1. Accelerating coordinated development among regions

We will implement the strategy for coordinated regional development, deepen the implementation of the three guidelines for upgrading Beijing, the Yangtze River Delta, and the Pearl River Delta, guide and support local governments in adopting relevant policies, and form a new industrial layout with distinctive features, complementary advantages, integration and interaction, and comprehensive upgrading.

1. Developing a pilot zone for the coordinated development of the Beijing-Tianjin-Hebei Region Close to the requirements of ensuring the core functions of the capital, improve the construction of the Beijing-Tianjin-Hebei publication printing guarantee system, and publish the list of publication printing cooperative guarantee enterprises in the three places. 2. Taking Shanghai as a leader in scientific and technological innovation and international exchanges; Focusing on Jiangsu and Zhejiang, we will deepen transformation, upgrading and green development. (3) Building a high-level open connection platform for the printing industry in the Pearl River Delta. To strengthen the coordinated development of industry-university-research in Guangdong, Hong Kong and Macao, build an information service system for printing business connecting domestic and foreign countries, promote the establishment of a printing standardization exchange and promotion centre and a printing culture exchange and research centre, cultivate three types of industrial clusters, namely digital printing, printing intelligent manufacturing and printing strategic emerging, and consolidate and enhance the comparative and comprehensive synergistic advantages of the printing industry in the nine PRD municipalities. The list of core units and key projects for the construction of an open connection platform for the printing industry in the Pearl River Delta will be introduced.

4. Strengthen the resilience of gradient development. Encourage and support the development of digital printing, paper packaging printing, printing equipment manufacturing and printing raw and auxiliary materials in the western region, and improve the basic development level of publication printing. Encourage and support the development of publication printing, packaging printing and printing software services in the Northeast region, and cultivate emerging printing features. Encourage and support the construction of a number of high-end industrial clusters in the central region, and actively undertake the layout and transfer of high-quality printing industries. We will encourage and support regional cooperation and mutual assistance, encourage leading enterprises in the East to invest and start businesses in the northeast and central and western regions, and effectively serve the rural revitalization strategy. We will encourage and support old revolutionary base areas and ethnic minority areas in developing characteristic printing according to local conditions. Encourage and support the construction of open and connected platforms for the regional printing industry in border areas.

Second, comprehensively raise the level of opening up and cooperation

Deepen the opening up and cooperation of the printing industry to the outside world, strengthen security guarantees, and form a new pattern of all-printing, high-level and sustainable opening up.

(1) Building an international printing technology exchange and cooperation platform. Promote the construction of various open platforms as a whole, encourage and support the success of key exhibitions such as the Beijing International Printing Technology Exhibition and the China International All India Exhibition, give full play to the leading role of the Pearl River Delta open connection platform to the outside world, and encourage and support industry associations, colleges and universities, research institutions and key enterprises to jointly build high-end cooperation and exchange platforms. We will encourage and support key enterprises to participate in world exhibitions. Establish and improve the "Belt and Road" printing information cooperation network, and explore the construction of "Belt and Road" printing capacity technology exchange and cooperation platform.

(2) Improve the quality level of "going out" and "bringing in". Promote domestic and international double circulation. Support leading backbone and characteristic printing enterprises, printing equipment and equipment enterprises to go out. We will support the printing industry on both sides of the Straits to deepen cooperation and jointly explore the international market. We will promote high-quality, differentiated and innovative development of foreign processing trade and expand cooperation in third-party markets. We will expand imports of advanced technologies and important equipment, diversify the sources of imports, encourage more foreign investment in digital printing and green raw and auxiliary materials, and encourage more foreign investment in the central and western regions. We will develop information platforms for "going out" and "bringing in".

(3) Enhance the international discourse power in the field of printing. Strengthen international communication and exchanges on industrial development and governance, and rely on international organizations such as the World Printing and Communication Forum and the Asia-Pacific Printing Technology Forum to propose more Chinese programs and jointly promote the healthy and sustainable development of the global printing industry. To undertake the work of secretariat and chairman of the printing Technical Committee of the International Organization for Standardization. We will promote China's superior printing technology standards to become international standards, and carry forward and spread China's excellent printing culture. Establish a sound security review and risk early warning and prevention system.

Third, strengthen personnel development

2. Improve the talent evaluation and award system. We will promote the spirit of model workers, workers, artisans, scientists, and entrepreneurs, highlight the right direction, the value of innovation, quality, and effective contributions, and improve talent evaluation, awards, and incentive mechanisms. Select a good team of leading talents and experts, expand the content of the national printing industry vocational skills competition, and do a good job in the review of professional technical titles of printing engineering series and the certification of vocational skills in the printing industry. We will organize the evaluation of the Printing and Reproduction Award of the China Publishing Government Award, the Bi Sheng Printing Technology Award, and the China Printing Award.

3. Strengthen the training of application-oriented personnel. We will promote the introduction of reform measures to guide the thinking of skilled workers, improve their quality, and make contributions to their careers, vigorously train and expand the ranks of young skilled personnel, improve and implement the evaluation and assessment mechanism for skilled workers, raise the level of treatment, and smooth the path of career development. We will innovate and improve the model of vocational education, deepen the integration of industry and education and cooperation between schools and enterprises, encourage enterprises to participate in or hold vocational and technical education, explore apprenticeships with Chinese characteristics, and create conditions for the growth of highly skilled young talents.

Fourth, strengthen planning, deployment and implementation

1. Strengthening organization and coordination. Strengthen the Party's overall leadership of printing work, coordinate local functional departments and development and reform, science and technology, industry and information technology, finance and other departments to introduce and improve relevant policies and measures, and build a coordination mechanism between planning and policy. Improve the modernization of the industry-wide governance system and governance capacity, implement the reform task of "delegating management services", formulate and revise relevant regulations and rules, implement pilot reform of the management system, and strive to release and stimulate the vitality of market players. We will strengthen ideological management, implement whole-process oversight, and raise the level of information-based oversight. Organize and carry out double random spot checks and "3·15" quality inspection activities. To guide trade associations to strengthen industry self-discipline.

3. Doing a good job of monitoring and evaluation. We will clarify who is responsible for key tasks, promote the introduction of specific implementation plans, and elaborate timetables and road maps. We will carry out dynamic monitoring and evaluation of the implementation of the plan, strengthen supervision and inspection, and constantly make adjustments and improvements to ensure that development goals and key tasks are implemented.
