Mine safety production is the top priority of safety production. The General Office of the CPC Central Committee and The General Office of the State Council issued the Opinions on Further Strengthening Work Safety in Mines recently to the public. What are the ideas adjusted? How to promote the transformation of mine safety management mode to pre-prevention? How to prevent and resolve major safety risks in the field of mine production? At the press conference held by the State New Office on the 18th, the relevant person in charge of the National Mine Safety Supervision Bureau was read.

1. Support the safe and high-quality development of mines

Mine production safety concerns people's lives and property safety, economic development and social stability. In recent years, with the joint efforts of relevant departments at all levels and mining enterprises, the situation of mine safety production in China has been generally stable. So far this year, the number of mine accidents has fallen 13 per cent year-on-year.

"But at the same time, there are also some new situations and new problems, and there is an urgent need to issue a guiding document that is compatible with the new situation, new system, new tasks and new requirements and can lead the high-quality development of mine safety work across the country at present and in the future." Zhang Xin, deputy director of the State Bureau of Mine Safety Supervision, said that the opinion is the first guiding document in the field of mine safety production approved by the Party Central Committee and The State Council since the founding of New China, and is the basic compliance with the work of mine safety production under the new system and new mechanism.

The opinions consist of 24 contents in 7 parts, focusing on fundamentally eliminating hidden dangers of accidents and fundamentally solving problems, and putting forward a series of major tasks and important measures to strengthen and improve mine production safety.

"The salient feature of the opinions is pragmatism." Zhang Xin said that the opinions focus on the current deep-seated contradictions and outstanding problems in mine safety production, both from the system, legal system, mechanism and other aspects to make a series of deployments, but also from the party committee, government, departments, enterprises and other levels of a series of requirements.

In particular, the opinions establish a set of dynamic risk control mechanism of the whole process, which provides a method and path for promoting the transformation of mine safety management mode to prevention in advance; A complete safety production responsibility chain has been built, and local Party committees and governments, regulatory and supervisory departments, and mining enterprises are clearly required to implement safety responsibilities.

2. Promote the transformation of mine safety management model to pre-prevention

The report of the 20th National Congress of the Communist Party of China proposed to promote the transformation of the public security governance model to prevention in advance. Around the "prevention of transformation in advance", the opinions adhere to the gateway forward, source control, dynamic management, advance governance, timely warning, and rapid disposal, and put forward a series of measures.

"The opinions further put forward stricter new requirements for mine safety access, and reiterated some original regulations, enhancing the legal effect of the implementation of the regulations." Said Li Feng, director of the non-coal mine safety supervision Department of the State Administration of Mine Safety.

Li Feng further introduced that the guideline strictly limits the mining of coal mines with serious disasters, and stops the construction of new coal mines with coal and gas outburst, rock burst pressure and extremely complex hydrogeological types with a production capacity of less than 900,000 tons/year; Strictly control the source of non-coal mine mountain, and only one production system can be set up within the scope of one mining right in principle; Strict examination and approval of mine safety production permits, coal mines, metal and non-metal underground mines, tailings ponds and other construction projects safety facility design review and safety production license approval by the provincial level and above the mine safety supervision department is responsible for, shall not delegate or entrust.

The hidden danger of major accidents is one of the main causes of major accidents in mines. In this regard, the State Administration of Mine Safety has formulated and introduced the determination standards and interpretation of major accident hidden dangers in coal mines and metal and non-metal mines, and further promoted the comprehensive rectification of mine safety production and the special investigation and rectification of major accident hidden dangers 2023 action.

"In terms of investigating and controlling major hidden dangers, the opinions put forward targeted measures focusing on the implementation of the main responsibility of mining enterprises and the implementation of the supervision and supervision responsibilities of government departments." Li Feng said that the opinions strengthen the investigation and rectification of the full coverage of enterprises; It is emphasized that the mine safety supervision and supervision departments should establish a major hidden danger management and supervision system; Strengthen the backward investigation of hidden dangers, and clarify the main responsibility of enterprises in the investigation and rectification of major hidden dangers.

3. Make up for the shortcomings of intelligent development and accelerate the intelligent upgrading of mines

Mining is a typical traditional industry, and there are shortcomings in the development of digital intelligence. In recent years, a series of measures have been taken to promote the intelligent construction of mines. At present, there are 1,400 intelligent working faces in coal mines across the country, and 730 coal mines with intelligent working faces, accounting for 59.5% of the production capacity.

Sun Qingguo, director of the safety Foundation Department of the National Mine Safety Administration, said that at present, the overall level of intelligent mining construction in China is not high enough, and there are still problems such as insufficient understanding of some regions and enterprises, insufficient balance in construction progress, insufficient standards and specifications, and insufficient adaptability of some technical equipment.

Opinions on the special deployment of intelligent mine construction, the next will be through strengthening the top-level design, increasing policy support, strengthening service guidance, selecting advanced models of intelligent mines, and other ways to promote intelligent mine upgrading.

In recent years, some deputies to the National People's Congress and members of the Chinese People's Political Consultative Conference have called for strengthening the legislative work on mine safety, and their opinions have highlighted the promotion of mine safety management in accordance with the law.

Xue Jianguang, director of the Department of Policies, regulations and science and technology equipment of the State Administration of Mine Safety, said that the next step will be to comprehensively revise the "People's Republic of China Mine Safety Law", formulate regulations on coal mine safety production, strengthen mine standardization work, and further improve mine safety production laws and regulations standards.
