Development goal
During the "13th Five-Year Plan" period, in accordance with the strategic deployment of manufacturing power construction, the chemical fiber industry will focus on the implementation of the "Made in China 2025" green manufacturing key tasks, focus on the green transformation and upgrading of the industry, accelerate the research and development and industrialization of key technologies, actively build a green manufacturing system, accelerate the green development of the chemical fiber industry, promote the energy saving and consumption reduction of the chemical fiber industry, and achieve cost reduction and efficiency reduction. Increase the effective supply of green products and green services, promote the construction of green fiber labeling and certification system, and enhance the market awareness of green fiber products.
By 2020, the concept of green development has become the general requirement of the whole process of production of chemical fiber industry, the promotion mechanism of green development of chemical fiber industry has basically taken shape, green design, green manufacturing, green procurement, green process technology, and green chemical fiber products will become the new growth point of chemical fiber industry, and the overall level of green development of chemical fiber industry will be significantly improved.
Energy efficiency has been significantly improved. The growth rate of industrial energy consumption has slowed down, the energy consumption per unit product of chemical fiber sub-industries has reached the world's advanced level, and the energy consumption of some products has reached the international leading level.
The level of cleaner production has been greatly improved. The use of advanced and applicable cleaner production technologies and equipment has been basically popularized; the level of cleaner production in industries has been significantly improved; emissions of sulfur dioxide, nitrogen oxides, chemical oxygen demand and ammonia nitrogen have been significantly reduced; and emissions of high-risk pollutants have been substantially reduced.
The level of resource utilization has improved significantly. Water consumption per unit product has further decreased, the comprehensive utilization rate of bulk industrial solid waste has further improved, and the recycling rate of major renewable resources has steadily increased.
Green chemical fiber manufacturing system has been established. Green fiber manufacturing standard system has been basically established, and green design and evaluation have been widely used. Green procurement, green fiber label products have increased significantly, and the industry has initially formed a green supply chain.
The manufacturing capacity of green chemical fiber has been steadily improved. To form a group of core competitive backbone enterprises, a total of 50 key technical transformation projects have been completed, and 20 green chemical fiber demonstration factories, 2 green chemical fiber industrial parks, 2-5 chemical fiber ecological (green) design demonstration enterprises, and 10 green fiber product innovation centers have been created.
The emission intensity of major pollutants in the main product consumption and key (viscose, acrylic, Vinylon) industries of chemical fiber industry has reached the world's advanced level, and some professional green manufacturing levels are in the world's leading position. Form a new pattern of innovation-driven, intensive, efficient and environmentally friendly industry development.
We will step up efforts to eliminate backward production capacity and reduce some excess capacity. By 2020, caprolactam (CPL) production lines that consume 25% more energy per unit than the current advanced value and have 30% higher processing costs will be optimized or eliminated; Optimize or eliminate terephthalic acid (PTA) production lines with 50% higher comprehensive energy consumption per unit than the current advanced value, 29% higher COD emission per unit product, 40% higher solid waste generation per unit product, and more than double the processing cost; Optimize or eliminate the production lines of recycled polyester bottle chips with unit comprehensive energy consumption more than 20% higher than the existing advanced value, wastewater discharge more than 40% higher, COD discharge per unit product more than 10% higher, and processing cost 30% higher.
