1. Problems in urban sewage treatment and resource utilization

Sewage reclaimed water has stable water quantity, controllable water quality and nearby availability, and can become a stable and reliable second water source. According to the needs of regional economic and social development, we should promote the transformation of sewage treatment plants from "single function of pollution control" to "dual function of pollution control and water supply", upgrade to renewable water plants, and become an important part of urban water supply lifeline.
Steadily expand the use of recycled water and improve the efficiency of recycled water utilization. The advanced treatment technology of reclaimed water has developed rapidly, and has been successfully applied to industrial production such as boiler water and ultra-pure water preparation in semiconductor chip manufacturing industry in some areas, with remarkable economic benefits. Areas where conditions exist should actively expand the use of recycled water, especially high-value industrial utilization ways, improve the utilization efficiency of recycled water, and achieve high-value and high-return utilization. Promote the recycling and step utilization of regional reclaimed water, and make the reclaimed water that meets the corresponding water quality requirements recharge natural water bodies or groundwater in the nearest area to recharge the ecological environment; After being stored and purified by natural water bodies, reclaimed water is deployed as water resources in a certain area, and then used again for production and life to improve the utilization efficiency of water resources.
(3) Gradually promote the construction of recycled water utilization management system to ensure the safe utilization of recycled water
Improve safety awareness and establish a risk prevention and control system. Reclaimed water utilization is a non-traditional water supply project, its premise is to ensure the ecological safety, health safety and process safety of reclaimed water utilization, and continue to improve the public acceptance. The risk prevention and control of recycled water utilization should adhere to the basic principle of "whole-process management and prevention first", comprehensively identify and evaluate the possible risks and their sources in all aspects from sewage collection, treatment and recycled water treatment, storage, transmission and distribution to recycled water utilization, and formulate risk prevention programs. Gradually establish the certification and evaluation system of recycled water plants, improve the risk prevention awareness, prevention ability and emergency management ability of recycled water production and water supply enterprises, and improve the safety and reliability of recycled water supply.

Different from drinking water supply according to unified water quality, recycled water utilization follows the basic principle of "quality by use, quality by use, and pipe by use". China has promulgated water quality standards for different uses of recycled water, initially solving the problem of "quality by use", but the lack of "quality by use" and "use by use" standards, the lack of basis for the determination of recycled water utilization prices and safety supervision, it is difficult to achieve high quality and price, quality control.
