The report of the Party's 20th National Congress proposed to "optimize the layout, structure, function and system integration of infrastructure, and build a modern infrastructure system." Infrastructure constitutes an important material foundation for modern cities and countries, is an important support for economic and social development, and plays a strategic, basic and leading role in the overall development of the country. Therefore, comprehensively strengthening infrastructure construction is of great significance to ensuring national security, building a new development pattern, and promoting high-quality development.

With the continuous development of the economy and society, our needs for infrastructure are constantly changing. The modern infrastructure system includes traditional infrastructure and new infrastructure, involving transportation, logistics, energy, communications, water conservancy, municipal affairs, 5G, big data, artificial intelligence and other aspects, covering a wide range of cross-cutting areas. Since the 18th National Congress of the Communist Party of China, the overall level of China's infrastructure has achieved a leapfrog improvement. At the same time, we must recognize that China's infrastructure is not adapted to the national development and security needs, the problem of unbalanced and inadequate development is still prominent, the systematic, connectivity and synergy of infrastructure construction needs to be improved, and the construction of new infrastructure such as 5G and industrial Internet needs to accelerate development. Embarking on a new journey to comprehensively build a modern socialist country, promoting coordinated regional development, the development of urban agglomerations and the modernization of agriculture and rural areas all put forward new requirements for infrastructure development. We must base our national strategy on the needs of the people, optimize the layout, structure, functions and development model of infrastructure, build a modern infrastructure system, and lay a solid foundation for building a modern socialist country in an all-round way.

We need to balance development and security. Balanced development and security are important guidelines for building a modern infrastructure system. Security is the premise of development, and development is the guarantee of security. The world today is undergoing profound changes unseen in a century. With the acceleration of a new round of scientific and technological revolution and industrial transformation, grasping the initiative of development and safeguarding national security are increasingly important for a country's development. To improve the adaptability of China's infrastructure to the needs of national development and security, we must pay equal attention to development and security, strengthen infrastructure construction in an all-round way, and realize the unity of economic, social, ecological and security benefits. It should also be noted that, as an important way to stabilize investment, expand domestic demand and drive economic growth, infrastructure development has a clear "multiplier effect". It plays a prominent role in enhancing development momentum, stabilizing market expectations, driving employment and improving people's livelihood. In the medium and long term, it is also conducive to improving the quality and efficiency of supply and driving industrial transformation and upgrading. We should give full play to the basic role of infrastructure in ensuring economic cycle, improve the resilience, stability and security of China's industrial chain and supply chain, and strive to smooth the domestic cycle and promote the double cycle at home and abroad. It is necessary to optimize the layout of infrastructure, promote upgrading and structural improvement, and strive to promote the construction of new infrastructure.

Play a supporting role. Infrastructure development needs both economic and comprehensive accounts. To improve the overall efficiency of infrastructure, we need to focus on promoting coordinated regional development, promoting efficient and convenient flow of factors of production, raising the level of science and technology and production efficiency, improving people's livelihood and well-being, and ensuring national security, and constantly improve the comprehensive benefits of infrastructure throughout its life cycle. Based on major national strategies, we need to build a modern infrastructure system that is well-equipped, efficient, practical, smart, green, safe and reliable, and strengthen construction in key areas such as network infrastructure, industrial upgrading infrastructure, urban infrastructure, agricultural and rural infrastructure, and national security infrastructure. Specifically, the first is to enhance the scale effect and network effect of network-based infrastructure such as transportation, energy and water conservancy, and enhance the connectivity between urban and rural areas and regions; Second, support the construction of infrastructure for the upgrading of information, technology, logistics and other industries, promote the transformation and upgrading of digital and intelligent industries, and enhance the synergy of the whole industrial chain; Third, strengthen the construction of traditional and new urban infrastructure such as intercity railways, rail transit and underground pipeline corridors, enhance the safety and resilience of cities, and promote the green, low-carbon and smart development of cities. Better services to build a new pattern of development. Building a modern infrastructure system can provide important support for the smooth circulation of domestic and international circulation. To promote the formation of a strong domestic market and further release the potential of domestic demand, we need to improve the quality of infrastructure supply and operational efficiency, and improve the precision and effectiveness of infrastructure investment. To accelerate the formation of a spatial pattern with urban agglomerations and metropolitan areas as the main resource factors and growth poles, and further promote urban-rural integration and rural revitalization, it is also necessary to adapt to local conditions and accurately promote infrastructure construction in different regions. In this regard, it is necessary to give full play to the government's guiding role in top-level design, planning and layout, policy formulation, etc., to be demand-oriented, scientific planning, moderately advanced layout, and improve the overall development efficiency of infrastructure. It is necessary to mobilize the enthusiasm of the whole society, create a good market environment, innovate new models of infrastructure investment and financing, promote the standardized development of government-private capital cooperation models, and open up new space for infrastructure investment and financing. In addition, it is necessary to focus on the construction of new infrastructure, give full play to the leading role of the new generation of information technology, actively expand application scenarios, accelerate the digital upgrading of traditional infrastructure, and promote the integrated development of new infrastructure and traditional infrastructure.
