First, scientific overall planning of renewable energy heating work

Renewable energy heating as an important part of regional energy planning, in the renewable energy development goals should be clear heating development goals, according to the local resource endowment and energy demand to promote renewable energy heating technology, reasonable layout of renewable energy heating projects. Do a good job of connecting renewable energy heating with other heating methods, and support the construction of complementary heating systems that combine renewable energy and other heating methods. In the planning and construction process of urban renewal, new urban areas, and industrial parks (districts), do a good job of connecting renewable energy heating and urban development planning, and promote the integration of renewable energy and conventional energy heating systems. Focus on the planning, design and transformation of urban heating systems and thermal pipe networks, and optimize the design of heating pipe networks according to the characteristics of renewable energy. In the process of implementing the rural revitalization strategy, do a good job in the connection of renewable energy heating and rural revitalization strategic planning, and take renewable energy as one of the important ways to meet the needs of rural heating.

Second, promote all kinds of renewable energy heating technology according to local conditions

1. Actively promoting the development and utilization of geothermal energy. Focus on the promotion of medium and deep geothermal energy heating, in accordance with the principles of "fixed mining by irrigation, balanced mining and irrigation, and balanced water and heat", according to the formation mechanism of geothermal energy, the grade and amount of geothermal resources, and the ecological environment conditions of groundwater, the implementation of total control, zoning and classified management, and the combination of centralized and decentralized ways to promote medium and deep geothermal energy heating. The popularization and application of "underground heat transfer" technology should be intensified in areas with suitable conditions. Actively develop shallow geothermal energy heating, economically and efficiently replace loose coal heating, and develop surface water source, soil source, underground water source heating and cooling in areas where conditions exist. Encourage the use of oilfield produced water to develop geothermal energy heating, groundwater resources and the comprehensive utilization of mineral resources. Within the groundwater drinking water source and its protected area, it is prohibited to use the protected target aquifer as the source of heat pump water. It is prohibited to use groundwater as a source of heat pump water in areas where groundwater mining is prohibited, deep (confined) aquifers, and areas or corresponding aquifers where geothermal water cannot be effectively recharge. Groundwater recharge shall not cause groundwater pollution.

(2) Rationally develop biomass heating. We will develop biomass cogeneration in an orderly manner, accelerate the transformation and upgrading of biomass power generation to cogeneration in light of local conditions, and provide domestic heating for counties with resource conditions and rural areas with concentrated population, as well as central heating for small and medium-sized industrial parks. We will rationally develop biomass heating fueled by agricultural and forestry biomass, biomass molding fuel, and biological natural gas, and encourage the use of large and medium-sized boilers for regional central heating in rural, urban and other populated areas. Biomass boilers shall not be mixed with coal, garbage, industrial solid waste and other materials, supporting the construction of efficient pollution control facilities such as cloth bag dust removal, to ensure emissions standards, and encourage ultra-low emissions. In rural areas where air pollution prevention is not a key area, household biomass heating can be promoted according to local conditions in accordance with the principle of local materials.

(3) Continue to promote solar and wind power heating. Encourage large and medium-sized urban civil buildings with heating needs to give priority to the use of solar heating systems; Encourage the use of solar heating systems in small towns and rural areas; Make full use of solar heating in industries with large heat demand and matching solar energy characteristics such as agricultural greenhouses and aquaculture; In areas where the central heating network is not covered and there is demand for dual supply of cold and hot, the solar water, heating and cooling triple supply system is used on a pilot basis. Encourage the use of complementary heating systems that combine solar heating with other heating methods. Build a wind power heating cooperation mechanism involving the government, power grid enterprises, power generation enterprises and users, and realize clean wind power heating through the joint scheduling and operation of heat storage boilers at thermal stations and wind farms, so as to improve the overall operation efficiency and economy of wind power heating projects.
