Article 21 When implementing the storage system of printed matter, printing operators shall clarify the storage responsibility, improve the storage system, strictly maintain the handover procedures, and ensure that the figures are accurate and well documented.
Chapter V Delivery system of printed matter
Article 22 A printing business operator must print in strict accordance with the printing number specified in the printing power letter or the printing certificate entrusted, and may not make additional prints without authorization.
After completing the printing business of a printed matter, a printing operator shall carefully count the number of printed matter, register the account, and deliver all printed products, originals (or electronic documents), negatives, plates, proofs, etc. to the entrusted printing unit or individual in accordance with the provisions of the contract, and shall not retain them without authorization.
Article 23 Printing operators shall establish printing archives for printed matter, and after completing the printing business of a printed matter, shall file together the printing contract, various certification documents for printing verification and corresponding photocopies, invoices, printing slips, sample books, samples and other relevant materials.
Chapter VI printing activities of defective goods destruction system
Article 24 The printing business operator shall register and record the defective products produced in the printing activities according to the actual quantity, and shall destroy those that cannot be repaired and delivered, and register the name, quantity, time and person responsible for the destruction of the printed copies. Among them, those which are carriers of state secrets or special printed matter shall be destroyed in a timely manner in accordance with the relevant provisions of the State.
Article 25 Operators of the printing industry who use electronic methods to typeset, print or print carriers of state secrets shall handle them in strict accordance with the provisions of relevant laws, regulations or rules.
