M-0388 is a solid-state synchronous inspection relay used to monitor the closing conditions of circuit breakers. It continuously monitors the phase angle between the voltage on both sides of the circuit breaker (Line and Bus), and allows the closing output when the phase angle is within the set allowable range and continues for the set time. Compared with traditional electromechanical relays, M-0388 has significant advantages such as high precision, good temperature stability, and no contact wear.
M-0389 is an optional voltage verification unit installed in the same chassis as M-0388, providing the following additional functions:
Overvoltage/undervoltage monitoring: Independent Upper and Lower Voltage Limit settings ensure that both sides of the voltage are within the allowable range.
Dead Line/Bus Closing: When one or both sides lose voltage, it is allowed to close to restore power supply, suitable for system black start or line charging scenarios.

Working principle and key technologies
2.1 Phase angle detection and timing control
M-0388 continuously compares the phase difference between Line and Bus voltages. When the absolute value of the phase angle is less than the Phase Limit set value, the internal timer starts. If the phase angle does not exceed the limit throughout the entire TIME LIMITED setting period, the output relay will activate, allowing the circuit breaker to close. If the phase angle exceeds the limit at any time, the timer will immediately reset and wait for the next window entry.
This dual criterion of "angle+time" effectively prevents false closing caused by instantaneous disturbances or measurement noise, and improves the reliability of closing.
2.2 Range switching and LED indication
M-0388 provides flexible measurement range selection:
Phase range: The internal switch can select 0~± 45 ° (X1) or 0~± 90 ° (X2), and the X2 LED on the panel lights up to indicate that the current range is being expanded.
Time range: selectable from 0~1.5 seconds (X1) or 0~15 seconds (X10), the X10 LED on the panel lights up to indicate that the current time range is expanding.
The panel LED provides both Phase Limit OK (phase condition met) and TEST CLOSE (closing condition met in test mode) indications, making it easy to quickly determine the status on site.
2.3 Voltage Verification (M-0389)
M-0389 provides four independent voltage monitoring functions:
UPPER VOLTAGE LIMITED: The line and bus voltages must not exceed this upper limit (110~140Vac), respectively.
LOWER VOLTAGE LIMITED: The line and bus voltages must not be lower than this lower limit (90~120Vac).
DEAD LINE/BUS LIMITED: When the line or bus voltage is lower than this set value (0-60Vac), if the corresponding dead line/dead bus closing is enabled, it will ignore the phase and time conditions and allow closing directly.
