From abandoned mines to Chongqing's "Little Jiuzhai", what has Causeway Mountain experienced?

"Mountainside" focus on the ecological restoration of abandoned mines, their affected areas and mine water bodies; "Under the mountain" focus on the comprehensive renovation of land, while coordinating the prevention and control of rural non-point source pollution, groundwater survey, village renovation and other 10 sub-types of work.

According to statistics, in the treatment process of Causeway Mountain mine, a total of 3,000 mu of mine area was repaired, and the repair and treatment rate reached 70%. More than 2,100 mu of agricultural land such as cultivated land and forest land were added, nearly 550,000 trees were planted, nearly 10,000 mu of land greening and forest transformation were added, 150,000 square meters of shrubs and lawns were added, the mountain forest coverage rate reached 80%, and 54 safety hazards such as slopes were eliminated. A comprehensive improvement of 5,000 mu of China's territory was completed.

The ecological environment quality of Causeway Mountain has been greatly improved, and the indicators such as mine water quality, mine greening rate and air quality have been improved year by year. Biodiversity continues to increase, the variety and number of wild animals and plants continue to increase, and six Mandarin ducks were found for the first time in the No.8 mine "Xixinhai".

Increase the policy "contain new amount", clear water and green mountains into the market "cash"

The reason why the ecological restoration project of the Causeway Mountain mine was able to turn waste into treasure and activate the sleeping natural resources was largely due to Chongqing's opening up the transformation channel of "resources - assets - capital - funds".

In May 2021, with the approval of the Ministry of Natural Resources, Chongqing Bureau of Planning and Natural Resources issued the "Chongqing Planning and Natural Resources Field Ecological Product Value realization Mechanism Pilot Implementation Plan", and started the pilot work of planning ecological product value realization mechanism in the field of natural resources. Yubei District implemented the requirements of the pilot work, and steadily promoted the pilot ecological restoration and industrial management of the Causeway Mountain mine.

Where's the money coming from? Ren Jie, deputy chief of the Farming protection and restoration Department of Yubei District Planning and Natural Resources Bureau, said that first, actively supporting local financial investment, effectively promoting the pilot work of ecological restoration and industrial management of the Causehill mine. Second, establish a special fund for ecological restoration. We will strive for 150 million yuan of central financial funds for the pilot project of ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasslands, and promote ecological restoration and management in mining areas. At the same time, the new cultivated land index income and ecological dipiao income generated by the comprehensive land improvement and ecological restoration of the mines in the Causeway Mountain area will be included in the special fund for ecological restoration, and will be used as a whole for the protection and restoration of mountains, rivers, forests, fields, lakes and grasslands to ensure long-term investment in ecological restoration.

In order to promote the "realization" of green water and green mountains into the market, Chongqing follows the development model of "government-led, enterprises and all sectors of society participate, and market-oriented operation", and ensures the continuous smooth realization of the value of ecological products through policy, system and institutional innovation.

In July 2019, Chongqing Bureau of Planning and Natural Resources issued the Notice on Matters Related to the Reclamation Index Transaction of Historical Abandoned Mines, which clearly stipulates that "for historical abandoned mines that meet the relevant reclamation conditions, the reduction of construction land index formed after ecological restoration through engineering measures can be traded as dipiao." Yubei District actively undertakes policy dividends, explores ecological land in the Causeway Mountain mine, and promotes the reclamation index trading of abandoned mines left over from history through ecological restoration of more than 140 hectares of new cultivated land, forest land and other agricultural land, mobilizing the enthusiasm and initiative of district and county restoration.
