Guidance on high-quality development of chemical fiber industry

Recently, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the "Guidance on the high-quality development of chemical fiber Industry" (hereinafter referred to as the "Guidance"), in order to facilitate the understanding of the content of the "Guidance" and do a good job in implementing the work, the relevant issues are interpreted as follows.

1. Background of the compilation of the Guiding Opinions

China's chemical fiber production accounts for 70% of the world's total output, chemical fiber accounted for 84% of China's total textile fiber processing, advanced functional fibers, high-performance fibers and other chemical fiber new materials are the core support for the stable development and continuous innovation of the textile industry, but also an important part of the new material industry. Promoting the high-quality development of the chemical fiber industry is of great significance to deepening the supply-side structural reform of the textile industry, meeting the needs of consumption upgrading, and serving the development of strategic emerging industries.

"14th Five-Year Plan" period, China's chemical fiber industry development environment is facing profound and complex changes, independent innovation ability is not strong, low added value of products, some key raw materials and equipment there are short board and other problems on the industry constraints become more prominent, dual carbon goals and tasks for the chemical fiber industry low-carbon transformation and sustainable development put forward higher requirements. It is urgent to further strengthen industry guidance through the preparation and issuance of the "Guiding Opinions", promote the advanced industrial foundation and the modernization of the industrial chain, forge the advantages of longboard, and promote high-quality development.

Second, the overall ideas and objectives of the Guiding Opinions

 The digital transformation has achieved obvious results, further consolidating and enhancing the leading role of the chemical fiber industry in the textile industry chain and the service ability of strategic emerging industries, and building an intelligent, green and high-end modern industrial system.

"Guiding Opinions" according to "innovation-driven, shaping advantages; Optimize the structure, open up cooperation; Green development, circular low carbon; The basic principle of leading the textile and service frontier puts forward a series of high-quality development goals. To promote the continuous enhancement of the innovation capacity of the chemical fiber industry, the investment intensity of the industry research and development fund has reached 2%, and the research and development and manufacturing capacity of high-performance fiber has met the national strategic needs. The digital transformation has achieved remarkable results, the digital penetration rate of enterprise operation and management has reached 80%, and the numerical control rate of key processes has reached 80%. The green manufacturing system has been continuously improved, the proportion of green fibers has increased to more than 25%, the annual average output of bio-based chemical fibers and degradable fiber materials has increased by more than 20%, the comprehensive utilization level and scale of waste resources have been further developed, and the carbon emission intensity of the industry has been significantly reduced. By 2025, the industrial added value of chemical fiber enterprises above designated size will increase by 5% annually, the proportion of chemical fiber production in the world will be basically stable, a number of leading enterprises with strong competitiveness will be formed, a high-end, intelligent and green modern industrial system will be built, and a comprehensive chemical fiber power will be built.

3. Key tasks in the Guiding Opinions

Centering on the development goals, the "Guiding Opinions" put forward five key tasks from the aspects of industrial chain innovation, high-end development, digital intelligent transformation, green and low-carbon transformation, and the implementation of the "three products" strategy.

First, we will raise the level of innovation and development of industrial chains. We will build a solid foundation for innovation and form a system of scientific and technological innovation with enterprises as the main body, the market as the guide, and industry, universities and research institutes deeply integrated. Enhance the service capabilities of national and provincial advanced functional fiber innovation centers and the innovation capabilities of enterprise technology centers. We will strengthen technological research on key equipment and raw and auxiliary materials, and enhance the security and stability of the industrial chain. We will implement the national strategy for regional development and improve regional distribution. We encourage enterprises to improve the layout of the global industrial chain, raise the level and quality of foreign investment, and optimize the mode of international cooperation. We will foster high-quality enterprises, encourage them to optimize the allocation of production factors through mergers and reorganizations, and implement business process reengineering and technological upgrading. We will promote the integrated development of large, small and medium-sized enterprises, and foster specialized and new "small giants" enterprises and individual champions.
