Large-scale development of renewable energy in China is accelerating

At the National Energy Work Conference in 2022, the National Energy Administration issued the key tasks for this year's energy work, including accelerating the implementation of renewable energy alternative actions, promoting the nearby development and consumption of wind power photovoltaic in the east, central and southern regions, and actively promoting the development of offshore wind power cluster and the development of wind power photovoltaic base in the "three North" region. On January 21, the reporter learned from the China Renewable Energy Scale Development Project (CRESP) office that China's renewable energy scale Development Phase II project (hereinafter referred to as CRESP Phase II project) achieved new results. According to experts' estimates, through the implementation of the CRESP Phase II project, wind power generation can be increased by 1024 GWH per year, coal consumption can be replaced by 3 million tons of standard coal, carbon dioxide emissions can be reduced by 9.16 million tons, and ecological environmental benefits are significant.

The economy of wind power and photovoltaic power generation has improved significantly

The CRESP Phase II project is an international cooperation project jointly implemented by the National Energy Administration, the World Bank (WB) and the Global Environment Facility (GEF), with the goal of supporting the implementation of China's renewable energy development plan, and promoting the scale and sustainable development of renewable energy by reducing costs and improving efficiency.

The second phase of the CRESP project, launched in 2014 and completed in 2021, uses a total of US $27.28 million in GEF grants to support 146 activities in five categories: renewable energy policy research, grid-connected consumption, technological advancement, pilot demonstration, and capacity building. During the implementation of the project, the cost balance between coal power and wind power in China was reduced to 1.1 min/KWH, and the cost balance between coal power and photovoltaic power generation was reduced to 4.3 min/KWH, and the economy of wind power and photovoltaic power generation was significantly improved, which promoted the high-quality and large-scale development of renewable energy in China.

The relevant person in charge of the CRESP office said that in terms of supporting the national renewable energy planning, policy, institutional mechanism innovation work, the CRESP phase II project supported the national renewable energy "13th Five-Year Plan" and "14th Five-Year Plan" planning research, and provided important support for the national development and release of the "13th Five-Year Plan" renewable energy planning. The research results won the first prize of soft research results of the National Energy Administration. In terms of promoting the consumption system of renewable energy electricity, the second phase of the CRESP project supported the research on the renewable energy electricity quota mechanism, the implementation rules of the renewable energy electricity quota system and the supporting mechanism, and helped the state formulate and implement the policy of "renewable energy electricity consumption guarantee mechanism".

The development of renewable energy is a key path to achieve energy reform, but also an important way to deal with climate change and reduce greenhouse gas emissions. However, when the proportion of renewable energy is increasing, consumption has become an urgent problem to be solved. The CRESP Phase II project focuses on supporting research on planning and layout optimization of large-scale onshore wind power bases, research on coordinated operation mechanism of Hami energy Base, and research on coordinated development planning of new energy and power grid in Northwest China. Among them, the research results of planning and layout optimization of large-scale onshore wind power bases have been applied to the construction of wind power bases in Inner Mongolia and Qinghai. The analytical method of the coordinated development planning research of new energy and power grid in Northwest China has also been promoted in the national power grid system, which has promoted the large-scale consumption of renewable energy.

Promote the technological advancement of renewable energy sources such as offshore wind power

Zhang Jianhua, the head of the National Energy Administration, said: "The major tools of a big country must and can only be mastered by ourselves." In 2022, the National Energy Administration will accelerate innovation in energy science and technology, focusing on technology research in key areas such as gas turbines, nuclear power and renewable energy, and strive to make breakthroughs in green and low-carbon frontier technologies.

In 2021, China's offshore wind power installed capacity ranks first in the world, all over the country are also accelerating the development of offshore wind power, Shanghai on January 11 announced the 300,000 kW offshore wind power project competition scheme, Shandong to achieve the first offshore wind power 600,000 kW demonstration project full capacity grid, Qingdao Jimo district is building offshore wind power industry chain.

The CRESP Phase II project also focuses on promoting the progress of renewable energy technology, especially in offshore wind power, and the system supports the basic work of promoting the development of the offshore wind power industry, including supporting the preparation of five national standards for offshore wind turbines, such as "Offshore wind turbines - Design Requirements" and "Offshore wind turbines - Operation and Maintenance". It has carried out international benchmarking work on three engineering standards such as offshore wind power foundation design and offshore wind power booster station, supported the research and proposed the planning, design and evaluation methods, key equipment technology and other specifications of offshore wind power direct current into the grid system suitable for the construction and development of offshore wind farms in China. Support the construction of a national offshore wind group testing center, which provides strong support for the development of China's offshore wind power industry.

Kong Tao, deputy Director of the New Energy Department of the New Energy and Renewable Energy Department of the National Energy Administration, said at the 2021 China Solar Thermal Power Conference: "The National Energy Administration has always supported the development of the solar thermal power generation industry, and will continue to support the construction of a certain scale of solar thermal power generation projects in areas with high quality resources, through the integration of wind power and photovoltaic power generation bases, to give full play to the regulatory role of solar thermal power generation and system support capacity, to ensure the sustainable development of the solar thermal power generation industry."

"In promoting the development of solar thermal power generation, the CRESP Phase II project supports a team of international first-class technical experts to conduct systematic solar thermal power generation engineering design training for relevant institutions. At the same time, we support Zhejiang Zhongkong Solar Technology Co., LTD., Northwest Electric Power Design Institute, China Quality Certification Center and other units to research and develop the design optimization system of solar thermal power station and the key components of high temperature collector, collector tube and control system, and increase the power for the rapid development of solar thermal power industry."
