Guidance on deepening the reform of professional title system for ship technicians

I. General requirements

(1) Guiding ideology

 Establish a professional title system that conforms to the characteristics of ship professionals and technicians, and provide strong talent support for accelerating the construction of a powerful transportation, Marine and maritime power.

(2) Basic principles

1. Adhere to service development and international adoption. Guide shipping professionals and technicians to firmly establish the purpose of service and wholeheartedly serve the development of shipping and transportation. To adapt to the requirements of international conventions and standards, establish the corresponding relationship between the qualifications of seafarers and the titles of professional and technical personnel of ships, and promote international exchanges and cooperation among seafarers.

2. Adhere to hierarchical classification and scientific evaluation. According to the characteristics of the ship's class and navigation area, the evaluation criteria shall be formulated in different categories, and the evaluation mechanism shall be innovated to constantly improve the professionalism, pertinence and scientificity of the evaluation of ship professional and technical personnel.

3. Adhere to practice and focus on performance. Combined with the actual work of the ship, highlight the moral character, ability and performance orientation of the title evaluation. Focus on the assessment of professional ethics, professional behavior, emergency response ability, practical experience, and guide ship professional and technical personnel to pay attention to professional behavior performance, pay attention to emergency response level, pay attention to service quality, and pay attention to work performance.

Ii. Main contents

Through measures such as improving the system, improving the evaluation standards, innovating the evaluation mechanism, and reforming the management and service methods, a professional title system covering all kinds of ship professional and technical personnel is formed, which is oriented by virtue, ability and performance.

1. Improving institutions and systems

1. Identify your major. To adapt to the development of Marine electronic and electrical technology, the ship electronics major is set up, and the original motor and radio service majors are included in the ship electronics major. After the adjustment, the professional titles of ship technicians are divided into four professional categories: ship driving, ship engineering, ship electronics and ship pilotage.

2. Add senior titles. Ship professional and technical personnel titles are junior, intermediate, senior, junior titles are divided into member level and assistant level, senior titles are divided into deputy senior and senior. Officer, assistant, Intermediate, Deputy senior and senior titles are in order of pilot (engineer, ship electronics, pilot), assistant pilot (Assistant engineer, assistant ship electronics, assistant pilot), intermediate pilot (intermediate engineer, intermediate ship electronics, intermediate pilot), senior captain (Senior Chief engineer, senior ship electronics, senior pilot Officer) and Senior Captain (Senior Chief Engineer, Senior Marine Electronics Officer, Senior Pilot).

3. Realize the effective connection between the title system and the crew's professional qualification system. The ship's professional and technical personnel who have obtained the crew qualification may have junior or intermediate titles. Focusing on the future development direction of ship professional and technical personnel services, in accordance with the relevant provisions of the International Convention on Standards of Training, Certification and Watchkeeping of Seafarers (STCW Convention) and the Regulations of the People's Republic of China on Seafarers, the corresponding relationship between the primary and intermediate titles of ships and the professional qualifications of seafarers is dynamically adjusted. The corresponding relationship shall be formulated and promulgated by the Ministry of Transport and submitted to the Ministry of Human Resources and Social Security for the record.

4. The titles of ship professional and technical personnel at all levels correspond to the levels of professional and technical posts in public institutions. Senior corresponding professional technical posts 1 to 4, deputy senior corresponding professional technical posts 5 to 7, intermediate corresponding professional technical posts 8 to 10, assistant level corresponding to professional technical posts 11 to 12, member level corresponding to professional technical posts 13.

2. Improving evaluation standards

1. Highlight and evaluate the professional ethics of ship professionals and technicians. Adhere to the professional ethics in the first place in the evaluation, the crew's daily work to prevent and deal with safety accidents, compliance with traffic safety and pollution prevention laws and regulations as an important content of evaluation, guide the ship's professional and technical personnel consciously abide by the law, diligent and responsible, participate in management, strengthen service, and constantly improve professional ethics and professional ability. Establish a credit management and evaluation mechanism, and increase punishment for those who break the trust. Academic fraud and seniority fraud shall be put an end to, and titles obtained through violations of discipline and regulations shall be revoked.

2. Fully reflect the characteristics of the profession, highlight the evaluation of performance levels and actual contributions. In view of the professional characteristics of the ship series with strong practical operation, focusing on the long-term development needs of the crew, the safety record, work performance, practical experience and contribution are taken as the main content of evaluation, and the weight of evaluation indicators such as technological innovation, patents, technology promotion and standard formulation is increased, and economic and social benefits are emphasized. Implementation of representative system, focusing on the quality of results. On the basis of occupational classification and application oriented, the practical operation ability and comprehensive quality evaluation of crew members are strengthened, and the competency of professional and technical personnel of ships is objectively reflected.

3. Focus on leaning toward the base line. For the personnel who have long insisted on working at the grass-roots level, especially the ship professional and technical personnel who carry out urgent, difficult, dangerous and heavy tasks, the requirements for academic qualifications and qualifications should be appropriately relaxed, and the actual work performance should be investigated.

4. Combine national standards, regional standards and unit standards. The Ministry of Human Resources and Social Security and the Ministry of Transport shall be responsible for formulating the Basic Standards for the Evaluation of Senior Professional Titles of Ship Professionals and Technicians (attached). Each province (autonomous region or municipality) may formulate its own standards in light of its own economic and social development. An employer with the right of independent evaluation may formulate its own standards in light of its actual conditions. Regional standards and unit standards shall not be lower than national standards. The evaluation standards for primary and intermediate professional titles shall be carried out in accordance with the standards for sailor qualification examination.

3. Innovating evaluation mechanisms

1. Enrich evaluation methods. Various evaluation methods such as examination and expert review are adopted comprehensively to establish an evaluation mechanism that ADAPTS to the professional characteristics of ship professionals and technicians at different levels. The primary and intermediate titles of ships shall be taken by examination and shall be combined with the seaman qualification examination. The deputy senior and senior titles adopt the evaluation method, adhere to the peer expert review, and pay attention to the evaluation of the professional ethics, ability and quality of the professional and technical personnel of the ship.

Improve the working procedures and rules of the review committee, clearly define the responsibilities of the staff and experts of the review committee, and strengthen the organizational management of the review committee. Establish an open evaluation system, implement open policies, open standards, open procedures, and open results, and ensure that the evaluation of professional titles of ship technicians is objective and fair.

4. Improving management services

1. Reasonable decentralization of professional title review authority. According to the needs of shipbuilding professional and technical personnel team construction, to ensure the quality of evaluation as the premise, senior titles are generally organized by the Ministry of Transport review. Give full play to the leading role of employers in the evaluation of professional titles, and gradually delegate the power of deputy senior professional titles evaluation to large enterprises and institutions with conditions and willingness. The evaluation committees of professional titles at all levels set up by each unit shall, in accordance with the procedures, approve and put on record and carry out the evaluation of professional titles in a standardized manner.

2. Smooth application channels for professional titles. Explore and select qualified industry associations or societies, public talent service agencies and other social organizations to provide professional title declaration services for private enterprise crew and social crew, and ensure that private enterprise crew and social crew participate in the declaration and evaluation of ship titles in a fair and equitable manner.

3. Strengthen the informatization construction of professional title management. The implementation of the "discharge service" reform requirements, combined with the professional characteristics of the crew, the crew certificate can be regarded as having a primary or intermediate title in the ship series, and the corresponding professional and technical qualification certificate will be issued. Certificates shall be produced and issued by the Ministry of Transport, and electronic certificates shall be gradually implemented. Strengthen the information management of professional and technical professional title evaluation of ship personnel, implement the electronic professional and technical archives of ship titles, and gradually realize the online declaration, acceptance, result query, certificate inspection, etc.

3. Organization and implementation

1. Unify thinking and strengthen leadership. The title system reform of ship professional and technical personnel is an important part of promoting the title system reform in a series of policies, involving a wide range of areas, all places should attach great importance to, effectively strengthen leadership, clear work responsibilities, and ensure that the title system reform of ship professional and technical personnel is promoted steadily. The human resources and social security departments at all levels, together with the relevant departments of transportation and other departments, shall be responsible for the policy formulation, organization and implementation, supervision and inspection of the reform of the title system of ship professionals and technicians nationwide. All relevant departments should cooperate closely, strengthen publicity and do a good job in relevant work.

2. Careful organization and prudent implementation. All localities and relevant units shall implement various reform measures in light of the actual situation, and the evaluation of professional titles of ship technicians shall be carried out in strict accordance with the provisions of these Opinions, and shall not arbitrarily lower the evaluation standards or expand the scope of evaluation without authorization. The ship professional and technical qualification certificates obtained before the promulgation of these Guiding Opinions shall directly correspond to the new ship professional and technical personnel titles according to their professional titles, and shall not be renewed in principle.

3. Strengthen oversight to ensure fairness. The reform of the professional title system of ship technicians involves the vital interests of seafarers. The evaluation institutions shall strictly standardize the evaluation procedures. Improve the evaluation and employment supervision mechanism, earnestly implement the professional title evaluation avoidance system, publicity system, random check system, establish review and complaint mechanisms, give full play to the supervision role of discipline inspection and supervision departments and the majority of crew members, improve the integrity commitment and dishonesty punishment mechanism, ensure that the professional title evaluation procedure is fair and standardized, and the evaluation and employment process is open and transparent.

These Guidelines are applicable to professional and technical personnel working on the following types of vessels:

1.100 Professional and technical personnel for driving and Marine electronics of sea-going vessels, inland waterway vessels and non-self-propelled sea-going I, II and III engineering vessels.

2. Harbour (inland river) pilot.

3. Marine Marine ships with main propulsion power units of 220 kW and above, inland river ships with main propulsion power units of 75 kW and above, and Marine non-self-propelled I, II and III engineering ships.
