According to the calculation of the China Academy of Information and Communications Technology, during the "14th Five-Year Plan" period, China's new infrastructure construction is expected to drive investment of more than 10 trillion yuan. One end is connected with huge investment and demand, and the other end is connected with the ever-upgrading consumer market. As an important part of the modern infrastructure system, digital infrastructure is playing an increasingly important role in stabilizing investment, adjusting structure, and benefiting people's lives, becoming an important support for the high-quality development of China's economy.

In February 2023, the CPC Central Committee and The State Council issued the Overall Layout Plan for the Construction of Digital China, which put forward the overall layout of the construction of digital China in the new era from the overall and strategic perspective of the development of the cause of the Party and the country, and clarified the guiding ideology, main goals, key tasks and safeguard measures for the construction of digital China. The document regards "opening up the major arteries of digital infrastructure" as an important part of consolidating the foundation of digital China's construction, indicating the development direction for China's digital infrastructure construction and providing strong policy support.
