Energy cooperation is an important area of cooperation between China and African countries. Over the past decade, under the Belt and Road Initiative, China and Africa have made remarkable achievements in energy cooperation, effectively alleviating Africa's energy shortage predicament and significantly enhancing its capacity for independent development. In recent years, China has continuously encouraged central enterprises to fulfill their mission responsibilities and work closely with the governments and people of co-building countries to build quality projects for the benefit of the local communities, weave mutually beneficial and win-win cooperation links, and show the world China Road, China Bridge, China Port, Chinatown and other Chinese business cards, vividly explaining the "Belt and Road" community of shared future.

Uganda is the jewel of the African continent, with a wealth of potential oil and gas resources. In the context of the "Belt and Road" construction, it is of great significance to deepen China-Africa energy cooperation, help the "Belt and Road" construction and China's high-end oil and gas equipment "going out".

Over the past year, cooperation with the International Energy Organization has been further deepened, and China's independently developed rotary steering and logging while drilling systems, large independent intellectual property exploration equipment, and oil drilling equipment have begun to move into various fields on the land of Africa.

HQTS Hansmann Group Energy Supply "Bridge"

In the face of the requirements of "deepening international energy cooperation, taking the lead and setting an example in promoting high-level opening up", HQTS Hansman Group, with its advanced testing and certification technology, has become a third-party service agency authorized by the Petroleum Authority of Uganda to issue PVoC for petroleum equipment, and is one of the two designated international inspection and testing certification bodies. It will help Chinese oil and energy enterprises quickly enter the Ugandan market, escort the customs clearance of the destination port, and become a good helper for high-quality joint construction of the "Belt and Road".

On February 23, 2024, the winning document of the Uganda Petroleum Authority PAU on PVoC service providers was released, and it was officially implemented from March 1, which means that the PVoC plan of the Uganda Petroleum Standards Bureau was officially signed, which means that all the imported equipment and special materials required for the implementation of Uganda's three major projects. It is necessary to enforce the PVoC certification before export, that is, the coc certificate of product conformity, to prove that the export products of enterprises meet the relevant technical regulations and standards in Uganda, so that customs clearance can be smoothly carried out in the local. It also marks a new international level of testing technology and service in China's international cooperation in the field of oil and gas energy.

Uganda is located in eastern Africa, on the equator. With dense vegetation and warm seasons, it is known as the "Pearl of Africa". Over the past decade, the institutionalization level of China-Africa energy cooperation has been significantly improved, and the platform construction has become more mature. In December 2015, the Johannesburg Summit of the Forum on China-Africa Cooperation put forward the "Green Development Cooperation Plan". In September 2018, the Beijing Summit of the Forum on China-Africa Cooperation put forward the "Infrastructure Connectivity Action", emphasizing the need to strengthen cooperation in the field of energy. In 2019, during the second "Belt and Road" Summit Forum, the "Belt and Road" Energy cooperation Partnership was established, and in October 2021, China and the African Union officially established the China-AU Energy Partnership cooperation platform, and China will accelerate the docking of the African Union's "Agenda 2063" energy development plan. In December 2021, the Eighth Ministerial Conference of the Forum on China-Africa Cooperation issued the Declaration on China-Africa Cooperation on Climate Change, in which China pledged to further expand its investment in Africa's renewable energy. These friendly strategic cooperation agreements have made the Ugandan government see that China, as an advocate of the Belt and Road, has always been helping African countries with its actions.

The Uganda Petroleum Authority (PAU) is confident of HQTS 'expertise in trade facilitation services in the field of petrochemical equipment and in international trade to help contract countries optimise PVoC service processes and protect their domestic markets. Of course, HQTS Hansmann Group will also actively participate in deepening the expansion of commodity import and export categories in the African market, and build a solid bridge for promoting China-Ukraine energy cooperation.
