In the operation of grid connection or line reclosing in the power system, the phase angle, voltage, and frequency conditions at the moment of circuit breaker closing are directly related to equipment safety and system stability. If there is a significant phase difference or voltage deviation between the two sides of the circuit breaker when closing, it will generate a huge surge current, which may damage transformers, generators, and even cause system oscillation.
