Work plan for steady growth of petrochemical and chemical industries

The petrochemical and chemical industry is the basic and pillar industry of the national economy, with a large economic aggregate and high industrial correlation, which is related to stable industrial growth and stable economic operation. In order to implement the decisions and deployment of the Central Economic Work Conference, promote The State Council to fully grasp the comprehensive implementation of the package of policies and follow-up measures to stabilize the economy, promote the smooth operation of the industry and accelerate high-quality development, this plan is formulated, and the implementation period is 2023-2024.

I. General requirements

(1) Guiding ideology

 Pay close attention to the implementation of the goals and tasks of the Guiding Opinions on Promoting the High-quality Development of the Petrochemical and Chemical Industry in the "14th Five-Year Plan", promote investment, expand consumption, expand foreign trade, stabilize production, strengthen enterprises, and improve the environment, achieve effective improvement in quality and reasonable growth in quantity, promote the smooth operation of the petrochemical and chemical industry, and consolidate the foundation for high-quality development of the industry.

(2) Basic principles

Adhere to the combination of smooth operation and transformation and development. Based on the current situation and with a long-term perspective, we will work hard to transform and upgrade traditional industries, foster and grow emerging industries, increase efficiency and improve the quality of producer services, strengthen production safety, guard against periodic risks and resolve structural problems, and strengthen the sustainability of development.

We will continue to improve the quality of supply and upgrade demand. Aiming at the direction of scientific and technological revolution, industrial transformation and consumption upgrading, the implementation of reinforcing the shortcomings of the board, forging the long board, strengthening the foundation, enhancing the guarantee capacity of special chemicals and new chemical materials, improving the supply quality of high-end products and services, improving the adaptation of the supply system to demand, and expanding the application field and domestic and foreign markets.

Adhere to the combination of market leadership and government guidance. We will give full play to the decisive role of the market in resource allocation, better play the role of the government, focus on key areas and key links, take targeted policies, stabilize expectations and boost confidence, and stimulate market vitality and the internal driving force of investment and innovation for large, small and medium-sized enterprises.

Ii. Main objectives

From 2023 to 2024, the main goal of steady growth of the petrochemical and chemical industry is to maintain steady growth of the industry, and the average annual growth rate of industrial added value is about 5%. In 2024, the main business income of the petrochemical and chemical industry (excluding oil and gas extraction) will reach 15 trillion yuan, ethylene output will exceed 50 million tons, and fertilizer output (converted volume) will remain stable at about 55 million tons.

Third, work measures

1. Expand effective investment and promote high-end, green and intelligent development

1. Promote the construction of major projects. Strengthen the scheduling of major engineering tasks related to the national "14th Five-Year Plan" outline, and promote the completion and operation of more than five major petrochemical projects under construction by the end of 2024; Accelerate the demonstration of major petrochemical projects, promote the start of A number of "oil reduction and increase" projects, accelerate the formation of physical workload, and the environmental protection of new projects should meet the requirements of the performance grade A index. Relying on the petrochemical industry base, we will vigorously promote the integrated development of the cross-strait petrochemical industry. Strengthen the planning and layout guidance of modern coal chemical industry projects, rely on modern coal chemical industry projects to carry out key materials, process technology and equipment research and application promotion, improve the level of energy conservation, emission reduction and carbon reduction, and enhance core competitiveness. All regions should base on the industrial base and comparative advantages, focus on the key industrial chain, build a rolling list of key projects (library), speed up the approval process of key projects, do a good job in coordinating elements, promote the construction of key projects in batches, and strive to early construction, early production, and early results.

2. Intensify technological transformation. We will implement energy efficiency and pollutant emission quota standards in key industries, target energy efficiency benchmarks and grade A-level environmental performance, and promote energy conservation, pollution reduction, and carbon reduction in oil refining, ethylene, paraxylene, methanol, synthetic ammonia, ammonium phosphate, calcium carbide, caustic soda, yellow phosphorus, soda ash, polyvinyl chloride, and refined terephthalic acid industries. Petrochemical and chemical enterprises are encouraged to implement comprehensive technical transformation of old equipment, high-risk process transformation and upgrading of facilities that cannot meet the stable standards of pollutants, so as to improve the operation efficiency of equipment and the level of high-end, green and safe. All localities should accelerate the elimination and withdrawal of backward production capacity such as 2 million tons/year and below atmospheric and vacuum devices that are not in line with national industrial policies. We will support demonstrations of the industrialization of non-food biomass production of bio-based materials and associated organic fertilizers. We will orderly promote the relocation and renovation of hazardous chemical production enterprises in densely populated urban areas, support the relocation and renovation of chemical enterprises along the Yangtze River Economic Belt, and encourage the integration of relocation and renovation with mergers and reorganizations and product upgrades. Dynamic update of the petrochemical and chemical industry to encourage the promotion and application of technology and product catalogs, build docking platforms, and cultivate comprehensive technological transformation service providers. Publish and implement guidelines for the construction of intelligent manufacturing standard systems in the petrochemical and chemical industries, formulate smart factory construction standards, select typical application scenarios, build smart manufacturing demonstration factories, cultivate industrial Internet platforms with characteristics in key industries, and promote the intelligent upgrading of the industry.

3. Promote intensive cluster development. Strictly implement the national development zone management system, improve the chemical park establishment, expansion, exit, adjustment and other life cycle management. Strengthen the identification and management of chemical parks, carry out the "look back" of the identification and management of chemical parks, guide and promote the standardized construction of chemical parks, force chemical parks that do not meet the requirements to accelerate the transformation and upgrading or transformation and exit according to law and regulations, and effectively improve the level of intrinsic safety, clean production and pollution prevention. According to the development planning and industrial development needs, all regions may expand the existing identified chemical parks or establish new chemical parks in accordance with relevant regulations to provide development space for high-quality projects. We will continue to improve the evaluation standard system for chemical parks, publish and implement the competitiveness evaluation guidelines and intelligent evaluation guidelines for chemical parks, support local governments in creating parks with competitive advantages and smart chemical parks, promote the cultivation of integrated chemical parks with industrial coupling and coordination according to local conditions, promote the coupled development of the industry, and create high-quality development carriers for high-end, green and safe industries. We will support the national demonstration bases for new industrialization in the field of petrochemical and chemical industries to improve their development quality, and promote national advanced manufacturing clusters in the field of petrochemical and chemical industries, such as the Ningbo Green Petrochemical Cluster, to become world-class clusters. Build an industrial base for the efficient and high-value use of phosphorus resources, accelerate the restructuring of traditional industries such as phosphate fertilizer and yellow phosphorus, and improve the supply capacity of phosphorus chemical products needed for new energy, food, and health. Build a world-class salt lake industrial base, and improve the comprehensive utilization efficiency of potassium, lithium, boron and other resources. Local governments are encouraged to combine regional resources, technology, and industrial advantages to build characteristic industrial clusters of small and medium-sized enterprises in new chemical materials, non-grain bio-based materials, and other subdivided fields.


2. Enriching quality supply and unlocking consumption potential

Support local governments and industry associations to adhere to the application demand traction and technological innovation drive, build a chemical product supply and demand docking platform with distinct themes and industry integration, and promote upstream and downstream cooperation in the development of new products, formulate new standards, demonstrate new applications, and create new scenarios. Carry out activities such as brand publicity week and industry quality management group, release industry brand development reports, and promote the quality improvement and brand creation of fertilizers, coatings, dyes, tires, fluoro-silicon materials and a wide range of products. Support petrochemical and chemical production enterprises and users in the fields of textile, electronic information, machinery and equipment to establish a cooperation model of early intervention in research and development and continuous improvement in the later stage, provide customized, functional and specialized products and comprehensive services, establish and improve the traceability system such as electronic labels, realize the transformation from selling a single product to providing integrated solutions, and improve collaborative manufacturing efficiency. We will expand new space for consumption growth.


5. Implement action to strengthen industrial chain foundation. We will further implement industrial infrastructure reengineering projects, focus on the needs of key industrial chains such as aerospace, electronic information, new energy, energy conservation and environmental protection, hydrogen energy, and medical and health care, support the industrialization of special chemicals such as catalysts, special polyesters, and membrane materials, new chemical materials, and key monomer raw materials, promote the innovation task of biomedical materials, and improve the supply capacity of high-end products. Support the construction of industrial generic technology research and development platforms, national industrial measurement and testing centers, new product test and evaluation platforms, and pilot test platforms to accelerate the industrialization of new technologies. Deepen upstream and downstream cooperation in integrated circuit materials and biomedical materials, accelerate the "one-stop" application demonstration of key chemical materials, and use the first batch of compensation mechanisms for new materials to accelerate the promotion and application of new chemical materials and iterative upgrading.


3. Keeping foreign investment and trade stable and promoting opening-up and cooperation at a higher level


6. Actively expand the international market. We will continue to implement policies and measures to stabilize foreign trade and increase support for export credit insurance. Support industry associations to lead the establishment of a chemical trading platform for member states of the Regional Comprehensive Economic Partnership Agreement (RCEP), promote the RCEP benefit policy, carry out standard certification and brand registration of chemical products in Europe, the United States and RCEP regional countries, and actively participate in international convention negotiations to enhance the export value of chemical products and brand influence. We will guide export enterprises to improve their overseas storage capacity and delivery level, enhance market expansion capacity, and enhance the stability and resilience of the global industrial chain. Increase the technical transformation support for wharves with large trade volume of chemical products, coordinate the adjustment procedures of berths facilities, improve the throughput of wharves, and ensure the transportation of key materials and products.


7. Strengthen international cooperation on production capacity. We will prudently promote international production capacity cooperation in tire, fertilizer and other industries, and drive relevant technology, equipment and engineering services to "go global." We will encourage qualified areas to build characteristic chemical parks for the markets of neighboring countries, and form an efficient, coordinated, green and stable supply chain system with neighboring countries and regions. We will further create a market-oriented, law-based and international business environment, strengthen service guarantees for factors such as labor and logistics for foreign-funded projects, encourage foreign-funded enterprises to give full play to their raw materials, technologies and market advantages, increase investment in China's petrochemical, chemical and new materials, fine chemicals, green and low-carbon fields, and accelerate the implementation and stable operation of foreign-funded projects.


4. Strengthening the supply of factors of production to ensure smooth production


8. Improve the guarantee level of key elements. Actively expand the supply channels of petrochemical raw materials, build a solid foundation, diversified and stable supply system, and orderly carry out the construction of overseas crude oil, potash fertilizer and natural rubber bases. Guide local governments to establish a white list of key enterprises in the petrochemical and chemical industry chain, and improve the direct service mechanism for key enterprises. We will refine the policy of excluding raw material energy use from total and intensity control of energy consumption. We will strengthen the supply of coal and gas as raw materials for fertilizers and other key products, encourage major coal and gas users in key petrochemical and chemical industries to sign medium - and long-term contracts for production and transportation with relevant supply and transportation enterprises, improve the performance of coal and gas contracts, and strive to ensure a stable supply of production factors and reasonable prices.


9. Make fertilizer production guarantee. Implement the minimum production plan management of key fertilizer production enterprises, encourage sulfur and smelting acid enterprises to establish long-term strategic cooperation with phosphate fertilizer production enterprises, supply and marketing cooperative system agricultural materials enterprises and fertilizer production enterprises to establish long-term strategic cooperation, guide the integrated phosphate fertilizer enterprises that meet the safety and environmental protection regulations to increase the output of phosphate ores as much as possible based on the supply demand, and increase the supply of phosphate ores. Do a good job of "spring cultivation", "summer", "autumn and winter" and other key nodes of fertilizer production guarantee.


(5) Stimulate the vitality of enterprises and build a solid and stable foundation for the market

Provide high-quality raw material supply, technology upgrading solutions, digital empowerment, industrial finance and other services for upstream and downstream enterprises, and effectively play a leading role in supporting and demonstrating the industrial chain. We will accelerate cross-regional and cross-ownership mergers and reorganizations, carry out international operations, and accelerate the cultivation of a number of world-class comprehensive chemical enterprises and integrated energy enterprises. Promote the key enterprises to establish advanced quality management systems, organize and carry out the pilot work of graded evaluation of enterprise quality management capabilities, and encourage enterprises to climb to excellent quality.


11. Give play to the role of small and medium-sized enterprises in reinforcing and stabilizing chains. Encourage "chain owners" to publish lists and smes to reveal lists based on their advantages, organize and carry out integration and docking activities according to special topics, gather smes' strengths and innovation resources, anchor key links of important industrial chains and supply chains to carry out collaborative research, support "chain owners" enterprises to integrate supporting smes into important industrial chain supply chain management, and guide the improvement of quality management, standard management, research and development management and other systems. We will give full play to the role of small and medium-sized enterprises in industrial innovation, reinforcing and stabilizing the chain and strengthening the chain. We will carry out special actions to assign quality standards to small and medium-sized enterprises, encourage the creation of standard innovative enterprises, enhance the competitiveness of enterprises, and enhance the quality efficiency, standard capability and brand value of small and medium-sized enterprises. Guide local governments to provide more accurate services for specialized and special small and medium-sized enterprises and "small giant" enterprises, and strengthen the guarantee of innovative development, project landing, and stable employment.


Fourth, safeguard measures


12. Strengthen policy coordination. All regions should give full play to the role of the coordination mechanism for stable industrial growth in light of the actual situation in the region, incorporate the promotion of stable growth of petrochemical and chemical industries into the key work of the department, strengthen organizational leadership, strengthen the supporting and implementation of policies, carry out precision service guarantee, and promote the smooth operation of the petrochemical and chemical industries in the region. Strengthen the coordination of relevant departments, actively introduce policies and measures that are conducive to promoting the steady growth of the petrochemical and chemical economy, promote the precise force of policies, and further release the effect of policies. Relevant enterprises should give more prominence to stabilizing growth and promoting transformation, refine the implementation of the targets and tasks of stabilizing growth, and lay a solid foundation for improving quality and efficiency in the long run. Relevant industry associations should play the role of a bridge, timely feedback on the implementation of policies and countermeasures and suggestions, and guide enterprises to strengthen self-discipline.


13. Strengthen expectations management. Focusing on the operation monitoring and dispatching of major petrochemical and chemical provinces, key sub-industries, key chemical parks and key enterprises, tracking and monitoring the production and sales, prices, inventories, operating rates and imports and exports of key products, as well as the market demand of key industries and the construction of major projects, etc. Regular release of oil and chemical industry prosperity index, small and medium-sized enterprises (petrochemical) characteristic industrial cluster development index, capacity early warning report. Organize and carry out a series of reporting and publicity activities on the steady economic growth of the petrochemical and chemical industry, summarize and publicize the typical experience and practices of the stable growth and transformation of the industry in a timely manner, actively respond to public opinion and public concerns, improve the public's scientific and rational understanding of the petrochemical and chemical industry, further strengthen confidence and boost expectations.


14. Improve fiscal policy. Make full use of existing channels to increase support for key materials, common technologies, major equipment, industrial control software, and industrial application demonstrations. Deepen cooperation between industry and finance, promote coordination between industrial policies and financial policies, give full play to the role of the national industry and finance cooperation platform, and comprehensively use various financial instruments to support the petrochemical and chemical industries to accelerate their transformation. Optimize the tax rebate approval process for naphtha used as raw material.


15. Strengthen security services. We will establish and improve a carbon emission accounting system, and improve a market-based trading system for resources and environmental factors such as energy use rights, water use rights, and carbon emission rights.
