2021 development and construction of wind power and photovoltaic power generation

I. General requirements

 Release the consumption space, optimize the development environment, give play to the leading role of local governments, mobilize the enthusiasm of investment entities, and promote the high-quality development of wind power and photovoltaic power generation. In 2021, the proportion of wind power and photovoltaic power generation in the whole society will reach about 11%, and the subsequent increase will be increased year by year to ensure that the proportion of non-fossil energy consumption in primary energy consumption will reach about 20% in 2025.

Second, strengthen the renewable energy power consumption responsibility weight guidance mechanism

In accordance with the principle of goal orientation and responsibility sharing, according to the goals of the "14th Five-Year Plan", formulate and issue the provincial administrative regions of renewable energy consumption responsibility weight and new energy reasonable utilization target, guide the provincial energy authorities according to the regional non-hydropower renewable energy consumption responsibility weight and new energy reasonable utilization target, Actively promote the provincial (autonomous region, city) wind power, photovoltaic power generation project construction and cross-provincial power trading, determine the province (autonomous region, city) to complete the minimum non-hydropower renewable energy power consumption responsibility weight of the annual new wind power, photovoltaic power generation project grid-connected scale and new approval (record) scale, seriously organize and coordinate the project development and construction and reserve work.

Third, establish a multiple guarantee mechanism for grid connection

Establish multiple guarantee mechanisms for grid connection, such as guaranteed grid connection and market grid connection.

Provinces (autonomous regions and municipalities) to complete the annual non-hydropower minimum absorption responsibility weight of the new grid-connected projects, by the power grid enterprises to implement security grid, in 2021, the scale of security grid-connected not less than 90 million kilowatts. The guaranteed grid-connected scale can be replaced between provinces, and if the non-hydropower absorption responsibility weight is implemented through cross-provincial power transactions, after the sending and receiving provinces negotiate and sign a long-term agreement with the power grid enterprises, the guaranteed grid-connected scale of the receiving province is correspondingly reduced and increased to the sending province according to the transmission (transaction) of new energy. The guaranteed grid-connected projects shall be uniformly organized by the provincial energy authorities through competitive allocation.

For projects that are still willing to be connected to the grid outside the scope of guaranteed grid-connection, grid enterprises can be connected to the grid after the grid-connection conditions are implemented through market-oriented ways such as self-construction, co-construction and sharing, or purchase of services. The grid-connected conditions mainly include the flexible adjustment capabilities such as pumped storage, heat storage type solar thermal power generation, thermal power peaking, new energy storage and adjustable load.

Fourth, accelerate the construction of existing projects

Wind power projects that have been approved before the end of 2020 and are within the validity period of approval, 2019 and 2020 affordable wind power photovoltaic projects, and bidding photovoltaic projects are directly included in the scope of provincial (autonomous regions and municipalities) guaranteed grid-connected projects. All kinds of stock projects should be completed and put into operation within the prescribed time limit, for projects that exceed the validity period of approval (record) and do not build for a long time, the provincial energy authorities should organize cleanup in time, and for those that do not have the conditions for construction, they should be abolished in time.

The guaranteed grid-connection scale of the provinces in 2021 is mainly used to arrange stock projects. In the provinces (autonomous regions and municipalities) where the stock projects cannot meet the minimum absorption responsibility weight requirements for non-hydropower this year and there is still room for guaranteed grid-connection, the provincial energy authorities should pay close attention to organizing competitive allocation according to the remaining guaranteed grid-connection scale, determine the new projects connected to the grid in 2021, accelerate approval (filing), and actively promote construction to ensure that they are completed and put into operation as soon as possible.

Fifth, steadily promote the construction of household photovoltaic power generation

In 2021, the national financial subsidy budget of household photovoltaic power generation projects is 500 million yuan, and the subsidy amount of KWH electricity is implemented in accordance with the relevant policies issued by the price authority of The State Council in 2021. Project management and application procedures are implemented in accordance with the relevant requirements of the Notice of the National Energy Administration on Matters related to the construction of wind power and photovoltaic power generation projects in 2019 (National Energy Development New Energy (2019) No. 49). Under the premise of ensuring safety, conditional household photovoltaic projects are encouraged to be equipped with energy storage. Household photovoltaic power generation projects are guaranteed to be connected to the grid by power grid enterprises.

6. Accelerate project reserve and construction

The provincial energy authorities should, in accordance with the clear direction and tasks of the "14th Five-Year Plan for Renewable Energy Development" and the minimum absorption responsibility weight of non-hydropower in 2022 in the province (autonomous regions and municipalities), determine the scale of guaranteed grid-connected projects in 2022, pay close attention to organizing the competitive allocation of guaranteed grid-connected projects, and organize the approval (filing) of a number of new wind power and photovoltaic power generation projects. Do a good job in project reserve, promote the timely construction of projects, and achieve continuous development.

Safeguard measures

The provincial energy authorities shall promptly announce the scale of guaranteed grid-connection, implement guaranteed grid-connection and market-oriented grid-connection projects, and timely prepare annual development and construction plans and promptly organize and implement them. It is necessary to optimize the business environment, standardize the order of development and construction, and shall not use supporting industries as the threshold of project development and construction. It is necessary to urge local governments to implement project construction conditions, promote the introduction of land, fiscal, tax and financial support policies, reduce the unreasonable burden of new energy development and construction, and mobilize the enthusiasm of various market players to invest. It is necessary to increase coordination with natural resources, forestry and grassland, ecological environment, housing construction and other departments to create favorable conditions for the development and construction of wind power and photovoltaic power generation projects.

Power grid enterprises should simplify the network connection process, facilitate the network connection procedures, promote the new energy cloud platform, achieve full coverage of the country, and serve the new power system with new energy as the main body. It is necessary to strengthen the construction of network connection projects, and ensure that the guaranteed grid connection and market-oriented grid connection projects included in the annual development and construction plan "can do all", and no additional conditions shall be attached. Together with the national new energy consumption monitoring and early warning center, it is necessary to timely announce the grid consumption situation and forecast analysis of provincial regions, and guide rational investment and orderly construction.

The power generation enterprise shall organize and carry out the project construction in a timely manner in accordance with the requirements of the approval (filing) documents for the projects included in the annual development and construction plan. We must strengthen project quality control to ensure construction safety and production safety. It is necessary to fill in the national renewable energy power generation project information management platform in time and update the project information on a monthly basis.

The National renewable energy Information Management Center shall collect project information and report it to the National Energy Administration on a monthly basis, and copy it to the provincial energy authorities and relevant agencies.

The National Energy Administration will strengthen the monitoring and evaluation of the implementation of the renewable energy power consumption responsibility weight, and guide and promote the development and construction of wind power and photovoltaic power generation. The dispatch agencies shall strengthen the supervision of the implementation of wind power and photovoltaic power generation planning, project competitive allocation, grid delivery project construction, project grid-connected consumption and other matters within the jurisdiction, and organize the comprehensive supervision of clean energy consumption as required to ensure the standardized and orderly development and construction of wind power and photovoltaic power generation.
