3. Standardizing administrative licenses for work safety The safety facilities design review and safety production license approval of coal mines, metal and non-metal underground mines, tailings ponds and other mines shall be responsible for mine safety supervision departments at or above the provincial level, and shall not be delegated or entrusted. 17. Strengthening basic security management.
