I. Background of the preparation of the Implementation Opinions

Inland ships are ships sailing in China's inland waters and river-sea interface areas, mainly including passenger ships, cargo ships, engineering ships, etc., with large capacity, low energy consumption, low cost comparative advantages, is an important part of China's shipbuilding industry equipment system. In recent years, the large-scale and standardized development of inland river ships in China has achieved positive results, but there is still a gap in green and intelligent aspects compared with the green and low-carbon development of economy and society and the needs of the people for a better life. In order to fully implement the major strategic deployment of the Party Central Committee and The State Council on carbon peak and carbon neutrality, fully implement the relevant requirements of ecological priority green development of the Yangtze River Economic Belt, and accelerate the green and intelligent development of inland vessels, according to the national "14th Five-Year Plan" planning requirements for shipbuilding industry and transportation, the Ministry of Industry and Information Technology and other five departments on the basis of in-depth investigation and research and extensive listening to opinions, Jointly formulated and published the Implementation Opinions.

During the preparation of the "Implementation Opinions", the following four considerations should be grasped: First, highlight the key points and clarify the industrial orientation. Take LNG power and battery power as the main line to promote the green upgrade of inland ships; To speed up the development and application of intelligent technology with the needs of safety and environmental protection; Guided by standardization and digital scale, we will improve the design, construction and supporting industrial chain of inland vessels. The second is to set benchmarks and innovate development models. With leading enterprises as the core, the formation of industrial alliances, to promote the participation of upstream and downstream enterprises in the industrial chain, to jointly build, share and share as the core, to create a new model of sustainable business development. Third, we made active yet steady progress in making progress before breaking down. Create a good industrial environment to promote the development of green and smart ships, accelerate the improvement of supporting infrastructure and policy systems, study policy support for green and smart ships, and guide old inland waterway ships to scrap and replace in advance. Fourth, pilot first, compaction local responsibility. Strengthen the main responsibility of local governments, carry out pilot tests in key places with conditions and basis, form a new model of green intelligent vessel operation and development in inland rivers that can be replicated, promoted and sustainable, and gradually promote it in the country.

Second, the overall requirements of the "Implementation Opinions"

(1) The guiding ideology of the "Implementation Opinions".  Guided by promoting the green, intelligent and standardized development of inland waterway vessels, focusing on the development of new and clean energy powered vessels, strengthening industrial chain coordination, selecting typical scenarios to carry out demonstration applications according to local conditions, promoting market-oriented operation, industrial integration and large-scale application, realizing commercial sustainability, and accelerating the green, intelligent transformation and high-quality development of inland waterway vessels. It will provide strong support for building a strong manufacturing, shipbuilding and transportation country.

(2) The basic principles of the "Implementation Opinions". First, adhere to policy guidance, strengthen coordination between departments, local governments, and enterprises, and jointly implement policies at both ends of supply and demand to stimulate the vitality of market players. Second, we will adhere to green intelligence, develop green shipbuilding, green ships, and green shipping, and promote the empowerment of a new generation of information technology to raise the level of safe and green development. Third, adhere to innovation-driven, gather advantageous resources in the industrial chain, promote scientific and technological innovation, management innovation and business model innovation, and improve the quality and efficiency of development. Fourth, adhere to demonstration and popularization, support representative areas of inland river basins to try first, sum up typical experience and practices, and steadily promote.

(3) The development objectives of the "Implementation Opinions".

By 2025, breakthroughs will be made in key green power technologies such as liquefied natural gas (LNG), batteries, methanol and hydrogen fuel, the level of intelligent ship equipment technology will be significantly improved, and a green intelligent standard and regulation system for inland waterway ships will be basically formed. Cultivate a number of influential green and intelligent inland waterway ship design, construction, supporting and operation enterprises, create a number of standardized and serialized ship types that meet the needs of different scenarios, realize demonstration applications in representative areas such as the Yangtze River, Xijiang River, Beijing-Hangzhou Canal and Minjiang River, form replicable and popularizable experience, and initially build a benign and sustainable industrial ecology. The green, intelligent and standardized development of inland vessels has achieved remarkable results, and a relatively complete industrial chain and supply chain has been established.

By 2030, the green and intelligent technology of inland ships will be fully promoted and applied, the supporting infrastructure, operation management, business model and other industrial ecology will be improved, standardized and serialized green and intelligent ship types will be built in batches, the industrial chain and supply chain level will be greatly improved, and a modern industrial system for inland ships will be initially established.

3. Key tasks of the "Implementation Opinions"

The "Implementation Opinions" put forward four key tasks around the development goals.

(1) Giving priority to the development of green power technologies. First, actively and steadily develop LNG-powered vessels, focusing on promoting the application of LNG-powered technology in the coastal, Yangtze River trunk line, Xijiang trunk line, Beijing-Hangzhou Canal and other medium and long distance cargo ships with more than 2,000 DWT and engineering ships. The second is to accelerate the development of battery-powered ships, focusing on promoting the application of pure battery power technology in short-haul inland waterway cargo ships, riverfront cruise ships and Kuhu district ships, and carrying out research and application of standardized box-type power replacement technology. Third, promote the application of methanol, hydrogen and other power technologies, promote the application of methanol power technology in cargo ships and explore the application of hydrogen fuel cell power technology in passenger ships and other applications.

2. Accelerating research, development and application of smart technologies First, accelerate the application of advanced and applicable safety and environmental protection intelligent technologies, reduce ship safety risks and crew labor intensity, improve ship energy efficiency and reduce pollution emissions, and accelerate the development and application of relevant intelligent systems and equipment. The second is to promote the research and development and application of a new generation of intelligent navigation ship technology, carry out research on the new mode of ship navigation based on 5G network "shore-based steering control and ship terminal watch", study the pilot demonstration of remote driving system technology in the backbone branch routes with good navigation order and moderate ship traffic density, and explore the development of autonomous navigation ships.

(3) Improving the level of the green and smart ship industry. First, strengthen the standardized design of green intelligent ships, improve the level of ship design, form a technical spectrum and equipment list, and create standardized ship series products that meet the needs of different application scenarios. The second is to promote the transformation and upgrading of inland ship manufacturing, accelerate the adjustment of industrial structure, optimize the layout of inland ship manufacturing industry, cultivate a number of inland ship manufacturing backbone enterprises, and vigorously promote standardized, intensive, green and intelligent production. The third is to build a new industrial chain of green intelligent ships, encourage the formation of industrial alliances, create a collaborative innovation platform, promote the development of upstream and downstream supporting industries around the inland ship assembly and construction base, cultivate advantageous enterprises in the ship supporting industry chain, and form a group of specialized new "little giant" enterprises.

(4) Establish and improve the green intelligent ship industry ecology. First, improve the supporting facilities for the operation of green intelligent ships, accelerate the construction of new and clean energy supply facilities, innovate the construction and operation mode of supporting facilities, and improve the comprehensive service level of supporting facilities. The second is to promote the innovation of green smart ship business models, support the deep participation of cargo owners, ports, energy companies, financial institutions and key supporting enterprises such as power batteries, and explore new models of benefit sharing such as ship leasing, facility sharing, ship power separation, and intelligent operation and maintenance. Third, strengthen and improve ship operation and management, study and formulate a green and intelligent inland waterway ship type catalog, study and implement the energy Efficiency Design index (EEDI) access system for newly built inland waterway ships, establish an energy efficiency labeling system for existing inland waterway ships, and encourage areas where conditions permit to establish an exit mechanism for existing oil-powered vessels. Fourth, strengthen safety and quality management, improve the safety and quality technical standards of green smart ships and key equipment, strengthen ship inspection management, inland ship manufacturing, shipping and supporting infrastructure operations enterprises to strengthen quality and safety risk management.

Fourth, "Implementation Opinions" safeguard measures

In order to ensure the smooth implementation of the main objectives and key tasks, the "Implementation Opinions" put forward four aspects of measures. The first is to encourage the first trial, encourage the key places where conditions are available to try first, and form a new model of green intelligent ship operation and development in inland rivers that can be replicated, promoted and sustainable. The third is to establish an evaluation mechanism, mobilize the enthusiasm of industry associations, professional institutions, industrial alliances, etc., organize the implementation of policies and the evaluation of the pilot situation in key areas in a timely manner, and promote mature practices and successful experiences. The fourth is to promote the implementation in a coordinated manner, strengthen the linkage between departments, local governments and enterprises, form policy synergy, clarify work objectives, refine the division of tasks, and implement work measures.
