Guidance on high-quality development of chemical fiber industry

Recently, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the "Guidance on the high-quality development of chemical fiber Industry" (hereinafter referred to as the "Guidance"), in order to facilitate the understanding of the content of the "Guidance" and do a good job in implementing the work, the relevant issues are interpreted as follows.

1. Background of the compilation of the Guiding Opinions

China's chemical fiber production accounts for 70% of the world's total output, chemical fiber accounted for 84% of China's total textile fiber processing, advanced functional fibers, high-performance fibers and other chemical fiber new materials are the core support for the stable development and continuous innovation of the textile industry, but also an important part of the new material industry. Promoting the high-quality development of the chemical fiber industry is of great significance to deepening the supply-side structural reform of the textile industry, meeting the needs of consumption upgrading, and serving the development of strategic emerging industries.

"14th Five-Year Plan" period, China's chemical fiber industry development environment is facing profound and complex changes, independent innovation ability is not strong, low added value of products, some key raw materials and equipment there are short board and other problems on the industry constraints become more prominent, dual carbon goals and tasks for the chemical fiber industry low-carbon transformation and sustainable development put forward higher requirements. It is urgent to further strengthen industry guidance through the preparation and issuance of the "Guiding Opinions", promote the advanced industrial foundation and the modernization of the industrial chain, forge the advantages of longboard, and promote high-quality development.

Second, the overall ideas and objectives of the Guiding Opinions

 The digital transformation has achieved obvious results, further consolidating and enhancing the leading role of the chemical fiber industry in the textile industry chain and the service ability of strategic emerging industries, and building an intelligent, green and high-end modern industrial system.

"Guiding Opinions" according to "innovation-driven, shaping advantages; Optimize the structure, open up cooperation; Green development, circular low carbon; The basic principle of leading the textile and service frontier puts forward a series of high-quality development goals. To promote the continuous enhancement of the innovation capacity of the chemical fiber industry, the investment intensity of the industry research and development fund has reached 2%, and the research and development and manufacturing capacity of high-performance fiber has met the national strategic needs. The digital transformation has achieved remarkable results, the digital penetration rate of enterprise operation and management has reached 80%, and the numerical control rate of key processes has reached 80%. The green manufacturing system has been continuously improved, the proportion of green fibers has increased to more than 25%, the annual average output of bio-based chemical fibers and degradable fiber materials has increased by more than 20%, the comprehensive utilization level and scale of waste resources have been further developed, and the carbon emission intensity of the industry has been significantly reduced. By 2025, the industrial added value of chemical fiber enterprises above designated size will increase by 5% annually, the proportion of chemical fiber production in the world will be basically stable, a number of leading enterprises with strong competitiveness will be formed, a high-end, intelligent and green modern industrial system will be built, and a comprehensive chemical fiber power will be built.

3. Key tasks in the Guiding Opinions

Centering on the development goals, the "Guiding Opinions" put forward five key tasks from the aspects of industrial chain innovation, high-end development, digital intelligent transformation, green and low-carbon transformation, and the implementation of the "three products" strategy.

First, we will raise the level of innovation and development of industrial chains. We will build a solid foundation for innovation and form a system of scientific and technological innovation with enterprises as the main body, the market as the guide, and industry, universities and research institutes deeply integrated. Enhance the service capabilities of national and provincial advanced functional fiber innovation centers and the innovation capabilities of enterprise technology centers. We will strengthen technological research on key equipment and raw and auxiliary materials, and enhance the security and stability of the industrial chain. We will implement the national strategy for regional development and improve regional distribution. We encourage enterprises to improve the layout of the global industrial chain, raise the level and quality of foreign investment, and optimize the mode of international cooperation. We will foster high-quality enterprises, encourage them to optimize the allocation of production factors through mergers and reorganizations, and implement business process reengineering and technological upgrading. We will promote the integrated development of large, small and medium-sized enterprises, and foster specialized and new "small giants" enterprises and individual champions.

The second is to promote the high-end development of new fiber materials. Improve the added value of conventional fibers, achieve high-quality, intelligent and green production of conventional fibers, and promote the industrialization and high-end application of biomedical fibers. Strengthen the quality control of the entire production process, promote the supply of high-quality products, and meet the upgrading and personalized needs of consumption. Improve the quality consistency and batch stability of high-performance fibers, and further expand the application of high-performance fibers in aerospace, wind and photovoltaic power generation, Marine engineering, environmental protection, safety protection, geotechnical construction, transportation and other fields. Improve the purity of bio-based chemical fiber monomers and raw materials to achieve large-scale, low-cost production. Support the key technical equipment of degradable fiber materials such as degradable aliphatic polyester fiber, and guide downstream applications.

Third, we will accelerate digital and intelligent transformation. Strengthen the research and development and application of intelligent equipment, and promote the research and development and application of equipment such as large-scale integration, low-energy intelligent logistics, automatic dropping, and automatic packaging. Accelerate the development and application of automatic spinning device and online quality monitoring system of polyester elastic equipment, improve the intelligent level of spinning and winding equipment of polyester, spandex and nylon. Promote the application of emerging digital technologies in chemical fiber enterprises, and improve the digitalization level of all aspects of the industrial chain such as R & D, design, production and manufacturing, warehousing and logistics. Encourage key enterprises to build an industrial Internet platform integrating master data, real-time data, application programs, identification analysis, management information systems, and business intelligence, promote upstream and downstream enterprises in the industrial chain to realize resource data sharing through the industrial Internet platform, strengthen supply and demand docking, and promote collaborative development and collaborative application of the whole industrial chain.

Fourth, promote green and low-carbon transformation. We will promote energy-saving and low-carbon development. Encourage enterprises to optimize the energy structure, formulate a roadmap for carbon peak in the chemical fiber industry, clarify the implementation path for carbon reduction in the industry, accelerate the construction of green factories, green products, green supply chains, and green parks in the chemical fiber industry, carry out the construction of demonstration enterprises leading in water efficiency and energy efficiency, and promote the construction of carbon footprint accounting and social responsibility. Improve the level of recycling, promote the key technological breakthroughs and industrial development of the high-value utilization of waste textiles, increase the recycling and utilization of used military uniforms, school uniforms, police uniforms, tooling and other uniforms, and encourage relevant production enterprises to establish a recycling system. Strict energy efficiency constraints, improve the green manufacturing standard system of the chemical fiber industry, accelerate the elimination of backward production processes and equipment with high energy consumption, high water consumption and high emissions according to law and regulations, and provide space for optimizing the supply structure.

The fifth is to implement the "three products" strategy of increasing varieties, improving quality and creating brands. With technology as the core and demand as the guide, we develop products with excellent performance and quality, provide consumers with personalized, fashionable, functional and green products, and continue to expand the effective supply of high-end products. Improve the chemical fiber standard system with the coordinated development of national standards, bank standards, group standards and enterprise standards, and give full play to the role of group standards in guiding industrial development and stimulating innovation. Expand the brand influence of "China fiber fashion trend" and "green fiber". Enhance consumers' awareness of Chinese fiber and enterprise brands, and promote the internationalization of Chinese fiber and enterprise brands. Enterprises are encouraged to establish a brand cultivation management system, strengthen the construction of brand management teams, deepen deep cooperation between upstream and downstream industries, and expand brand influence.

4. Safeguard measures in the Guiding Opinions

In order to promote the smooth implementation of various goals and key tasks, the Guiding Opinions put forward five aspects of safeguard measures.

First, we will strengthen policy support and guidance. We will increase support for high-performance fibers, bio-based chemical fibers, recycled chemical fibers and degradable fiber materials, encourage research institutes, universities and enterprises to jointly apply for national special projects, and speed up technological research and development and the transformation of achievements.

Second, we will increase fiscal and financial support. We will coordinate existing channels, give full play to the role of banking financial institutions and national platforms for industry-finance cooperation, increase support for technological innovation, green development, digital transformation, and public services, and support eligible enterprises in listing and issuing bonds for financing.

Third, we will improve the public service system. We will give full play to the joint efforts of governments, associations, enterprises and other parties to improve the level and capacity of public services, and cultivate public service platforms such as industrial technology, intellectual property rights, and digital services.

Fourth, optimize the structure of the talent team. We will cultivate leading figures in academic, technical and business management, expand the ranks of highly skilled personnel, and cultivate interdisciplinary talents with knowledge of technology, economy and trade, and management.

Fifth, give play to the role of trade associations. Support industry associations to promote industry self-discipline, strengthen information release, guide capital investment, promote standardized development, coordinate and promote the implementation of the guidelines.
