First, combined with the actual development, put forward the overall goal of environmental infrastructure construction

In recent years, all regions and departments have resolutely implemented the decision-making and deployment of the Party Central Committee and The State Council, and accelerated the construction of environmental infrastructure such as sewage and garbage. The treatment capacity of China's environmental infrastructure has been greatly improved, the operation management has been continuously optimized, and the process technology has made significant progress. The relevant goals of the "14th Five-Year Plan" in the field of environmental infrastructure have been progressing smoothly. Sewage treatment capacity, recycled water production capacity, national domestic waste classification and transportation capacity, national urban domestic waste incineration capacity and other goals have been completed in advance or close to completion, but there is still a big gap from the goal of building a beautiful China.

"Action" combined with the status quo of industry development and environmental governance needs, on the basis of the "14th Five-Year Plan" target, put forward new and higher requirements, "by 2025, the environmental infrastructure treatment capacity and level have been significantly improved, the new sewage treatment capacity of 12 million cubic meters/day, the new and renovated sewage collection network 45,000 kilometers, New, rebuilt or expanded reclaimed water production capacity of not less than 10 million cubic meters/day; The national domestic waste classification and collection capacity has reached more than 700,000 tons/day, and the national urban domestic waste incineration capacity has reached more than 800,000 tons/day. The capacity and scale of solid waste disposal and comprehensive utilization have been significantly improved, and the disposal capacity of hazardous waste has been fully guaranteed." The proposal of the new goal will make greater efforts to promote the construction of environmental infrastructure and help improve urban and rural living environment.

Second, focus on weak areas, and accurately deploy key tasks to improve the level of environmental infrastructure construction

The "Action" adheres to the problem orientation, focuses on the weaknesses in the fields of sewage, garbage, solid waste, hazardous waste, medical waste, monitoring and supervision, and puts forward six targeted actions to systematically and accurately improve the level of environmental infrastructure construction.

The first is to improve the construction level of domestic sewage collection and treatment and resource utilization facilities. In view of the problems such as inadequate interception and collection pipes in some urban areas, old and damaged pipe networks and mixed and misconnected pipe networks, and the shortcomings of sludge disposal and resource utilization capacity, the "Action" proposed to speed up the filling of sewage collection pipe network gaps and improve sewage collection efficiency; We will promote the diversion of rain and pollution in light of local conditions, and speed up the filling of sewage capacity gaps in cities and county seats.

The second is to upgrade the construction level of domestic waste classification and treatment facilities. In view of the incomplete classification, collection and transportation system of domestic waste in some areas, and the shortcomings of the incineration and treatment capacity of domestic waste in county-level areas, the "Action" clearly requires improving the classification facility system of domestic waste and improving the collection and transportation network. Make up for the shortcomings of county-level incineration treatment capacity, and promote the coverage of facilities to extend to organized towns and villages; Explore the construction of small domestic waste incineration treatment facilities, upgrade landfill facilities; Strengthen facilities secondary environmental pollution prevention and control capacity building.

Third, we will improve the construction of solid waste treatment, disposal and utilization facilities. In response to the low utilization rate of resources in some areas, the "Action" proposes to promote the construction of solid waste disposal and comprehensive utilization facilities, and comprehensively improve the capacity of facility disposal and comprehensive utilization. Actively promote the classification and resource utilization of construction waste, and accelerate the formation of construction waste facilities system that matches the needs of urban development; Make overall plans for the processing and utilization bases of renewable resources, and improve the level of recycling and resource utilization of recyclables.

Fourth, the construction level of centralized disposal facilities such as hazardous waste and medical waste is improved. In response to the imbalance in the category of hazardous waste disposal capacity in China, and the imperfect collection and transportation system of medical waste in some remote areas, the "Action" clearly requires strengthening the capacity building of special categories of hazardous waste disposal, and accelerating the construction of national and regional hazardous waste risk prevention and control centers and special hazardous waste centralized disposal centers. Strengthen the control of the source of hazardous waste and the supervision of the collection and transfer process; Improve the collection and transport system of medical waste.

Fifth, the park environmental infrastructure construction level improvement action. In view of the high and difficult requirements for environmental pollution control in China's parks, and the relatively weak foundation, the "Action" proposed to actively promote the centralized and reasonable layout of the park's environmental infrastructure, increase the construction of the park's pollutant collection, treatment and disposal facilities, promote the construction of vein industrial park construction mode, and promote the construction of renewable resources processing and utilization base.

Sixth, we will monitor and supervise actions to improve the construction level of facilities. In view of the lack of supervision capacity of incineration fly ash disposal and leachate treatment in some areas of China, the "Action" proposes to fully implement the "one-stop" management of emission permits, and establish a supervision and law enforcement system of discharge units based on emission permits and a self-monitoring and supervision mechanism; Strengthen the supervision of the whole process of incineration fly ash disposal, realize the online monitoring of the whole process of hazardous waste collection, utilization and disposal, and improve the sewage treatment monitoring system.

Third, pay attention to effective implementation, and focus on strengthening the requirements of all aspects of environmental infrastructure project construction

In order to promote the implementation of key tasks, the "Action" put forward a number of specific measures in the organization and implementation. First, to carry out a comprehensive system assessment, provinces (autonomous regions and municipalities) are required to carry out a mapping assessment of environmental infrastructure on a municipal basis, comprehensively grasp the status quo of environmental infrastructure in their respective jurisdictions, systematically assess the treatment capacity, treatment level, operation and weaknesses of environmental infrastructure in their jurisdictions, and form an environmental infrastructure assessment report. The second is to strengthen the project planning reserve, all localities should speed up the environmental infrastructure project planning reserve according to the assessment situation, and prepare the regional environmental infrastructure project construction list. The third is to strengthen the project construction management, accelerate the advance work of the project, accelerate the implementation of the project approval (approval, filing) procedures, and complete the construction and operation as soon as possible. The fourth is to increase support, through the central budget investment and other ways to support eligible projects, eligible environmental infrastructure construction projects into the scope of local government special bonds support, improve sewage, garbage and other charging mechanisms, strengthen environmental infrastructure construction elements guarantee. The fifth is to innovate the implementation model, further promote the third-party treatment of environmental pollution, explore the development of comprehensive environmental management trustee-service and ecological environment-oriented development (EOD) model, and actively guide social capital to participate in the construction and operation of environmental infrastructure projects in accordance with market-oriented principles.

The "Action" redeployed the second half of the "14th Five-Year Plan" to accelerate the construction of environmental infrastructure, not only focusing on facility planning, but also strengthening the implementation of the project, which will effectively promote the construction of an environmental infrastructure system integrating sewage, garbage, solid waste, medical waste, hazardous waste treatment and disposal and monitoring and supervision capabilities, and effectively improve the level of environmental infrastructure construction.
