sewage pipe network investigation, found that rain pollution mixed wrong connection problems 924, as of the inspector began to start rectification.

Liu Guohua, deputy dean of the School of Environment of Renmin University of China and an expert on water environmental governance, said that since the 18th National Congress of the Communist Party of China, China's sewage treatment capacity and sewage treatment rate have been greatly improved, and the construction and operation of sewage treatment facilities have played an important role in improving the quality of water environment in China, and also provided a strong guarantee for high-quality economic development.

"From the typical cases of the central ecological environmental protection inspectors publicly notified and our usual investigations and studies around the country, we should realize that the current sewage treatment efficiency in some places is not high, and the requirements of high-quality economic and social development are not consistent, and there is a gap with the expectations of the people." This issue deserves high attention and requires sustained efforts and lasting efforts." Liu Guohua thinks.

After the first batch of central ecological and environmental protection inspectors in the third round publicly notified the third batch of 5 typical cases, Fujian, Henan, Hainan, Gansu and Qinghai provinces attached great importance to it and actively promoted the supervision and reform. Experts suggest that all regions and departments should strictly implement the tasks and requirements of the "14th Five-Year Plan" for the Development of Urban Sewage Treatment and Resource Utilization, and speed up the formation of a new pattern of urban sewage collection and treatment and resource utilization with reasonable layout, systematic coordination, safety, efficiency, energy saving and low-carbon. Increase scientific research efforts to improve the quality and efficiency of traditional sewage treatment processes and reduce energy consumption. At the same time, innovate the implementation model, encourage the promotion of ecological environment-oriented development model, and actively guide social capital to participate in the construction and operation of environmental infrastructure projects.

Yi Jun, associate professor at the College of Urban and Environmental Science of Central China Normal University, believes that accelerating the construction of environmental infrastructure can not only effectively enhance the capacity of environmental expansion, revitalize the stock of environmental resources, release more environmental capacity for economic development, but also strongly stimulate investment, expand demand, promote employment, promote economic growth, and help coordinated promotion of high-quality development and high-level protection.
