Promote electricity consumption from renewable sources

I. General requirements

 To achieve full coverage of green certificates for renewable energy electricity, and further give play to the role of green certificates in building a green and low-carbon environmental value system for renewable energy electricity, promoting the development and utilization of renewable energy, and guiding the green consumption of the whole society. It will provide strong support for ensuring a secure and reliable supply of energy, achieving the goal of peaking carbon neutrality, and promoting green and low-carbon economic and social transformation and high-quality development.

Second, clarify the scope of application of green certificates

(1) The green certificate is the only proof of the environmental attributes of China's renewable energy power, and the only certificate for identifying the production and consumption of renewable energy power.

(2) The state issues green certificates to eligible renewable energy power, and one green certificate unit corresponds to 1,000 KWH of renewable energy power.

(3) Green certificate as a renewable energy electricity consumption certificate, used for renewable energy electricity consumption accounting, renewable energy electricity consumption certification, etc., including: tradable green certificate in addition to being used as a renewable energy electricity consumption certificate, can also be transferred between power generation enterprises and users by participating in green certificate green electricity trading and other ways. The National Development and Reform Commission and the National Energy Administration are responsible for determining the scope of issuing tradable green certificates and dynamically adjusting them according to the production and consumption of renewable energy power.

Third, standardize the issuance of green certificates

(4) The National Energy Administration is responsible for the management of green certificates. In principle, the issuance of green certificates is based on the data provided by power grid enterprises and power trading institutions, and is checked against the data provided by power generation enterprises or project owners. The quantity corresponding to the green certificate shall not be applied for other certificates of the same attribute in the power field repeatedly.

(5) Issue green certificates for all the electricity produced by registered renewable energy power generation projects such as wind power (including decentralized wind power and offshore wind power), solar power (including distributed photovoltaic power generation and photothermal power generation), conventional hydropower, biomass power generation, geothermal power generation and ocean power generation in the country, so as to achieve full coverage of green certificates. Among them:

For the on-grid electricity of centralized wind power (including offshore wind power) and centralized solar power (including solar thermal power) projects, green certificates can be issued for trading.

For the on-grid electricity of distributed wind power and distributed photovoltaic power generation projects, green certificates can be issued for trading.

For biomass power generation, geothermal power generation, ocean power generation and other renewable energy power generation projects online electricity, green certificates can be issued.

For stock conventional hydropower projects, the green certificate for trading is not issued temporarily, and the corresponding green certificate is transferred directly with the electricity without charge. For fully market-oriented conventional hydropower projects newly put into operation after January 1, 2023 (inclusive), green certificates can be issued.

Fourth, improve green certificate trading

(6) The green certificate relies on the China Green Electricity Certificate trading Platform, as well as the Beijing Power Trading Center and Guangzhou Power Trading Center to carry out trading, and timely expand to other state-recognized trading platforms, and the green certificate trading information shall be synchronized to the issuing institution in real time. Tradable Green certificates can only be traded once at this stage.

(7) The transaction of green certificates shall be carried out by bilateral negotiation, listing, centralized bidding, etc. Among them, bilateral negotiation transactions by the two market entities independently negotiate the quantity and price of green certificate transactions; The quantity and price information of green certificates in listed transactions are released on the trading platform; Centralized bidding transactions are organized and carried out in a timely manner as needed, and the number and price of transactions are clarified in accordance with relevant rules.

(8) For the green certificates of projects enjoying central financial subsidies, bilateral negotiations and listing methods are mainly adopted in the initial stage, and conditions are created to promote the centralized bidding method for trading as soon as possible, and the proceeds of green certificates are implemented in accordance with relevant regulations. Affordable (low price) projects, voluntary abandonment of central financial subsidies and central financial subsidies have expired projects, green certificate trading is not limited, green certificate income belongs to the power generation enterprise or project owner.

Fifth, do an orderly job in the application of green certificates

(9) Supporting green electricity trading. In the power trading institutions to participate in green power trading, the corresponding green certificate by the issuer to the power trading institutions in batches, the power trading institutions according to the transaction contract or bilateral negotiation agreement will be green card together with green power trading, trading contracts should be clearly defined green card and physical electricity trading volume, trading price.

(10) Accounting for renewable energy consumption. To ensure that renewable energy consumption is not included in the total energy consumption and intensity control, the National Bureau of Statistics and the National Energy Administration to approve the national and regional renewable energy electricity consumption data.

(11) Certification of green electricity consumption. With green certificate as the only certificate of green electricity consumption and green electricity attribute identification certification of power users, establish green electricity consumption certification standards, systems and identification systems based on green certificate. The certification body shall carry out the green electricity consumption certification through the green certificate within two years, and the time shall be from the natural month of electricity production (inclusive), and the certification information shall be synchronized to the nuclear issuing body in time.

(12) Connecting the carbon market. Study and promote the linkage and coordination of green certificates with the national carbon emission rights trading mechanism and the voluntary greenhouse gas emission reduction trading mechanism, so as to better leverage institutional synergy.

13. Promoting international mutual recognition of green certificates. In principle, China's renewable energy electricity can only apply for domestic green certificate, and actively promote the green consumption and carbon emission reduction system of international organizations and domestic green certificate on the premise of not affecting the realization of the nationally determined contribution goal. Strengthen the research and formulation of international standards such as green certificate issuance, measurement and transaction, and enhance the international influence of green certificate.

6. Encourage green electricity consumption

(14) Carry out in-depth publicity and promotion of green certificates, create an atmosphere of renewable energy electricity consumption in the whole society, and encourage all energy users in the society to take the initiative to assume the social responsibility of renewable energy electricity consumption. Encourage multinational companies and their industrial chain enterprises, export-oriented enterprises, and industry leading enterprises to buy green certificates and use green electricity, and play an exemplary role in driving. We will encourage central enterprises, local state-owned enterprises, government organs and public institutions to take the lead and steadily increase the proportion of green electricity consumption. Strengthen the responsibility of high-energy-consuming enterprises for green electricity consumption, and improve the level of green electricity consumption as required. Support key enterprises, parks and cities to consume a high proportion of green electricity, and build green power enterprises, green power parks and green power cities.

7. Strictly guard against, strictly investigate and punish fraud

(15) Strictly prevent, strictly investigate and deal with fraud in the process of green certificate issuance, trading and green electricity trading. Strengthen the supervision of power grid enterprises, power trading institutions, and power dispatching agencies, and do a good job of verifying the data provided by power generation enterprises or project owners. Organize and carry out spot checks on green certificates in a timely manner, urge the rectification of fraud and other behaviors found in spot checks by means of notification, interview, cancellation of certification and transactions within a certain period, and transfer major violations of discipline to discipline inspection and audit departments according to procedures.

8. Strengthen organization and implementation

(16) The green certificate issuing institution shall design a unified green certificate number in accordance with the national renewable energy power generation project documentation and card coding rules, formulate green certificate related information encryption, anti-counterfeiting, interactive sharing and other related technical standards and norms, build a national green certificate issuance and transaction system, comprehensively do a good job in green certificate issuance, transaction, transfer and other work, and disclose green certificate issuance and transaction information. We will do a good job in anti-counterfeiting inspections of green certificates, and strengthen data sharing on green certificates and renewable energy consumption.

(17) Power grid enterprises and power trading institutions shall provide the necessary information for green certificate issuance in a timely manner and participate in the formulation of relevant technical standards and norms. Power generation enterprises or project owners should provide project electricity information or electricity settlement materials for reference. For projects where power grid enterprises and power trading institutions cannot provide the required information for green certificate issuance, in principle, the power generation enterprises or project owners shall provide the materials for the required information for green certificate issuance.

(18) Each power generation enterprise or project owner shall establish a file in time. Each energy use unit, each power generation enterprise or project owner that has established a file card shall register an account in the national green Certificate issuance and trading system in accordance with the green certificate issuance and trading rules for green certificate issuance and trading. The provincial special account is uniformly distributed by the green certificate issuing institution and managed by the provincial development and reform and energy departments, which is used to accept the green certificate transferred without compensation.

(19) The National Energy Administration is responsible for formulating rules for green certificate issuance and trading, organizing the implementation of green certificate issuance and trading, supervising and managing the implementation, and jointly adjusting and improving policies and measures in accordance with the implementation situation in conjunction with relevant departments to jointly promote the continuous expansion of green certificate trading scale and application scenarios. The dispatched agencies of the National Energy Administration do a good job in the supervision of the implementation of the green certificate system within their jurisdiction, and put forward regulatory opinions and suggestions in a timely manner.
