Selecting a group of enterprises with significant wastewater recycling effects and advanced water efficiency indicators, as a typical case of water efficiency standards, will help promote more enterprises to improve water efficiency and achieve a new jump in water saving and pollution reduction.
As the world's first industrial country, China is faced with the difficult task of treating industrial wastewater. Data show that in 2021, industrial water consumption accounted for 17.7% of the country's total water use, and wastewater emissions accounted for about 1/4 of the country's sewage emissions. At the same time, the shortage of water resources has become a rigid constraint on China's economic and social development, and the shortage of water in a normal year exceeds 50 billion cubic meters. On the one hand is the continuous high industrial water demand, on the other hand is the basic national conditions of more people and less water, accelerating the recycling of industrial wastewater, so that waste water "into treasure" has become the key to promote the green development of industry and alleviate the contradiction between supply and demand of water resources.
China has a complete range of industrial categories and many enterprises, but the scale, facilities and technical reserves are uneven, petrochemical and chemical, steel, food, textile printing and dyeing, paper and other different enterprises discharged industrial wastewater nature is very different, it is difficult to use a technical solution or a model to solve, must be classified and coordinated to promote the recycling of industrial wastewater. It is not only the industrial wastewater that needs to be treated, but also the industrial production materials, intermediate products and pollutants that are lost with the water in the production process. In practice, different industries have formed their own focused models. In the textile industry, technological breakthroughs can not only reduce wastewater discharge, but also degrade organic pollutants in it; In the chemical industry, relying on intelligent supervision, wastewater discharge can be monitored in real time to effectively and accurately control pollution; In the steel industry, the treated municipal sewage is returned to the production process, improving the reuse rate of water resources... After years of efforts, China's industrial wastewater recycling has made positive progress, the reuse rate of industrial water above designated size has increased from 89% in 2015 to 92.9% in 2021, and the water consumption of 10,000 yuan of industrial added value in 2020 has decreased by 39.6% compared with 2015.
It should be noted that to achieve stable economic growth, we must maintain a certain level of industrial growth, and China's industrial water consumption will continue to grow for some time. At present, the reuse rate of industrial water above scale is relatively high, but there is still room for improvement. In major water consumption industries such as textiles and food, the reuse rate of industrial water in 2020 will only be 73% and 60%. To further improve the level of recycling of industrial wastewater, it is still necessary to overcome the difficult "hard bones". On the one hand, we should continue to pay close attention to the main water industry, consolidate the technical base, both in the key core technology breakthroughs, but also to speed up the development of general technologies and standards, in order to form more replicable, can be promoted experience. On the other hand, it is necessary to continue to reduce the cost of recycling industrial wastewater, give preferential treatment in terms of tax policies and financial support, and mobilize the enthusiasm of more enterprises.
