The next five years is a key period for the construction of the basic elderly care service system, but also a window of opportunity to actively respond to the aging population, we must thoroughly implement the Party's 20 major spirit, implement the CPC Central Committee's decision and deployment on promoting the access of all elderly people to basic elderly care services, adhere to the general tone of seeking progress while maintaining stability, and focus on strengthening weaknesses, strong and weak points, solid floor, and advantages. We will accelerate the establishment of a basic old-age service system that covers all senior citizens, has clear rights and responsibilities, and ensures appropriate and sustainable care.

We will establish and improve a list system for basic elderly care services. The list system is the core system of the construction of the basic elderly care service system. Through the form of a list, it is necessary to provide a clear basis for governments at all levels to perform their duties and the elderly to enjoy corresponding rights, and the government will fulfill its promises and the elderly will realize "a la carte". In accordance with the overall requirements of the bottom line and basic protection, according to relevant laws and regulations, policy documents and financial affordability, the urgent needs of basic elderly care services such as material help, care services and care services should be sorted out, and a list of national and local basic elderly care services should be formed. The list formulated and released by the local government shall include the basic old-age service list items at the national level, and the coverage and realization degree shall not be lower than the requirements of the basic old-age service list at the national level. It is necessary to continue to build an elderly care service system that connects home community institutions and integrates medical and nursing care, promote the diversification of basic elderly care service providers and ways of providing diversified services, and expand the supply of basic elderly care services. We will continue to increase financial input from the central and local governments, and strengthen the guarantee of basic elderly care services through direct government provision, purchase of services, entrusted services, and cooperation between the government and private capital. Places with the conditions should optimize preferential support policies for elderly care services, support social forces to provide basic elderly care services, and give play to the advantages of market mechanisms to allocate resources and improve service efficiency. Give full play to the basic role of public elderly care institutions in providing basic elderly care services, further clarify the function positioning of "the bottom line and the basic guarantee" in the new era, adhere to the public-welfare orientation, improve the operation mechanism of public elderly care institutions, and optimize the service for elderly people with special difficulties such as widows and orphans. We will encourage and support the transformation of training and nursing institutions belonging to Party and government organs and state-owned enterprises and institutions into inclusive elderly care service facilities. Enhance the support capacity of the state-owned economy for the elderly service system, and strengthen the effective supply of the state-owned economy in the field of basic elderly care services. Accelerate the construction of the elderly service talent team, further improve the education and training, skills upgrading, treatment security, career development, commendation and other policies and measures of elderly service talents such as elderly care workers, and cultivate, introduce and expand the elderly service talent team through multiple channels to provide strong support for the high-quality development of basic elderly care services. We will strengthen the comprehensive supervision of basic elderly care services, constantly improve the standardization and standardization of basic elderly care services, and ensure the quality and safety of services.

We will improve basic elderly care services in rural areas. In recent years, the gap between urban and rural population aging has gradually widened, and the degree of aging in rural areas is higher, the situation is more urgent, and the problems are more prominent.  It is necessary to make up for the shortcomings of basic elderly care services in rural areas, and improve the three-level elderly care service network connecting counties and villages. By 2025, every county (city, district, banner) will have at least one county-level support service institution focusing on professional care for people with disabilities, and rural nursing homes equipped with the conditions will be transformed into regional elderly care service centers or service complexes for the elderly, and rural mutual assistance services for the elderly will be developed in light of local conditions.
