By 2030, the green and intelligent technology of inland ships will be fully promoted and applied, the supporting infrastructure, operation management, business model and other industrial ecology will be improved, standardized and serialized green and intelligent ship types will be built in batches, the industrial chain and supply chain level will be greatly improved, and a modern industrial system for inland ships will be initially established.
3. Key tasks of the "Implementation Opinions"
The "Implementation Opinions" put forward four key tasks around the development goals.
(1) Giving priority to the development of green power technologies. First, actively and steadily develop LNG-powered vessels, focusing on promoting the application of LNG-powered technology in the coastal, Yangtze River trunk line, Xijiang trunk line, Beijing-Hangzhou Canal and other medium and long distance cargo ships with more than 2,000 DWT and engineering ships. The second is to accelerate the development of battery-powered ships, focusing on promoting the application of pure battery power technology in short-haul inland waterway cargo ships, riverfront cruise ships and Kuhu district ships, and carrying out research and application of standardized box-type power replacement technology. Third, promote the application of methanol, hydrogen and other power technologies, promote the application of methanol power technology in cargo ships and explore the application of hydrogen fuel cell power technology in passenger ships and other applications.
2. Accelerating research, development and application of smart technologies First, accelerate the application of advanced and applicable safety and environmental protection intelligent technologies, reduce ship safety risks and crew labor intensity, improve ship energy efficiency and reduce pollution emissions, and accelerate the development and application of relevant intelligent systems and equipment. The second is to promote the research and development and application of a new generation of intelligent navigation ship technology, carry out research on the new mode of ship navigation based on 5G network "shore-based steering control and ship terminal watch", study the pilot demonstration of remote driving system technology in the backbone branch routes with good navigation order and moderate ship traffic density, and explore the development of autonomous navigation ships.
(3) Improving the level of the green and smart ship industry. First, strengthen the standardized design of green intelligent ships, improve the level of ship design, form a technical spectrum and equipment list, and create standardized ship series products that meet the needs of different application scenarios. The second is to promote the transformation and upgrading of inland ship manufacturing, accelerate the adjustment of industrial structure, optimize the layout of inland ship manufacturing industry, cultivate a number of inland ship manufacturing backbone enterprises, and vigorously promote standardized, intensive, green and intelligent production. The third is to build a new industrial chain of green intelligent ships, encourage the formation of industrial alliances, create a collaborative innovation platform, promote the development of upstream and downstream supporting industries around the inland ship assembly and construction base, cultivate advantageous enterprises in the ship supporting industry chain, and form a group of specialized new "little giant" enterprises.
(4) Establish and improve the green intelligent ship industry ecology. First, improve the supporting facilities for the operation of green intelligent ships, accelerate the construction of new and clean energy supply facilities, innovate the construction and operation mode of supporting facilities, and improve the comprehensive service level of supporting facilities. The second is to promote the innovation of green smart ship business models, support the deep participation of cargo owners, ports, energy companies, financial institutions and key supporting enterprises such as power batteries, and explore new models of benefit sharing such as ship leasing, facility sharing, ship power separation, and intelligent operation and maintenance. Third, strengthen and improve ship operation and management, study and formulate a green and intelligent inland waterway ship type catalog, study and implement the energy Efficiency Design index (EEDI) access system for newly built inland waterway ships, establish an energy efficiency labeling system for existing inland waterway ships, and encourage areas where conditions permit to establish an exit mechanism for existing oil-powered vessels. Fourth, strengthen safety and quality management, improve the safety and quality technical standards of green smart ships and key equipment, strengthen ship inspection management, inland ship manufacturing, shipping and supporting infrastructure operations enterprises to strengthen quality and safety risk management.
