On October 26, Hu Yuting, deputy secretary of the Jilin Provincial Party Committee and governor, presided over a special meeting on accelerating the development of the province's new energy industry. 

At the meeting, Hu Yuting systematically listened to the current situation of the province's wind power resources, management mode, innovation measures, development goals, etc., and in-depth exchanges with experts from research and design institutions such as new energy, hydrogen energy, energy storage, to explore the path of industrial development, solve key and difficult problems, and deploy the next key work.

Hu Yuting stressed that our province is rich in wind and electricity resources, the industrial chain cluster supporting a good foundation, the development of new energy industry is unique and has great potential. It is necessary to improve the understanding of governments at all levels and all sectors of society on the development of new energy industry, further unify thinking, strengthen guidance, extensive training, and promote the participation of government, enterprise, academic research and use of all parties, in the spirit of time is not waiting for me, seize the day and night, implement the "double carbon" strategy, and seize the development opportunities of new energy industry. Anchor the goal of "new energy installed capacity of more than 5 million kilowatts per year and more than 30 million kilowatts in five years", vigorously implement the "land scenery Three Gorges" and "landscape energy storage Three Gorges" project, expand comparative advantages, based on local consumption, crack the bottleneck problem, Strive to build the new energy industry into an important support for industrial transformation and upgrading, green and low-carbon development, project investment growth, and new quality productivity generation.

First, we must strengthen the overall planning at the provincial level and focus on building a number of green electricity demonstration parks. Support leading energy enterprises in the layout and development of new energy fields, apply innovative models such as incremental distribution network, new energy direct supply hydrogen-based green energy, load supporting new energy, local area network operation, and create green power parks integrating power generation, consumption, energy storage, and transformation. Enlarge the policy advantages, reduce the price of electricity in the park, effectively carry out targeted investment, attract a number of high-end manufacturing industry projects that meet the requirements of flexible energy use to enter the park, improve the efficiency of the park, promote industrial agglomeration, and achieve a larger development of the new energy industry and a better level of consumption.

Second, we should fully delegate power and empower cities and states to develop "green electricity +" projects through innovative mode filing systems. Take resource utilization rate as the assessment standard, support all localities to explore innovative models, enhance local enthusiasm, and accelerate the development and utilization of scenic resources. We will accelerate the early implementation and construction of existing mature projects, strengthen policy support, and form a leading demonstration effect as soon as possible. Strengthen the evaluation of new projects, ensure that they are in line with the development direction, and give priority to supporting the landing of projects with absorption, energy storage and transformation functions.

Third, we must do a good job of "green electricity + consumption" article, and promote the integration of advantageous industries and new energy industries. Further change the way of thinking, from "power output" to "product output", promote the use of green energy in carbon fiber products industrial parks, and promote high-end, low-carbon, and green industries. Accelerate the consumption of hydrogen, alcohol, ammonia and other green electricity products, expand application scenarios, increase market development, reduce conversion costs, and promote the maximum local consumption of new energy.Fourth, we must optimize policies and measures to form the competitiveness of new energy development policies. Systematic integration of existing policies, learning from advanced experience, innovation and breakthrough measures to form a "combination of policies", strengthen policy publicity and promotion, and create a good atmosphere for the high-quality development of the new energy industry.


Clearly understand the "two major" characteristics of new energy development

Under the promotion of low-carbon concept, policy support and technological progress, China's new energy development has made remarkable achievements, and has become the most beautiful "business card" in China's modern industrial system. However, the development of any industry can not escape the objective laws of industrial growth and market competition, and the new energy industry is naturally no exception. Today, the new energy market has rapidly changed from the blue ocean to the Red Sea, the market competition is becoming increasingly fierce, and the challenges facing are increasingly intensified, which is behind both objective effects and subjective factors, prominent in two aspects:

With the advent of the era of competition, market competition has intensified unprecedentedly. At present, if you want to use a fashionable word to summarize the competitive situation of the new energy industry, it is "volume". Especially under the "dual carbon" transformation goal, in addition to the continuous investment of traditional energy and power giants, local governments also through reform and restructuring, intensive formation of energy groups, now since the year, Guizhou Energy Group, Guangxi Energy Group, Xinjiang Energy Group and other local energy state-owned enterprises have been set up, accelerating into the new energy "track". It is hoped that by integrating the province's energy resources, it will serve as an important engine to promote regional economic transformation and sustainable development. In addition, other central enterprise giants and private enterprise bosses are also "eyeing" and swarming into new energy to carry out cross-border competition, resulting in excessive capital and chaos in the new energy industry, and unprecedented intensification of market competition.


The "real estate" trend of the new energy industry is prominent, and industry for project has become the new normal. In recent years, with the economic downturn and the impact of the epidemic, especially the "land finance" has fallen into a downturn, resulting in a general strain in local finance, and the pressure of industry, taxation and investment. In particular, PV, which also takes "land" as the carrier, is similar to the logic of real estate development, and is the realization of the value of land resource development. Although its land occupation time and land quality is not as good as real estate, it is already a very attractive "cake" for local governments that are "hungry" now, and the trend of PV "real estate" is becoming increasingly fierce. In addition, "industry for project" has also become a mandatory requirement, or even a necessary condition, on or off the table in many places. Although the national competent authorities expressly prohibit supporting industries as the threshold of project development and construction, many provinces have put forward different forms of industrial supporting requirements driven by practical interests, the purpose is to seek industrial breakthroughs through industry for projects and land sales to stimulate local financial taxes. With the tight local finance, it is expected that more and more places will start the collection of new energy land use tax or farmland occupation tax, which will be unbearable for new energy enterprises, especially photovoltaic enterprises.
