1 Introduction

Security is an eternal theme in the process of human survival and development. With the development and progress of society, security issues have received more and more attention. Mining enterprises as a high-risk industry, the number of accidents and casualties ranked second after traffic accidents, as mining workers, how to grasp the implementation of the system, effectively do a good job of safety management at the grass-roots level, to achieve scientific and effective safety production management, and really promote the continuous improvement of safety management, is the current urgent task.

2 Problems existing in the safety production management of non-coal mines in China

At present, there are still many outstanding problems and weak links in the field of non-coal safety production in China, which need to be further strengthened and implemented. Generally speaking, China is currently in the stage of accelerated industrialization development, in the production safety accident "prone period". The outstanding performance is that the overall stable and improving development trend coexists with the still severe status quo. With the scarcity of mineral resources in the world, the price of mineral products has also soared, and the temptation of huge benefits has made many people go above the law, and illegal mining has been repeatedly banned, causing chaos in the mining industry and seriously affecting the safety of production.

3. Influencing factors of safety production management in non-coal mines

3.1 Uneven development of mine safety production management

Some departments do not understand the work of mine safety production management, the organization of mine safety production management is weak, the foundation is unclear, there is a phenomenon of laissez-faire, and the implementation of mine safety production management is not in place.

3.2 The safety foundation of mining enterprises is poor and the investment is insufficient

The safety foundation of non-coal mining enterprises is poor, the investment is insufficient, the safety investment is insufficient, the safety awareness of managers and practitioners is weak, the quality is poor, and the management is not subject to management. I am not familiar with most of the mine safety technical standards and regulations of a series of laws and regulations such as the "Safety Production Law" and the "Mine Safety Law".

3.3 Mining enterprises are not standardized

Mining technology chaos is a prominent problem in the current safety production of non-coal mines, many non-coal mines lack detailed mining design and program, and some mining with mining design program are completely not in accordance with the requirements of the program. Concentrated in excess mining and cross-border mining, some non-coal mining mountains do not carry out their own mining after obtaining the mining right, but illegally transferred the mining right to other contractors for mining, the contractor mining qualification audit is extremely not strict, resulting in unlicensed mining and indiscriminate mining phenomenon, which brings great difficulties to the safety production management of non-coal mining mountains.

3.4 The mine layout is not reasonable

There are also unreasonable problems in the layout of non-coal mines. The layout of non-coal mines has not been scientifically and reasonably planned, resulting in many large mines opening small, which is undoubtedly a great waste of resources. In recent years, after special rectification by the state, many non-coal mines that do not meet the mining qualifications have been shut down, but at this stage, there are still a large number of small non-coal mines with unreasonable layout, most of these small mines have irregular mining technology and serious waste of resources. In view of the many problems of small mines, the state adopts the policy of "small for big", and the actual integration is also difficult.

3.5 Mining management is difficult

At present, there are many obstacles to the management of non-coal mining. A large number of non-coal mine owners have a very inadequate understanding of the national policy, most of them do not realize the ownership of mine resources by the state, and adopt a very narrow concept, which directly leads to more difficult management. In addition, some owners will take the initiative to handle non-coal mining licenses and safety production licenses, but because of the long processing time and complex procedures, many owners will adopt the mode of mining while handling, making mine production in a legal and illegal awkward situation for a long time.

4 Non-coal mine safety production management measures

4.1 Mining shall comply with the basic safety production conditions

The fireproof drainage system on the ground has measures to prevent surface water from leaking into the open pit. Mine fire control facilities, power supply system, storage of blasting materials in accordance with the state regulations. 4.2 The enterprise shall establish rules and regulations of production safety responsibility system

Mining enterprises must implement the safety production policy of "safety first, prevention first", and gradually realize scientific and standardized safety management. 4.3 Strengthen employee safety education

Employees must receive three levels of safety education before working. They must observe labor discipline, do not drink alcohol before or during work, concentrate on work, do not read, sleep, do private work, bring children to work, and do not leave work without permission; Before going to work, you must wear labor protective equipment, work near the machine, should tie the sleeves, pants, women should pull the hair into the work cap, before work must carefully check the mechanical equipment, tools and the site is safe, work must strictly implement the post operating rules and relevant rules and regulations. Where to work in the danger area, first of all, there must be safety measures, unit leaders to disclose to the staff, eliminate unsafe factors, otherwise not allowed to work. It is strictly prohibited to risk operation in violation of regulations, in addition to paying attention to their own safety, but also pay attention to the safety of people around. Accident should be reported in time and try to rescue.

4.4 Establish and improve the work safety supervision system

The establishment of vertical to the end, horizontal to the edge of the safety production supervision system: non-coal mine production is a large system project involving many production personnel, the relevant management personnel to coordinate the organization and the environment and staff optimization configuration, so the establishment of a comprehensive safety production supervision system, training professional and experienced supervisors is necessary. In the supervision process, it is not only necessary to clarify the post responsibility system, but also to regularly assess the supervisors, stimulate their work enthusiasm, and play their own application role. 4.5 Strengthen the construction of safety management mechanisms

Establish and improve the safety management and mass prevention and governance mechanism of the Party, government and work groups: The development of non-coal mountains is based on scientific development, and the party and government departments in charge of coal mine production in the production process should establish a corresponding safety management mechanism, carry out comprehensive publicity and education, attach great importance to the safety of non-coal mine mountains, achieve mass prevention and treatment, and improve the characteristics of each link in the production process. Leaders and organizations at all levels should also carry out safety education in various forms, take safety as the core, and create a good production atmosphere. Establish and improve the risk pre-control and management mechanism, and comprehensively promote the standardization of safety quality and essential safety management: Non-coal mine production itself is very risky, and with the changes of The Times, the traditional risk prevention management mechanism has gradually been eliminated, and the types of risks are also changing. Only by actively exploring new safety management concepts and approaches, seizing the initiative of safety production, and improving the risk management mechanism can we promote the safety production quality of non-coal mine in a more comprehensive way. Establish and improve the accident emergency rescue mechanism, and constantly improve the accident emergency rescue ability: the occurrence of non-coal mine production safety accidents is not specific, but once it occurs, it will bring huge economic losses and personnel safety problems. It is necessary to establish a set of emergency rescue mechanism to prevent emergency rescue measures and control the situation comprehensively and quickly in the event of an accident to reduce the waste of resources. Relevant departments should regularly organize emergency rescue drills when accidents occur, improve the emergency rescue ability of production operators, and achieve prevention and control for non-coal mine production safety.
