The 14th Five-Year Plan period is the first five years for China to embark on a new journey to comprehensively build a modern socialist country and march toward the second centenary goal, and it is also a crucial period for China to accelerate its energy green and low-carbon transformation and implement the nationally determined Contribution to climate change.
The "Plan" proposed that the "14th Five-Year Plan" period of renewable energy to achieve high-quality development, how to understand the "high-quality development"? The relevant person in charge of the National Energy Administration said that this is mainly reflected in two aspects: on the one hand, China should consolidate the foundation of energy transformation in less than 10 years, the development of renewable energy is bound to "stand first", further shift and speed up, and become the main body of energy consumption increase; On the other hand, renewable energy should not only achieve continuous technological progress, continuous cost reduction, continuous improvement of efficiency, continuous enhancement of competitiveness, comprehensive realization of subsidy-free parity and even low-price market-oriented development, but also speed up the solution of high proportion of consumption, key technology innovation, industrial chain and supply chain security, stability and reliability, and further improve quality and efficiency.
In the new stage of high-quality development, what new characteristics will China's renewable energy development present? "New energy should have a new look in the new stage." Renewable energy will be the main incremental
In order to achieve the high-quality development of renewable energy, the "Plan" anchors the target of peaking carbon and carbon neutrality, closely focusing on the requirement that the proportion of non-fossil energy consumption reaches about 20% in 2025, and specifies that the total renewable energy consumption reaches about 1 billion tons of standard coal in 2025. During the "14th Five-Year Plan" period, the increase in renewable energy consumption accounted for more than 50% of the increase in primary energy consumption.
"From the perspective of renewable energy, China's geothermal energy heating, biological liquid fuel, biological natural gas and other non-electric utilization by resource conditions, technology maturity, development and utilization of economic factors, the use of scale is relatively limited, 'fourteen five' renewable energy development and utilization will still be dominated by renewable energy electricity." Peng Cheng, president of the General Institute of Hydropower Planning and Design, said.
In view of the power generation target, the "Plan" proposed that the annual power generation of renewable energy will reach 3.3 trillion KWH in 2025, and during the "14th Five-Year Plan" period, the increase in renewable energy generation will account for more than 50% of the increase in electricity consumption in the whole society, and the power generation of wind and solar energy will double.
Peng Cheng analyzed that in terms of the development positioning and spatial expectations of various renewable energy power, the preliminary work of conventional hydropower projects is complicated, the construction cycle is long, and the production projects are basically clear during the "14th Five-Year Plan" period, and the production scale has grown steadily; Agricultural and forestry biomass power generation, waste incineration power generation, etc. are restricted by the economy of collection and utilization of available resources and environmental protection requirements, and their scale is limited; Solar thermal power generation, geothermal power generation, ocean power generation is still in the stage of commercial demonstration or research and development; Large reserves of resources, flexible construction sites, good economic wind power, photovoltaic power generation must assume the main responsibility of the new.
In addition, the "plan" also clarified the consumption target and non-electricity utilization target: in 2025, the total amount of renewable energy and non-hydropower consumption responsibility weight reached 33% and 18% respectively, and the utilization rate remained at a reasonable level. By 2025, the scale of non-electric utilization of solar thermal energy, geothermal energy heating, biomass heating, and biomass fuel will reach more than 60 million tons of standard coal.
"These targets are determined by taking into account the resource potential of various types of non-fossil energy, the progress of major projects, the economy of development and utilization and other factors, which can lay a solid foundation for achieving the goal of about 20% of non-fossil energy consumption in 2025 and about 25% in 2030." Li Chuangjun said.
In order to enhance the consumption capacity of renewable energy, the construction of UHV has been further accelerated. On May 19, State Grid Zhejiang Electric Power Co., Ltd. launched the Baihetan - Zhejiang UHV DC line project (Zhejiang section) to focus on the special action, after the completion of the project can send 8 million kilowatts of clean hydropower in Sichuan to the load center in northern Zhejiang. At present, the Wuxing section of the project has been through, opening up the first station for clean electric energy to enter Zhejiang at a high speed. It is expected that by 2030, the cross-regional and cross-provincial transmission capacity of the national grid will increase from the current 240 million kilowatts to more than 370 million kilowatts.
It has fully entered the market stage
"The life of the plan is implemented, and the Plan proposes to optimize development by regional layout, support development by major bases, lead development by demonstration projects, and implement development by action plans." Li Chuangjun said.
The reporter learned that in terms of regional layout optimization and development, the "three North" region has optimized and promoted the large-scale development of the base, the Southwest region has coordinated and promoted the comprehensive development of water scenery, the southern Middle East region has focused on promoting local development, and the eastern coastal region has actively promoted the cluster development of offshore wind power.
In terms of supporting the development of major bases, it is clear to focus on the desert, Gobi and desert areas, and speed up the construction of seven new energy bases on land: the upper reaches of the Yellow River, Hexi Corridor, Jizi Bay of the Yellow River, northern Hebei Province, Songliao, Xinjiang and lower reaches of the Yellow River, two major water-landscape integrated bases in southeast Tibet, Sichuan, Yunnan, Guizhou and Guangxi, and offshore wind power base clusters.
In terms of leading the development of demonstration projects, we will promote technological innovation demonstrations such as far-reaching sea breeze electricity and new high-efficiency photovoltaic cells, large-scale development and construction demonstrations of hydrogen production from renewable energy and photovoltaic sand control, and 18 demonstration projects in three categories of high-proportion application demonstration such as small and medium-sized pumped storage and new energy micro-energy grids in villages and towns, and accelerate the cultivation of new technologies, new models and new forms of renewable energy.
In terms of the implementation and development of the action plan, nine major action plans have been deployed, such as urban rooftop photovoltaic action, thousands of villages and wind control action, thousands of households Muguang action, and rural energy stations, to fully land a solid and effective action guarantee plan.
At the same time, the "Plan" more prominent integration of diversity. It not only emphasizes the complementary development of various varieties of renewable energy, but also emphasizes the integrated development of fossil energy, while implementing national strategies such as ecological civilization construction, new urbanization, rural revitalization, and new infrastructure, carrying out multi-mode innovation such as photovoltaic sand control, building photovoltaic integration, and renewable energy hydrogen production, and expanding renewable energy development scenarios.
