How to speed up the transformation from traditional infrastructure to "new infrastructure" integrated infrastructure?

In recent years, the central government has repeatedly proposed to accelerate the construction of new infrastructure, and the National Development and Reform Commission has defined the category of "new infrastructure", which mainly includes three aspects: information infrastructure, integration infrastructure and innovation infrastructure. Under the empowerment of information technology, accelerating the integration of "new infrastructure" infrastructure development is the inevitable path to promote the intelligent upgrading of traditional infrastructure and achieve high-quality development of traditional infrastructure, which is of great significance for China to comprehensively deepen the digital transformation in all fields and give play to the role of digital economy as a new engine in the economy and society.

First, information technology enables the construction of integrated new infrastructure

The new type of infrastructure is an infrastructure system that is guided by new development concepts, driven by technological innovation, based on information networks, and geared to high-quality development needs, providing services such as digital transformation, intelligent upgrading, and integrated innovation. Converged infrastructure is the Internet, big data, artificial intelligence and other information technology in-depth application of traditional infrastructure integration to form a new form of infrastructure, is the main direction of traditional infrastructure transformation and upgrading, in addition to the National Development and Reform Commission mentioned intelligent transportation infrastructure, smart energy infrastructure, should also involve other traditional infrastructure fields. Such as smart water conservancy facilities, smart municipal facilities and so on. Converged infrastructure is not only a simple superposition of a certain information and communication technology and traditional infrastructure, but also focusing on the needs of the industry, by creating efficient cloud computing capabilities, building advanced network infrastructure, deploying ubiquitous sensing terminals, and strengthening the intelligent transformation of traditional infrastructure, so as to further tap the service capabilities of traditional infrastructure, achieve service intelligence and management network. Expand the scope of traditional infrastructure services, improve the operation efficiency, management efficiency and service capacity of traditional infrastructure, and reconstruct the relationship between service supply and public management.

Second, to create industry common information infrastructure capabilities

Information infrastructure is the core of the development of "new infrastructure" integrated infrastructure, adapting to the digital, networking and intelligent development requirements of traditional industries, accelerating the use of new technologies to promote the evolution and upgrading of industry information infrastructure, and creating industry common information infrastructure capabilities with perception, connection, storage and computing capabilities.

(1) Strengthen the deployment of industrial computing facilities

Traditional industries such as transportation and energy are characterized by a large number of service objects, large amount of information, obvious business cycle peaks, and high security and reliability requirements. Traditional IT systems take a long time to go online, are difficult to expand, and the "smokestack" deployment of business systems and insufficient data interoperability make it difficult to meet the needs of modern development. It can make full use of existing facilities and data resources, coordinate the construction of industry cloud computing platform and big data platform, and build a "smart brain" in traditional industries. Focus on building industry big data centers with unified standards and open sharing, jointly building cross-regional and cross-industry data sharing and exchange platforms, developing open platforms with artificial intelligence capabilities that meet industry needs, and empowering traditional infrastructure with big data, artificial intelligence and other technologies to achieve efficient operation and intelligent management and control of traditional infrastructure. With the extensive application and deployment of Internet of Things terminals in traditional industries, application-oriented, steadily promote the sinking of computing capacity to the edge side to form edge computing capacity, build the "wisdom nerve" of integration infrastructure, and collaborate with cloud computing. It meets the computing requirements of agile connectivity, real-time business, data optimization, security and privacy protection in scenarios such as autonomous driving and remote monitoring of oil exploitation.

(2) Building network facilities coordinated by public and private sectors

Traditional industries such as transportation and energy usually have their own industry private networks. In the context of the development of digital economy, traditional industries are speeding up the transformation of digitalization, networking and intelligence. Industry private networks alone can no longer meet the needs of more diversified types of services with higher quality requirements. Form a converged network to provide capabilities. On the one hand, enterprises in traditional industries continue to build and improve industry private networks to meet the requirements of highly reliable and secure information transmission such as business scheduling and management, and provide customized services through private networks for specific user business needs. On the other hand, communication operators should speed up the deployment of new networks such as 5G, gigabit fiber broadband and satellite Internet, firmly promote the process of network IT, software and cloud, deepen the application of software defined network (SDN) and network function virtualization (NFV), and build intelligent, agile and open information and communication infrastructure.
