Printing industry " 14 " period development special plan

In order to promote the high-quality development of China's printing industry during the "14th Five-Year Plan" period and effectively promote the construction of a printing power, this plan is compiled according to the "14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of the 2035 Vision Goals", the "14th Five-Year Plan" cultural Development Plan, and the "Development Plan for the Publishing Industry during the" 14th Five-Year Plan "period.

The printing industry has distinct ideological attributes and market attributes, and bears the important responsibility of consolidating the position, inheriting the culture and serving the people. During the "13th Five-Year Plan" period, the printing industry took the new development concept as the guide, accelerated the development of "green, digital, intelligent and integrated", and completed the goals and tasks of the "13th Five-Year Plan". The industrial scale continues to expand, and the total output value ranks second in the world. Quality and efficiency continue to improve, and labor productivity steadily increases; Optimization and adjustment of industrial layout, deepening reform of printing industry in Beijing, Yangtze River Delta, Pearl River Delta and other regions; The effect of structural adjustment is obvious, and the output value of key printing enterprises above designated size accounts for more than 60%; The old and new driving forces have gradually changed, and the compound annual growth rate of digital printing has exceeded 30%; Effectively respond to risks and challenges such as the novel coronavirus pneumonia epidemic, printing support work is strong. The National Press and Publication Administration established and held three China Printing Industry Innovation Conferences to create a political front for unified development and a service platform for collaborative innovation. After five years of continuous struggle, China's printing industry's comprehensive strength, industrial resilience, and ability to serve the overall situation have jumped to a new level, laying a good foundation for accelerating the construction of a printing power.

At present and in the coming period, China is still in an important period of strategic opportunities, and there are new developments and changes in both opportunities and challenges. As an important part of China's publishing industry, an important driving force for the prosperity of socialist culture and an important service support for the national economy, the printing industry must deeply grasp the new characteristics and new requirements of entering a new stage of development, strive to solve the prominent problem of unbalanced and inadequate development, comprehensively deepen reform, enhance innovation capabilities, strengthen overall planning and coordination, and ensure cultural security. Good at nurturing opportunities in crises, opening new bureaus in changes, and promoting high-quality development of the printing industry.

I. General requirements

(1) Guiding ideology

Anchoring the vision goal of 2035, the main goals of the development of China's printing industry during the "14th Five-Year Plan" period are:

Second, expand the supply of high-quality printing products and services

Comprehensively deepen industrial reform and development, take improving the quality of the printing supply system as the main direction, and significantly enhance the quality advantage of the printing industry.

(1) Deepening the supply-side structural reform of the printing industry.
