I. General requirements

(1) Guiding ideology

 Accelerate the construction of a new iot infrastructure with comprehensive perception, ubiquitous connectivity, security and trust, accelerate technological innovation, strengthen the industrial ecology, deepen the application of key areas, promote the comprehensive development of the Internet of Things, constantly cultivate new economic growth points, and strongly support the construction of a strong manufacturing and network power.

(2) Basic principles

Focus on the key points, precise breakthrough. Focus on key links such as perception, transmission, processing, storage, and security, accelerate the research of key core technologies, and improve the effective supply of technologies; Focus on key industries and regions with a good foundation for development and strong willingness to transform, accelerate the deployment of new iot infrastructure, and improve the application level of iot.

Demand traction, strengthen empowerment. Guided by the needs of social governance modernization, actively expand the application scenarios and improve the level of social governance and public services; Guided by the needs of industrial transformation, we will promote the deep integration of the Internet of Things and traditional industries to improve the quality and efficiency of industries. Guided by the needs of consumption upgrading, it promotes the research and development and application of smart products to enrich the digital life experience.

Coordinate and pool synergy. Give full play to the overall and guiding role of local governments in the planning and investment layout of new infrastructure construction, and form policy synergy; We should give full play to the role of scientific research institutes, universities and enterprises as innovation entities in technological research and the transformation of achievements, and form technological synergy. Give full play to the decisive role of the market in the allocation of resources, mobilize the enthusiasm of all parties, and form industrial synergy.

Independent innovation, safe and reliable. We will coordinate development and security, improve the autonomy and controllability of key core technologies, strengthen the security protection capacity of Internet of Things technologies, networks, terminals, and applications, enhance the resilience of industrial chain and supply chain, strengthen data security protection, improve the ability to operate safely and reliably, and effectively prevent and resolve security risks and hidden dangers.

3. Action objectives

By the end of 2023, new iot infrastructure will be initially built in major cities in China, and the foundation for social modernization governance, industrial digital transformation and people's livelihood consumption upgrading will be more stable. Break through a number of key common technologies that restrict the development of the Internet of Things, cultivate a number of Internet of things construction and operation subjects with strong demonstration and driving role, foster a number of replicable, scalable and sustainable operation service models, export a number of industry applications with significant enabling effect and excellent comprehensive benefits, and build a set of sound and perfect Internet of Things standards and security guarantee system.

-- Innovation capability has made breakthroughs. The level and market competitiveness of key technologies such as high-end sensors, Internet of Things chips, Internet of Things operating systems, and new short-distance communications have been significantly improved; The deep integration of the Internet of Things with 5G, artificial intelligence, blockchain, big data, IPv6 and other technologies has made industrial breakthroughs. Promote the growth of 10 iot enterprises into leading enterprises with an output value of more than 10 billion, which can drive the integration and development of small and medium-sized enterprises; Support the development of a number of specialized and new "little giant" enterprises; Cultivate a number of national iot new-type industrial demonstration bases, and accelerate the development of the animal networking industry to large-scale, intensive and high-value.

In key areas such as smart cities, digital villages, smart transportation, smart agriculture, smart manufacturing, smart construction and smart home, accelerate the deployment of sensing terminals, networks and platforms, form a number of industry solutions based on independent innovation technology products with large-scale promotion value, and effectively support the construction of new infrastructure; Promote the large-scale application of IPv6 in the Internet of Things; The number of iot connections exceeded 2 billion.

Improve the Internet of Things standard system, complete the revision of more than 40 national standards or industry standards; Establish an iot security guarantee system for network security, data security, and personal information protection; We will build public service platforms for testing, intellectual property services, transformation of scientific and technological achievements, and personnel training.

2. Key tasks

(1) Actions to enhance innovation capacity

1. Breakthrough in key core technologies. Through the "cloud, network, and end", the innovation chain is systematically deployed around the key links of the industrial chain such as information perception, information transmission, and information processing. The implementation of the "reveal the list" system, encourage and support backbone enterprises to increase the key core technology research efforts, break through intelligent perception, new short-distance communication, high-precision positioning and other key common technologies, complement high-end sensors, Internet of Things chips and other industrial weaknesses, and further improve the high-performance, universal iot perception terminal supply capacity.

2. Promote technology integration and innovation. Facing the "5G+ Internet of Things", make full use of the characteristics of 5G network with high reliability, low delay and large connection, enrich the supply of communication technology, and expand the application scenarios of the Internet of Things; For "big data + Internet of Things", to achieve efficient collaborative data processing, and in-depth mining of the value of data in the physical world; For "artificial intelligence + Internet of Things", establish intelligent services of "perception terminal + platform + scene"; Facing the "blockchain + Internet of Things", establish a credit system of perception terminals to ensure data confirmation and value circulation.

3. Establish a collaborative innovation mechanism. Encourage local joint leading enterprises, research institutes, and universities to establish a number of Internet of Things technology incubation and innovation centers, open up the transformation chain of scientific and technological achievements, and promote the pilot maturation and engineering application of scientific and technological achievements. Encourage leading enterprises to form industrial technology alliances with upstream and downstream enterprises, explore the development model of "patent + standard + open source community", and stimulate innovation vitality. Relying on foundations and open source communities, we gather developer and user resources to jointly create mature open source products and application solutions, and form a collaborative innovation ecosystem with international competitiveness.

Cultivate a group of leading enterprises with leading technology and strong resource integration capabilities, deepen joint innovation between enterprises, universities and research institutes, promote efficient allocation of innovation chains, industrial chains and capital chains, and promote large-scale deployment of perception terminals, platforms and network facilities. Cultivate a number of new "small giant" enterprises specialized in the field of Internet of Things, and become suppliers of advanced technology products and applicable solutions for specific scenarios and segments. Cultivate a number of iot operation service providers, and carry out services such as scheme design, integration implementation, network operation and maintenance, operation and management, and network information security protection. 5. Strengthen industrial agglomeration and development. Support the construction of new industrial iot demonstration bases in areas with distinct industrial characteristics, good basic conditions and outstanding application demonstration effects, and continue to give full play to the brand awareness and influence of existing demonstration bases. We will accelerate the development of industrial clusters, do a good job of pioneering new products, new services, and new models, and optimize the allocation of resources such as policies, human resources, technology, and capital.

We will raise the level of intelligence in social management and public services.

Encourage iot enterprises to cooperate with sports equipment manufacturers, rehabilitation AIDS manufacturers, elderly care institutions, sports venues and other cross-border cooperation, and accelerate the popularization of wearable devices, smart medical and health products, smart sports equipment and other applications.

4. Supporting actions to improve the system

9. Promote IPv6 scale applications. Improve the technical standards and specifications for iot terminal access detection, and clarify IPv6 network access requirements. Promote the IPv6 upgrade and use of iot platforms, terminals, and gateway devices facing the public network, and promote new products to support and enable IPv6 functions by default. Guide and encourage enterprises to adopt ipv6-based application solutions for industry applications, and promote the application of ipv6-supported iot terminals and modules.

10. Strengthen the construction of standards system. Optimize and improve the standard system of the Internet of Things, establish the standard map of the whole industrial chain of the Internet of things, accelerate the revision of national and industry standards for new technology products, infrastructure construction, and industry applications, and encourage group standards to try first. Continue to deeply participate in the international standardization work of the International Organization for Standardization (ISO), the International Telecommunication Union (ITU), the International Electrotechnical Commission (IEC), and improve China's contribution to international standardization activities. We will strengthen the implementation and evaluation of key standards.

11. Improve the public service system. We will support professional service institutions to innovate their work thinking and concepts, and enhance their service capabilities in intellectual property rights, scientific and technological achievements transformation, personnel training, investment and financing. Build a public service platform for technology and standards, and carry out services such as new technology verification, testing and certification, product quality classification and system evaluation. We will guide local industry associations, industrial parks, research institutes, and leading enterprises to jointly establish an open and sharing platform for scientific research instruments, testing equipment, and research and development capabilities.




12. Strengthen security support. Accelerate research on security technologies such as perception, access, transmission, data, and application. Accelerate the construction of iot security monitoring, early warning analysis and response and disposal technology, and improve the security guarantee level of sensing terminals, networks, data and systems. Strengthen the security management of Internet of Things cards, and promote the formation of a full life cycle management system for Internet of Things cards that includes pre-sale risk assessment, classified registration during sale, and after-sales use monitoring. Accelerate the application and promotion of commercial password technologies and products in the Internet of Things field, build a password application detection platform for the Internet of Things field, and improve the security and application level of commercial passwords in the Internet of Things field. Strengthen the adaptability of iot application scenarios and spectrum resource use to ensure the security of iot frequency use. Relying on the Alliance association, we will carry out the cultivation plan of the basic security of the Internet of Things "hundreds of enterprises" products, build a security public service platform, carry out security capability assessment, and create "Internet of Things peace of mind products".

Third, safeguards

1. Improving the mechanism for coordinated governance. We will strengthen coordination among departments and promote the effective implementation of key tasks. Local governments are encouraged to formulate targeted and operational policies and measures in light of actual conditions to promote the development of the Internet of Things industry and the planning and construction of new infrastructure. Give play to the role of the Internet of Things industry association and industry alliance, and effectively promote the demand docking and resource sharing of the upstream and downstream of the industrial chain.

2. Improve statistical and evaluation mechanisms. Improve the iot industry statistical system to provide a scientific basis for evaluating the effectiveness of the action plan. Continue to strengthen the quality evaluation of the new industrial demonstration base of the Internet of Things, and standardize the process management and third-party evaluation of key actions such as "revealing the list".

3. Improving the personnel training system. Support and guide ordinary institutions of higher learning and vocational colleges to increase the training of professionals in iot related disciplines, and fill the talent gap. Enterprises are encouraged to build laboratories and training bases with colleges and universities and scientific research institutions to enhance the supply of innovative, application-oriented and composite iot talents. We will promote the improvement of the vocational and technical skills standard system for iot talents.

4. Increasing fiscal, tax and financial support. Give full play to the leading role of financial funds, encourage local governments to set up special funds for the Internet of Things, and guide financial institutions to participate in the construction of new iot infrastructure. We will implement preferential tax policies such as additional deductions for research and development expenses and encourage enterprises to increase investment in research and development. Promote the connection between social capital and small and medium-sized enterprises, and promote the solution of the financing of the Internet of Things.

5. Deepening international exchanges and cooperation Based on the Belt and Road Initiative, we should make full use of cooperation mechanisms such as the Regional Comprehensive Economic Partnership (RCEP) to promote exchanges and cooperation in technology research and development, industrialization promotion, infrastructure construction and personnel training. Support domestic iot enterprises to set up branches overseas, actively expand international cooperation channels, and enhance the level of international development.
