(1) Major disaster control projects.

Carry out in-depth monitoring of coal and gas outburst mines, high-gas mines, and coal mines with frequent gas over-limit accidents. We implemented a number of projects to comprehensively control gas and prevent and control flood disasters, fire disasters, blasting disasters, and rock burst, so as to achieve advanced and precise control. Integrate and optimize research institutions for disaster prevention and control, promote the establishment of the State key laboratory related to mine safety, the National Innovation Center for Mine Safety Technology, the National Research Center for deep Mining and major disaster Prevention and Control, and promote the establishment of the key laboratory for research on the mechanism, monitoring, early warning, prevention and control of major disasters in non-coal mines. Strengthen the construction of safety technology centers for metal and non-metal mines and tailings ponds, and carry out research on major mining disasters, deep mining and major disaster prevention and control. Further ascertain the temporal and spatial distribution of disasters such as coal and gas outburst, accurately classify the geological types of mine disasters, form a national "one map" of mine disasters and a basic database for prevention and control, and promote the construction of transparent mines. (2) Tailings pond safety risk comprehensive management project.

Make full use of the existing information system and the emergency management construction part of the public safety information project under construction, improve the national tailings pond risk comprehensive monitoring and early warning information "a network", local tailings pond safety risk monitoring and early warning information and enterprise online safety monitoring functions. (3) Mine safety information construction project.

We will improve the informatization standard system for mine production safety, standardize and guide the construction of a comprehensive information system for mine production safety. Relying on the emergency command information network or the national e-government external network, the construction of provincial nodes, provincial bureaus of the National Mine Safety Administration, all coal mining enterprises, non-coal underground mining enterprises data transmission network and other service platforms. Strengthen the integration of national mine safety supervision and supervision business coordination, realize the interconnection of supervision, supervision and law enforcement information, and mutual recognition and sharing of law enforcement clues and disposal. (4) Mine intelligent construction project.

Coordinate with relevant departments to promote intelligent mine construction policy support and supporting measures. On the basis of integrating existing facilities and strength, promote the creation of basic platforms such as the key laboratory of digital engineering technology for mine safety, the innovation research and development platform for intelligent mining technology, the comprehensive performance testing base for mining robots, and the safety analysis and verification platform for new technologies and modes of intelligent mining production. Promote the research and development and application of mining industrial Internet and intelligent equipment, promote the intelligence of mining equipment, realize the self-sensing, self-decision-making and self-control functions of equipment, and develop intelligent key technologies and complete sets of equipment and mining high-risk positions, accident rescue and underground rescue operation robots. Accelerate the deep integration of advanced technologies such as 5G and big data with mine safety production. Accelerate the training of intelligent mine personnel. To carry out intelligent mining operations and robot replacement demonstrations of dangerous positions, and promote the construction of a number of unmanned intelligent demonstration mines, intelligent mining faces, automatic metal and non-metal underground mines and small mechanized metal and non-metal underground mines.

(5) Mine personnel safety quality improvement project.

On the basis of integrating existing facilities and forces, support the construction of a number of safety production and skills training bases, practical operation test bases and warning education bases in concentrated mining areas. Promote "Internet Plus" and other advanced training methods, build a number of safety production training platforms and online training courses, and encourage the development of VR training materials. We will encourage mining enterprises above designated size to set up safety production management and technical teams, and guide mining enterprises to introduce a group of high-quality talents and recruit a group of highly skilled workers in accordance with local conditions. We will organize work safety training for employees and various types of special operations personnel, and promote the building of a knowledge-based, skilled and innovative workforce. Promote the construction of safety culture in mining enterprises, and further create a public opinion atmosphere for safety development.

(6) Supervision and supervision capacity improvement projects.

Implementation of mine safety supervision and supervision personnel introduction and team quality improvement project, strengthen the construction of supervision and supervision team, strengthen supervision and supervision personnel and professionals. We will increase the proportion of supervisory and supervisory personnel with professional educational background, increase training efforts, share supervisory and supervisory training resources, and comprehensively improve the ability of cadres to perform their duties. Establish a talent pool of mine safety experts and supervisory cadres, and strengthen the training of high-level personnel. Safeguard measure

1. Clear division of tasks.

3. Strengthen performance evaluation.

To guide and urge all relevant departments to incorporate mine safety production planning into local "14th Five-Year Plan" safety production and other relevant planning, synchronous deployment, synchronous promotion, synchronous assessment. Establish a planning performance assessment mechanism, and include the implementation of the plan in the assessment of local governments' work safety. We will implement comprehensive budget performance management, strengthen audit supervision, and strictly assess the performance of project funds.

4. Strengthen implementation evaluation.
