Focus on China's smart ships and look forward to the future development path. On July 9, on the occasion of the 2021 World Artificial Intelligence Conference, the China Intelligent Ship Innovation Alliance 2021 Annual Alliance Member Conference hosted by the chairman unit of the alliance and Shanghai Ship Research and Design Institute under China State Shipbuilding Corporation Limited was held in Shanghai. The meeting reviewed and summarized the main work and achievements of the Alliance since its establishment, clarified the next step of the work plan, and informed the relevant resolutions of the Council of the Alliance. More than 100 representatives from China State Shipbuilding Group, China Shipbuilding Industry Association, relevant government departments, alliance members and relevant enterprises and institutions attended the meeting.
To shoulder the burden of The Times, the alliance was born. In order to further promote the development of China's smart ships, at the end of 2017, under the support and guidance of the Ministry of Industry and Information Technology, and under the care of China Shipbuilding Group, the China Smart Ship Innovation Alliance was formally established in Shanghai. Led by the Boarding Institute, the alliance members cover more than 70 domestic smart ship users, key research institutes, colleges and universities, supporting enterprises, inspection institutions and IT enterprises.
The purpose of the alliance is to take the market as a guide, unite the leading enterprises in the ship and intelligent system industry, promote the integration of the whole industrial chain of production, university and research, enhance the technological innovation and competitiveness of the intelligent ship industry, and seize the commanding heights of the international intelligent ship field. The main task is to study the development trend of smart ship technology, achieve a breakthrough in smart ship equipment, solve the problem of supporting the whole industrial chain of smart ships, explore the common technology of smart ships, study and formulate smart ship standards and specifications, smart ship operation mode innovation, and provide policy suggestions, technical guidance and support for the development of smart ship industry.
Since its establishment, the alliance has actively advocated and implemented the national smart ship development strategy, adhered to the work policy of opening up and cooperation and promoting deep cross-border integration, organized special forums, seminars and special demonstration meetings on smart ship technology development, organized on-site inspections and comprehensive investigations of smart ship demonstration projects, and made every effort to build a resource-sharing platform and strengthen cooperation. Promote the coordinated development of the whole industrial chain.
At the same time, the relevant member units of the Alliance will be organized to participate in the drafting and preparation of the Smart Ship Development Action Plan (2019-2021) and the Smart Ship Standard System Construction Guide of the Ministry of Industry and Information Technology. For the "Intelligent Shipping Development Guidance" organized by the Ministry of Transport to put forward relevant suggestions on intelligent ship equipment, the comprehensive effectiveness of China Intelligent Ship Innovation Alliance has become increasingly apparent.
Wang Wei, executive director of the Science and Technology Department of China State Shipbuilding Group, pointed out in his speech that during the 13th Five-Year Plan period, the Alliance played a full role in promoting the technological development of China's smart ships, and successfully delivered the world's first smart ship "Dazhi", the world's first 400,000-ton super-large smart ore carrier, the world's first 308,000-ton super-large smart crude oil carrier and other demonstration ships. Lead China to fully enter a new stage of technology application and commercial landing of smart ships. It is hoped that as the chairman unit of the alliance, under the guidance of the expert Committee, the ship Institute will promote the research on the core key technologies of smart ships, formulate relevant standards for smart ships, build smart ship brands, explore the promotion mechanism of research results, promote cross-industry collaboration, and achieve the sound development of the whole industrial chain of smart ships in China.
Li Yanqing, secretary general of China Shipbuilding Industry Association, said in his speech that China Shipbuilding Association supports the development of China smart ship innovation Alliance, and is also studying the establishment of a professional committee for smart ship development to bring together greater forces to promote the rapid progress of the industry in this field. It is expected that the alliance will make new contributions to the industry's technological innovation, the construction of intelligent ecology, the improvement of policies and regulations, and the construction of China's intelligent ship system.
Wu Sheng, academician of the Chinese Academy of Engineering and deputy chairman of the Expert Committee of the Alliance, hopes that the Alliance can stand at the height of the industry, give full play to the role of six aspects of intelligent ship direction demonstration, path planning, layout coordination, project suggestions, research guidance, application and promotion, and establish the development direction, technical route and scientific and reasonable industrial chain layout of China's intelligent ship. Yang Baohe, a Chinese ship design master and member of the expert committee of the Alliance, put forward three suggestions: First, pay attention to how to achieve benefits through intelligence in the shipping process, rather than pure technology improvement; The second is to pay attention to the collaborative management of the fleet, step by step to implement the intelligence; The third is to link the degree of intelligence with the characteristics and risk levels of the ship itself to truly achieve safety, efficiency and intelligence.
Lu Zhiyong, secretary general of the Alliance and president of the Ship Institute, said in his speech that under the promotion of the Alliance, the "smart ship 1.0 major research and development project" led by the ship Institute has successfully landed, and based on the research and development results of smart ship 1.0, relying on the alliance platform, the joint member units have comprehensively carried out the demonstration work of the next stage of smart ship research and development, and a preliminary technical plan has been formed. While vigorously developing smart ships, we will pay more attention to the development of key technologies. Under the support and guidance of the Ministry of Industry and Information Technology and China State Shipbuilding Group, the alliance will gather the wisdom and strength of the alliance members, and strive to achieve high-quality progress on the "long runway" of smart ship development, and build a Chinese brand of smart ships.
The meeting clarified the working idea of the next step of the alliance, that is, give full play to the role of industry think tanks to provide technical guidance and support for the development of the industry. Implement the main tasks of the alliance, and jointly carry out research on the future development trend of smart ship technology and industry. Carry out academic exchanges and discussions, rely on technical working groups, and cooperate extensively with other organizations in technical fields. Promote standardization work, formulate and publish group standards with the alliance as the main body, and declare relevant standards for smart ships.
