To revitalize rural areas, strengthening rural public infrastructure construction is a key link

The foundation of building a modern socialist country in all respects and realizing the great rejuvenation of the Chinese nation lies in rural revitalization. In order to realize rural revitalization, the construction of perfect and modern rural public infrastructure covering villages and extending to households is the foundation.

First, we will implement the project to smooth rural roads. "If you want to be rich, build roads first", in the implementation of the poverty alleviation strategy, the village has become an important means of precise poverty alleviation, the project has been implemented for many years, and has made great achievements, basically solving the travel problems of villagers in some poor areas. But generally speaking, the grade of such roads is still relatively low, and many do not meet the standards of rural revitalization. Therefore, rural revitalization, to make most of the rural orderly implementation of large population of natural villages (groups) through hardening roads. At the same time, it should be implemented according to the needs of industrial development, strengthen the construction of rural resource roads, industrial roads, tourism roads and main roads in villages, ensure the smooth flow of cars, tractors and large machinery, and even promote rural road construction projects to more tilted towards villages and households. To raise funds in many ways, on the one hand, through the central car purchase tax subsidy local funds, refined oil tax reform transfer payments, local government bonds and other channels, increase investment in rural high-grade roads; On the other hand, it is necessary to raise social funds through social forces, such as PPP projects, to support rural road development. In addition, in order to ensure the maintenance and management of rural roads and implement the main responsibility of custody, it is necessary to carry out the demonstration of "four good rural roads" and fully implement the road length system. In accordance with the management standards of urban roads, it is necessary to carry out the demonstration of the integration of urban and rural transportation, regularly investigate the safety hazards of rural roads and Bridges, strengthen the supervision of rural road traffic safety, and avoid the tendency of rural roads to only build empty pipes.

Second, we will implement the rural water supply guarantee project. Water is not only the lifeblood of agriculture, but also the guarantee of villagers' health and improve their quality of life. Therefore, strengthening the construction of rural water conservancy infrastructure is an important part of rural revitalization. On the one hand, it is necessary to strengthen the construction of small and medium-sized reservoirs and other stable water source projects and water source protection, so as to ensure the harvest of drought and flood and prevent the impact of flood and drought disasters on agriculture. On the other hand, the construction of large-scale water supply projects and the standardization of small-scale projects will be implemented, and where conditions permit, the integration of urban and rural water supply will be promoted in an orderly manner. By 2025, the penetration rate of tap water in rural areas will reach 88%, ensuring that villagers can drink clean drinking water. At the same time, we must improve the formation mechanism of rural water prices and water charges and the long-term operation mechanism of projects to ensure that farmers have access to, use good water and afford water.

Third, implement the construction of rural ecological environment optimization facilities. First, we need to build clean and resource treatment facilities for rural garbage. Change the way rural garbage disposal, invest funds to implement centralized garbage collection and treatment, build harmless and resource-based garbage disposal facilities, and make the countryside cleaner. Second, we must continue to promote the implementation of the toilet revolution, invest in various ways, popularize flushing toilets in rural areas, and increase the resource and clean treatment of feces and urine.  On the surface, it is only the investment of clean toilets, in fact, it is a revolution in the villagers' ideas, driving the change of the villagers' traditional way of life, and achieving twice the result with half the effort. Third, we must implement greening and beautification projects. On the one hand, encourage the villagers to plant flowers, grass and trees in front of the house and behind the house, greening and beautifying the environment and cultivating the sentiment of the villagers; On the other hand, also increase the civilized education of the villagers, through the village rules and conventions, restrict the villagers not to spit, litter, and change some bad habits of the villagers.

Fourth, we will implement the rural clean energy construction project. Rural revitalization to make rural areas bright, therefore, we must increase the construction of rural power grids, comprehensively consolidate and improve the level of rural electricity security, to ensure that rural production and domestic electricity without power outages, continuous electricity; Vigorously promote gas to the countryside, support the construction of safe and reliable rural gas storage tank stations and micro-pipe network gas supply systems, and ensure that villagers use clean gas; Vigorously develop rural biomass energy and implement straw resource utilization.
