The 14th Five-Year Plan promotes the high-quality development of the petrochemical industry

I. General requirements

(1) Guiding ideology

 With reform and innovation as the fundamental driving force, overall development and safety, accelerate the transformation and upgrading of traditional industries, vigorously develop new chemical materials and fine chemicals, accelerate the digital transformation of the industry, improve the level of intrinsic safety and clean production, accelerate the quality change, efficiency change and dynamic change of the petrochemical and chemical industry, and promote China's petrochemical and chemical industry from a big country to a strong country.

(2) Basic principles

Adhere to market leadership. We will give full play to the decisive role of the market in resource allocation, better leverage the role of the government, strengthen guidance and regulation of planning, policies and standards, and maintain fair competition.

Innovation-driven. We will focus on self-reliance in science and technology, advance research in key and core technologies, promote the security and stability of industrial chains and supply chains, raise total factor productivity, and improve the quality and efficiency of development.

Adhere to green safety. Establish a firm bottom line thinking, strengthen social responsibility care, improve the level of intrinsic safety, promote green, circular and low-carbon development, and strengthen the construction of industry governance system and governance capacity.

Adhere to openness and cooperation. We will create a market-oriented, law-based, and international business environment, ensure high-quality import and high-quality global expansion, promote efficient global allocation of factor resources, and strengthen upstream and downstream coordination of the industrial chain and the coupled development of related industries.

(3) Main objectives

By 2025, the petrochemical and chemical industry will basically form a high-quality development pattern featuring strong independent innovation ability, reasonable structure and layout, green safety and low carbon, significantly improve its high-end product guarantee ability, significantly enhance its core competitiveness, and take solid steps toward high-level self-reliance.

-- Innovation and development. The ability of original innovation and integrated innovation will continue to increase, and by 2025, the proportion of R&D investment in the main business income of enterprises will reach more than 1.5%; Breakthrough in more than 20 key common technologies and more than 40 key new products.

-- Industrial structure. The production concentration of bulk chemical products has been further improved, and the capacity utilization rate has reached more than 80%. The level of ethylene equivalent protection has been greatly improved, and the level of new chemical materials protection has reached more than 75%.

-- Industrial layout. The relocation and transformation of hazardous chemical production enterprises in densely populated urban areas has been completed, and about 70 chemical parks with competitive advantages have been formed. By 2025, the output value of chemical parks will account for more than 70% of the total output value of the industry.

-- Digital transformation. Petrochemical, coal chemical and other key areas of the main production equipment self-control rate of more than 95%, built about 30 smart manufacturing demonstration factories, about 50 smart chemical demonstration parks.

-- Green and safe. Energy consumption and carbon emissions per unit of bulk products have been significantly reduced, total emissions of volatile organic compounds have been reduced by more than 10% over the 13th Five-Year Plan period, and the level of intrinsic safety has been significantly improved, effectively curbing major and extremely serious production safety accidents.

Second, we need to raise the level of innovative development

(1) Improve the innovation mechanism and form a "trinity" collaborative innovation system. We will strengthen the dominant position of enterprises in innovation, accelerate the establishment of a "three-in-one" innovation system of key laboratories, innovation centers in key areas, and generic technology research and development institutions, and promote the deep integration of industry, university, research and application. Optimize and integrate industry-related R&D platforms, create innovation centers in the fields of high-end polyolefin, high-performance engineering plastics, high-performance membrane materials, biomedical materials, carbon dioxide capture and utilization, and strengthen the role of national platforms for new material production and application demonstration, test evaluation, and test testing. Promote common technological innovation such as catalytic materials, process strengthening, structural characterization of polymer materials, and processing application technologies and equipment. We will support enterprises in taking the lead in establishing collaborative innovation organizations such as industrial technology innovation alliances and upstream and downstream cooperation mechanisms, and support local governments in rationally laying out regional innovation centers and pilot bases.

2. Overcoming core technologies and enhancing the driving force for innovative development Accelerate breakthroughs in key technologies such as new catalysis, green synthesis, function-structure integrated polymer material manufacturing, and large-scale application of "green hydrogen", layout of cutting-edge technologies such as short process preparation of basic chemicals, intelligent bionic materials, and new energy storage materials, and consolidate and improve micro-reaction continuous flow, reaction-separation coupling, efficient purification and concentration, plasma, and super-heavy force field process strengthening technologies. Focus on the needs of major projects, break through the special structure reactor, high-power electric heating furnace, large-scale special machine pump, valve, control system and other important equipment and parts manufacturing technology, Focus on the development and promotion of process parameter online detection, physical structure online rapid identification and judgment perception technology, process control software, the whole process intelligent control system, fault diagnosis and predictive maintenance and other control technology.

(3) Implement the "three products" action to improve the supply quality of chemical products. Focusing on the new generation of information technology, biotechnology, new energy, high-end equipment and other strategic emerging industries, we will increase the varieties and specifications of organofluorosilicon, polyurethane, polyamide and other materials, and accelerate the development of high-end polyolefin, electronic chemicals, industrial special gases, high-performance rubber and plastic materials, high-performance fibers, bio-based materials, special lubricating oils and fats. Actively develop new products such as shape memory polymer materials, metal-organic frame materials, efficient separation media for metal elements, reaction-separation integrated membrane devices, etc. Increase the proportion of green products in fertilizer, tires, coatings, dyes, adhesives and other industries. Encourage enterprises to improve quality, cultivate and create brands.

Third, promote industrial restructuring

(4) Strengthening classified policies and scientifically regulating the scale of industries. Orderly promotion of refining and chemical projects "reduce oil and increase chemical", extend the petrochemical industry chain. We will increase our capacity to supply high-end polymers, specialized chemicals and other products. We will strictly control new production capacity in oil refining, ammonium phosphate, calcium carbide, yellow phosphorus and other industries, prohibit the construction of new mercury (poly) vinyl chloride production capacity, and speed up the withdrawal of inefficient and backward production capacity. Promote the high-end, diversified and low-carbon development of the coal chemical industry, and develop modern coal chemical industry in a steady and orderly manner in accordance with the requirements of ecological priority, water production, total volume control and cluster development.

(5) Accelerate transformation and upgrading to improve the competitiveness of the industry. Dynamic update of the petrochemical and chemical industry to encourage the promotion and application of technology and product catalogues, encourage the use of advanced and applicable technologies to implement safety, energy saving, emission reduction, low-carbon transformation, and promote intelligent manufacturing. Guide the light quality of olefin raw materials, optimize the structure of aromatic raw materials, and improve the utilization level of by-product resources such as carbon 5 and carbon 9. We will accelerate the expansion of coal-to-chemicals into new chemical materials, develop coal-to-oil and gas into special fuels, high-end chemicals and other high value-added products, and focus on improving the quality control level of coal-to-ethylene glycol.

Fourth, optimize and adjust the industrial layout

6. Coordinate the layout of projects and promote coordinated development among regions. According to the territorial spatial planning, ecological environment zoning control and major national strategic arrangements, coordinate the layout of major projects, and promote the concentration of new petrochemical and chemical projects to chemical parks with good matching of raw materials and clean energy, rich environmental capacity, energy saving, environmental protection and low carbon. Promote the transformation and upgrading of modern coal chemical industry demonstration zones, prudently promote the construction of coal-to-oil and gas strategic bases, and build industrial demonstration bases with efficient utilization of raw materials, integration of resource factors, coordination of pollution and carbon reduction, advanced and mature technologies, and high-end product lines. Continue to promote the relocation and renovation of hazardous chemical production enterprises in densely populated urban areas. We will implement the requirements for promoting the development of the Yangtze Economic Belt and ecological protection and high-quality development in the Yellow River basin, and promote the scientific layout and orderly transfer of petrochemical and chemical projects in the Yangtze and Yellow River basins.

(7) Guide chemical projects into districts and parks to promote high-level cluster development. Promote the standardized development of the chemical industry park, use comprehensive standards in accordance with laws and regulations to force the park to prevent and resolve safety and environmental risks, accelerate the construction of infrastructure such as pollution prevention and control in the park, strengthen the investigation and renovation of the park's sewage pipe network, and improve the level of essential safety and clean production. Guide the circular production and industrial coupling development of enterprises in the park, encourage the dislocation and differentiated development of chemical parks, and coordinate the layout with metallurgy, building materials, textiles, electronics and other industries. Encourage the construction of scientific and technological innovation and scientific research achievements incubation platform, intelligent management system in chemical parks. Strictly implement the "prohibition and control" catalogue of hazardous chemicals, new hazardous chemical production projects must enter chemical parks with general or low safety risks (except for projects supporting the construction of production facilities in other industries), and guide the development of other petrochemical and chemical projects in chemical parks.

Fifth, promote industrial digital transformation

8. Accelerating collaborative innovation and application of new technologies and models, and building distinctive platforms. Accelerate the integration of 5G, big data, artificial intelligence and other new generation information technologies with the petrochemical and chemical industry, continuously enhance the ability to obtain chemical process data, enrich enterprise production management, process control, product flow and other data, connect production and operation information data "islands", build production and operation, market and supply chain analysis models, and strengthen the integrated control of the whole process. Promote the innovative application of digital twins and accelerate digital transformation. Create 3-5 specialized industrial Internet platforms with industry-oriented characteristics, and guide small and medium-sized chemical enterprises to accelerate digital transformation of process equipment, safety and environmental protection with the help of the platform. Build an industrial chain monitoring and lean service system based on the industrial Internet around large-scale products related to people's livelihood security such as fertilizers and tires.

(9) Promote demonstration and leadership, and strengthen the empowerment of the industrial Internet. We will publish guidelines for the construction of smart manufacturing standard systems in the petrochemical and chemical industries, and prepare standards for smart factories and smart parks. According to the characteristics of the industry, the construction and selection of a number of digital workshops, smart factories, smart parks benchmark. Establish the petrochemical and chemical industry intelligent manufacturing industry alliance, cultivate intelligent manufacturing system solution suppliers with international competitiveness, and improve the service capabilities of chemical process digital simulation, remote diagnosis and operation and maintenance of large units. Based on intelligent manufacturing, the flexible production mode of multi-variety and small-batch chemical products is promoted to better meet the customized and differentiated needs. Implement classified and hierarchical management of network security for industrial Internet enterprises in the petrochemical industry, promote the application of commercial passwords, and improve the level of security protection.

6. Accelerating green and low-carbon development

(10) Give full play to the advantages of carbon fixation and absorption, and jointly promote carbon emission reduction in the industrial chain. Promote energy conservation and carbon reduction in key areas of the petrochemical and chemical industries in an orderly manner, and improve the energy efficiency of the industry. Draw up a catalogue of high-carbon products, and steadily regulate the export of some high-carbon products. We will raise the utilization level of medium and low grade heat energy, promote the electrification of energy use facilities, rationally guide the fuel to replace coal with gas, and moderately increase the proportion of hydrogen-rich raw materials. Encourage petrochemical and chemical enterprises to develop and utilize "green hydrogen" in a reasonable and orderly manner according to local conditions, promote the coupling demonstration of refining, coal chemical industry and "green electricity", "green hydrogen" and other industries, and use the characteristics of high purity of carbon dioxide emitted by refining and coal chemical equipment and low capture cost to carry out demonstration of large-scale carbon dioxide capture, storage, oil drive and chemical production. We will accelerate the development and application of energy-saving and carbon-reducing technologies such as direct cracking of crude oil to ethylene, one-step olefin process of synthesis gas, and intelligent continuous micro-reaction to produce chemical products.

(11) Focus on the development of clean production and green manufacturing, and cultivate and expand the biochemical industry. We will carry out the identification of green processes, green products, green factories, green supply chains and green parks on a rolling basis, and build a full-life-cycle green manufacturing system. Encourage enterprises to adopt cleaner production technology and equipment upgrading, and promote the "reduction" of industrial waste from the source. We will promote the treatment of volatile organic matter pollution in the whole process, strengthen the treatment of wastewater containing salt and high ammonia nitrogen, promote the environmental protection of waste slag and waste liquid produced by the ammonia-alkali process, improve the utilization and disposal capacity of hazardous wastes such as waste catalysts, waste acids and waste salts, and promote the mercury-free production of (polyvinyl chloride). Actively develop the biochemical industry, encourage the development of enzyme species required for biomass utilization and bio-refining based on biological resources, and promote new biological strains; Strengthen the connection between bio-based bulk chemicals and existing chemical materials industry chain, develop bio-based materials that are environmentally friendly, and realize partial replacement of traditional petroleum-based products. We will strengthen the research and development and application of green alternatives to toxic and harmful chemicals, and prevent and control the environmental risks of new pollutants.

(12) Promote the coupling development of industries and improve the efficiency of resource recycling. We will promote the coupling development of petrochemical and chemical industries with building materials, metallurgy, energy conservation and environmental protection, and improve the comprehensive utilization of industrial by-products such as phosphogypsum, titanium gypsum, fluoropgypsum and desulphurized gypsum, as well as solid wastes such as calcium carbide slag, alkali slag and fly ash. Encourage enterprises to strengthen the utilization and harmless disposal of phosphorus and potassium associated resources, industrial waste salt, mine tailings, yellow phosphorus tail gas, calcium carbide furnace gas, refinery balance tail gas and other resources. Orderly development and scientific promotion of biodegradable plastics, promote waste plastics, waste rubber and other waste chemical materials recycling and recycling.

Vii. Consolidating the foundation for safe development

(13) Promote advanced technology management and improve the level of intrinsic safety. Consolidate the main responsibility for production safety, promote the implementation of responsible care, support enterprises and parks to improve the level of fine operation and management, establish and improve the health and safety environment (HSE) management system, safety risk management and classification and hidden danger investigation and management of dual prevention mechanisms, establish and improve fire rescue forces, improve emergency response capabilities. Continue to carry out the construction of "Industrial Internet + safe production" in hazardous chemical enterprises, and promote the implementation of the Global Harmonized System of Classification and Labeling of Chemicals (GHS). Enterprises are encouraged to adopt advanced and applicable technologies such as micro-reaction and online trace rapid detection of gas leakage to eliminate dangerous sources or reduce the level of dangerous sources, and promote the safe transformation and replacement of high-risk processes.

(14) Strengthen the guarantee of raw material resources and maintain the security and stability of industrial chain and supply chain. We will expand the supply channels of petrochemical raw materials, build a domestic and international supply system with a solid foundation, and moderately increase the import of light, low-carbon and hydrogen-rich raw materials. Promote international cooperation in the development of potash and other resources in accordance with market principles. Strengthen the exploration of potassium resources in China, and actively promote the development of efficient mining and beneficiation technology of middle and low grade phosphate rock and efficient utilization technology of insoluble potassium resources. A number of measures to promote phosphogypsum reduction, resource, harmless, steadily promote the phosphorus chemical industry "slag production". Strengthen the guarantee of chemical fertilizer production factors, improve the concentration of production and the capacity utilization rate of key enterprises, and ensure the stable supply of chemical fertilizers. Protect the exploitation of fluorite resources and encourage the exploitation and utilization of associated fluorine resources.

8. Strengthen organizational support

15. Strengthening organization and implementation. Relevant departments of all localities should integrate key tasks into their key work in light of local realities, strengthen in-process and post-event supervision, and coordinate the implementation of tasks. Relevant enterprises should, in light of their own realities, advance relevant work in a pragmatic manner in accordance with the main goals and key tasks, and disclose environmental information in accordance with the law. Relevant industry organizations should play the role of Bridges, actively serve and guide, and strengthen industry self-discipline. Strengthen policy propaganda and interpretation, actively respond to public opinion and reasonable concerns of the public, and effectively enhance the public's scientific and rational cognition of petrochemical industry.

16. Improving supporting policies. We will strengthen coordination between fiscal, financial, regional, investment, import and export, energy, ecological environment, and pricing policies and industrial policies. We will give full play to the role of a national platform for industry-finance cooperation, and promote bank-enterprise alignment and industry-finance cooperation. Strengthen protection of intellectual property rights. Strengthen the training of chemical professionals and employees. Promote the demonstration application of the first equipment (set) and the first batch of secondary materials.

17. Improving the standard system. Establish and improve the standard system for new chemical materials, especially modified special materials, fine chemicals, especially special chemicals, evaluation label management system for bio-based materials, biodegradable plastics, and recycled plastic materials, and green energy use monitoring and evaluation system. We will improve energy consumption quotas for key products, limit the content of toxic and harmful chemicals, and limit the discharge of pollutants. To explore the revision of carbon emission accounting standards for carbon-containing chemical products and the evaluation of low-carbon products based on carbon footprint. Participate in the formulation of global standard rules, and strengthen the evaluation and transformation of international standards.
