Infrastructure development has strengthened the foundation for development

Infrastructure is an important support and prerequisite for economic and social development. Thanks to the joint efforts of all sectors of society, China has made historic achievements in the development of transportation, energy, water conservancy and new infrastructure. The construction of a modern comprehensive three-dimensional transportation system and a modern energy system has been accelerated, and the overall level of infrastructure has leapfrog, providing a strong guarantee for economic and social development and laying a solid foundation for building a great modern socialist country in an all-round way.

The overall level has been greatly improved

If we use one sentence to describe the current situation of China's transportation infrastructure, it is "people enjoy their travel and things flow smoothly." In the past 10 years, the construction of China's modern comprehensive three-dimensional transportation system has accelerated, the transportation layout, structure, function and development mode have been continuously optimized, the construction of strategic backbone channels has been accelerated, the multi-level integrated comprehensive transportation hub system has been gradually improved, and the coverage and accessibility depth have continued to expand.

By the end of 2021, the total length of China's comprehensive transportation network will exceed 6 million kilometers, including 150,000 kilometers of railways in operation, 160,000 kilometers of expressways open to traffic, 4.466 million kilometers of rural roads, 250 airports and 5,581 air routes, and 128,000 kilometers of inland waterways. 2,659 berths of 10,000-ton class and above.

A number of major projects have been completed, including the Hong Kong-Zhuhai-Macao Bridge, Beijing Daxing International Airport, Shanghai Yangshan Port Automated Terminal, Beijing-Zhang high-speed Railway, Chengdu Tianfu International Airport, and Hubei Ezhou Huahu Airport. Construction began on a number of major projects, including the Sichuan-Tibet Railway and highway supporting projects, the main passage from Xinjiang to Tibet, the new Land and Sea Passage (plain land) canal project in Western China, and key sections of the high-speed railway along the Yangtze River.

Transportation infrastructure is a microcosm of our country's infrastructure construction. For the characteristics of China's infrastructure construction in the past 10 years, Zheng Jian, director of the Foundation Department of the National Development and Reform Commission, summarized it as "the scale advantage is prominent, the layout is more balanced, and the structure is increasingly reasonable."

In terms of scale, by the end of 2021, in addition to the total length of the comprehensive transportation network exceeding 6 million kilometers, the total length of 220 kV and above transmission lines will reach 843,000 kilometers, the total length of optical cable lines will reach 54.81 million kilometers, 1.3 times, 1.7 times and 3.7 times of that of 10 years ago, respectively, and the total storage capacity of reservoirs will reach 903.5 billion cubic meters. It has formed a super-large-scale network, and the scale of high-speed rail, expressways, power grids and 4G networks has long been ranked first in the world.

In terms of layout, the modern infrastructure network is more rationally distributed in the central and western regions, between urban and rural areas, and along the coasts, borders and rivers. Construction began on the Sichuan-Tibet Railway, and the Hotan to Ruoqiang Railway was put into operation. Railway service in the central and western regions accounted for 60% of China's total. The opening to traffic of the Medog Highway in Tibet marked the completion of road access to all counties in China. Road, power and communication facilities in western and border areas have been strengthened, greatly improving the working and living conditions in border areas.

In terms of structure, high-speed rail, expressways, UHV transmission lines, and 5G networks are developing rapidly, and the proportion of high-standard and high-quality infrastructure is constantly increasing. The construction of clean energy bases focusing on deserts, Gobi and desert areas has been accelerated, and the proportion of installed new energy capacity and power generation has been continuously increased, effectively promoting the realization of the goal of peaking carbon neutrality. The basic network has been continuously expanded and improved, with a net increase of more than 900,000 kilometers of rural roads in the past 10 years, continuous optimization and improvement of rural power supply networks, and elimination of the population without electricity in 2015.

More importantly, the level of infrastructure engineering construction and technological innovation has continued to improve, and the ability to drive innovation has been significantly enhanced. From high-speed railways, long-span Bridges to UHV power transmission, third-generation nuclear power, from super-large water conservancy projects, a new generation of mobile communications to the industrial Internet, China has achieved leapfrog development in many infrastructure fields, and the construction technology of offshore deep-water ports and large airport projects has entered the world's advanced or leading ranks.

"In the past 10 years, major landmark projects have been emerging. Major national projects such as the Hong Kong-Zhuhai-Macao Bridge, Beijing Daxing International Airport, and the East-Central Line of the South-to-North Water Transfer Project have been completed and put into operation; the Beijing-Shanghai Trunk Line, the world's first quantum secure communication backbone line, has been completed; and the Jiquan (Changji-Guquan) ± 1,100 kV DC transmission project with the highest voltage level, largest transmission capacity and farthest transmission distance has been successfully put into operation. The China Sky Eye, the fully superconducting Tokamak device, and the Shanghai Light Source have achieved world leadership, demonstrating the national spirit and modern level of great power craftsman style." Zheng Jian said.

New infrastructure boosts new upgrades

"Every round of scientific and technological revolution breeds new infrastructure construction, and every round of infrastructure construction leads to new economic transformation and upgrading." Zhang Zhihua, deputy director of the high technology Department of the National Development and Reform Commission, said that in the past 10 years, China's new infrastructure construction has shown the characteristics of accelerated upgrading, integrated development, innovation and optimization, providing strong support for high-quality economic and social development.

According to statistics, in the past 10 years, China's optical fiber length has increased by about 2.7 times, mobile communications from "4G and run" to "5G leadership", to achieve "county and county 5G, village and village broadband", the next generation of Internet technology to accelerate the application, network scale and application level of the world's leading. From the perspective of computing facilities, the construction of the national integrated big data center system was accelerated, and the construction of eight national computing hub nodes was started. The layout of integrated infrastructure has been further accelerated, and smart facilities are entering thousands of industries. In recent years, the construction of three-dimensional intelligent transportation systems has accelerated, and new forms of transportation such as unmanned docks and autonomous driving have emerged. More than 90% of airports have realized paperless and convenient travel. The intelligent energy dispatching system and intelligent inspection system have greatly improved the efficiency and security of energy supply. The national industrial Internet network, platform, security and identification analysis system has been basically completed; The construction of e-commerce, telemedicine, online education and other facilities for the people's livelihood has accelerated, injecting new impetus and vitality into economic and social development and the improvement of people's livelihood.

At the same time, innovation infrastructure optimization continues to accelerate. On the one hand, China has initially built a relatively complete system of major science and technology infrastructure, the layout of 77 national major science and technology infrastructure has been built and operated 32, some facilities into the world's first square; On the other hand, China has continuously accelerated the construction of innovation capacity, consolidated the dominant position of enterprises in innovation, and built more than 200 national engineering research centers, more than 1,600 state-level enterprise technology centers and a number of national industrial innovation centers in key areas, and constantly improved the system of technology development facilities.

Zhang Zhihua said that the construction of new infrastructure provides continuous support for the exploration of new technologies, promotes the deep integration of information technology and the real economy, helps the digital economy become a powerful engine for economic and social development, and also brings more improvements in people's livelihood. For example, the development of integrated infrastructure such as telemedicine and smart elderly care has accelerated, and the in-depth application of Beidou navigation in transportation, urban management and other fields has effectively improved the facilitation of people's lives. In the future, the effectiveness of the new infrastructure will be further demonstrated.

We will increase infrastructure construction in key areas

The new stage of development puts forward higher requirements for infrastructure construction. How to further improve the quality and level of infrastructure construction is a new topic that all regions and departments need to face.

"If we continue to deepen the market-oriented reform of infrastructure, we must build a modern governance system commensurate with it."
