First, strict access to mine production safety

The exploration of mineral resources shall reach the prescribed level, the minimum distance between the production and construction scope of adjacent mines shall meet the relevant safety regulations, and the ridge demarcation shall not be allowed for ordinary sand and stone open-pit mines for construction. The scale contained in the mining license is the scale of the proposed construction, and the mine design unit may, on the basis of the feasibility study of the project, fully consider the efficient use of resources, safe production, ecological environmental protection and other factors, scientifically demonstrate and determine the actual production and construction scale in the preliminary design of the mine and the design of the safety facilities, and the mining enterprise shall strictly follow the design and construction of the safety facilities approved by the review and production.

3. Standardizing administrative licenses for work safety The safety facilities design review and safety production license approval of coal mines, metal and non-metal underground mines, tailings ponds and other mines shall be responsible for mine safety supervision departments at or above the provincial level, and shall not be delegated or entrusted. The safety supervision department of mines shall formulate standards for the review of the design of safety facilities for mine construction projects, strictly review the substance, and may not only review the procedure and form. It is strictly prohibited to outsource special blasting operations in metal and non-metal underground mines. The number of contracting units for excavation projects of metal and non-metal underground infrastructure construction shall not exceed 3. 17. Strengthening basic security management. (23) Strictly investigate and handle accidents. 7. Strengthen organization and implementation
