1. Problems in urban sewage treatment and resource utilization

China's urban sewage treatment and resource utilization facilities are developing rapidly, but there are still problems such as insufficient development, low treatment efficiency, unreasonable layout, and lack of overall construction.

First, the construction of the plant network and the water environment management of rivers and lakes are not coordinated. The construction of urban sewage plants and drainage network (referred to as "plant network") and river and lake water environment management are not coordinated, and the construction goal is relatively independent and single. The construction and operation of drainage networks, sewage collection and treatment facilities are independent of each other, and the water environment management of rivers and lakes lacks clean and supplementary water sources, making it difficult to fundamentally solve the problems of water ecological damage and water environmental pollution.

Second, the construction of sewage and recycled water facilities is not coordinated. In most cases, the determination of the construction address, scale and treatment standards of urban sewage treatment plants does not consider the utilization of recycled water, resulting in large investment in the construction of recycled water transmission and distribution networks and utilization facilities, and low utilization efficiency of recycled water.

Third, the efficiency of recycled water utilization needs to be improved. The water shortage situation in China is severe, the demand for living and ecological water is increasing day by day, the contradiction between supply and demand is prominent, and the efficiency and benefit of water use need to be improved urgently. At present, China's renewable water conservancy is mainly used for replenishing the landscape environment, the proportion is more than 50%, and some cities are more than 90%, the comprehensive utilization efficiency needs to be improved, and the industrial utilization of renewable water and regional recycling and cascade utilization need to be strengthened.

Second, the main measures to promote sewage treatment and resource utilization

(1) Systematically promote the construction of water environment infrastructure and promote the integrated development of water and city

Coordinate the construction of facilities and scientifically formulate water quality standards. Taking into account the needs of water environmental treatment, we will make overall plans for the construction of sewage networks, sewage treatment plants, reclaimed water plants and water environmental treatment facilities for rivers and lakes. According to the level of economic development, water environment capacity and sensitivity, and recycled water utilization needs, determine the scale and layout of sewage and recycled water plants, scientifically formulate differentiated water treatment goals, promote scientific policies for water environment management, and achieve "one plant in one place" and "one water, one policy". We will promote the coordination and compatibility of urban sewage discharge standards, reclaimed water standards and landscape water quality standards, and promote the coordinated management of water environment and water ecology, and the integrated development of water cities.

Establish a collaborative management platform to improve the level of operation. Implement integrated river and lake management of the plant network, promote the construction of intelligent monitoring network of water quality, water quantity and water level of the plant network, build an integrated joint dispatching data platform, application platform and management platform, and improve operation efficiency.

(2) Accelerate the incremental improvement of recycled water utilization and promote the transformation and upgrading of the sewage treatment industry

We will improve the utilization of recycled water and promote the transformation and upgrading of sewage treatment plants. The problem of resource type water shortage and water quality type water shortage coexist in our country, so it is urgent to develop new water sources. Sewage reclaimed water has stable water quantity, controllable water quality and nearby availability, and can become a stable and reliable second water source. According to the needs of regional economic and social development, we should promote the transformation of sewage treatment plants from "single function of pollution control" to "dual function of pollution control and water supply", upgrade to renewable water plants, and become an important part of urban water supply lifeline.

Steadily expand the use of recycled water and improve the efficiency of recycled water utilization. The advanced treatment technology of reclaimed water has developed rapidly, and has been successfully applied to industrial production such as boiler water and ultra-pure water preparation in semiconductor chip manufacturing industry in some areas, with remarkable economic benefits. Areas where conditions exist should actively expand the use of recycled water, especially high-value industrial utilization ways, improve the utilization efficiency of recycled water, and achieve high-value and high-return utilization. Promote the recycling and step utilization of regional reclaimed water, and make the reclaimed water that meets the corresponding water quality requirements recharge natural water bodies or groundwater in the nearest area to recharge the ecological environment; After being stored and purified by natural water bodies, reclaimed water is deployed as water resources in a certain area, and then used again for production and life to improve the utilization efficiency of water resources.
