According to experts' estimates, through the implementation of the CRESP Phase II project, wind power generation can be increased by 1024 GWH per year, coal consumption can be replaced by 3 million tons of standard coal, carbon dioxide emissions can be reduced by 9.16 million tons, and ecological environmental benefits are significant.
The economy of wind power and photovoltaic power generation has improved significantly
The CRESP Phase II project is an international cooperation project jointly implemented by the National Energy Administration, the World Bank (WB) and the Global Environment Facility (GEF), with the goal of supporting the implementation of China's renewable energy development plan, and promoting the scale and sustainable development of renewable energy by reducing costs and improving efficiency.
The second phase of the CRESP project, launched in 2014 and completed in 2021, uses a total of US $27.28 million in GEF grants to support 146 activities in five categories: renewable energy policy research, grid-connected consumption, technological advancement, pilot demonstration, and capacity building. During the implementation of the project, the cost balance between coal power and wind power in China was reduced to 1.1 min/KWH, and the cost balance between coal power and photovoltaic power generation was reduced to 4.3 min/KWH, and the economy of wind power and photovoltaic power generation was significantly improved, which promoted the high-quality and large-scale development of renewable energy in China.
The relevant person in charge of the CRESP office said that in terms of supporting the national renewable energy planning, policy, institutional mechanism innovation work, the CRESP phase II project supported the national renewable energy "13th Five-Year Plan" and "14th Five-Year Plan" planning research, and provided important support for the national development and release of the "13th Five-Year Plan" renewable energy planning. The research results won the first prize of soft research results of the National Energy Administration. In terms of promoting the consumption system of renewable energy electricity, the second phase of the CRESP project supported the research on the renewable energy electricity quota mechanism, the implementation rules of the renewable energy electricity quota system and the supporting mechanism, and helped the state formulate and implement the policy of "renewable energy electricity consumption guarantee mechanism".
The development of renewable energy is a key path to achieve energy reform, but also an important way to deal with climate change and reduce greenhouse gas emissions. However, when the proportion of renewable energy is increasing, consumption has become an urgent problem to be solved. The CRESP Phase II project focuses on supporting research on planning and layout optimization of large-scale onshore wind power bases, research on coordinated operation mechanism of Hami energy Base, and research on coordinated development planning of new energy and power grid in Northwest China. Among them, the research results of planning and layout optimization of large-scale onshore wind power bases have been applied to the construction of wind power bases in Inner Mongolia and Qinghai. The analytical method of the coordinated development planning research of new energy and power grid in Northwest China has also been promoted in the national power grid system, which has promoted the large-scale consumption of renewable energy.
Promote the technological advancement of renewable energy sources such as offshore wind power
