We will improve basic elderly care services in rural areas. In recent years, the gap between urban and rural population aging has gradually widened, and the degree of aging in rural areas is higher, the situation is more urgent, and the problems are more prominent.  It is necessary to make up for the shortcomings of basic elderly care services in rural areas, and improve the three-level elderly care service network connecting counties and villages. By 2025, every county (city, district, banner) will have at least one county-level support service institution focusing on professional care for people with disabilities, and rural nursing homes equipped with the conditions will be transformed into regional elderly care service centers or service complexes for the elderly, and rural mutual assistance services for the elderly will be developed in light of local conditions. Strengthen the organizational leadership role of grass-roots Party organizations, continue to promote the experience of "Party building + rural elderly care", give play to the self-management functions of villagers' self-governing organizations and other social organizations, and promote the formation of joint forces in rural elderly care services.

It is necessary to increase publicity efforts, enrich the forms of publicity popular with the elderly, let the basic elderly care service policy be posted on the wall of online media, into the home, into the hospital and into the community, and let the elderly and their families widely know the content and application methods of basic elderly care services. Carry out a comprehensive assessment of the ability of the elderly, accurately judge the disability status of the elderly and service needs, establish a precise identification and dynamic management mechanism for the elderly with difficulties, strengthen the "policy to find people" and "service to find people" measures, achieve direct access to fast, non-application to enjoy, and make the connection between the supply and demand of basic elderly care services more smooth. Optimize the layout of basic elderly care service facilities, build a "quarter of an hour" home-based elderly care service circle, increase the service supply in concentrated areas for the elderly, implement the policy of supporting the construction of elderly care service facilities in residential areas, and allow basic elderly care services to gather around the elderly, at the bedside and around the elderly. It is necessary to optimize and simplify the application process for basic elderly care services, strengthen barrier-free and age-appropriate support, adhere to the parallel between traditional service methods and intelligent services, and innovate to solve policy implementation bottlenecks, so that the elderly can access basic elderly care services more convenient and more caring.
