During the "13th Five-Year Plan" period, the chemical fiber industry has continued to deepen supply-side structural reform, constantly promote structural adjustment, and achieved remarkable results in high-quality development. In 2020, chemical fiber accounted for about 85% of the total textile fiber processing in China, China's chemical fiber production accounted for more than 70% of the world, conventional fibers to maintain the international leading level, some high-performance fibers to reach the international advanced level, industrial chain supply chain security, stability and competitiveness are increasingly enhanced, providing a solid guarantee for the construction of textile power.

"Fourteenth Five-Year Plan" period, China's development environment is facing profound and complex changes, based on the new development stage, implement the new development concept, and build a new development pattern for the chemical fiber industry to put forward higher requirements for high-quality development, in this context, the "Guiding Opinions" put forward the development direction of the industry: That is, the chemical fiber industry should build a high-end, intelligent and green modern industrial system, and comprehensively build a chemical fiber power.

For the above "three", Chen Xinwei further analysis pointed out that high-end industrial development means to play the leading role of science and technology, enhance the level of innovation and development of the industrial chain, and give full play to the supporting role of scientific and technological innovation. The Guiding Opinions clearly point out that the formation of a scientific and technological innovation system with enterprises as the main body, the market as the guidance, and the deep integration of industry, university and research institutes, the main role of universities and scientific research institutes in basic research and original innovation, the deepening of scientific cognition in the field of fiber materials, the construction of a multidisciplinary knowledge system, the consolidation of theoretical foundation, and the determination of forward-looking fiber research direction. In the key target system of fully building a chemical fiber power, we still have gaps and shortcomings compared with developed countries in terms of high-performance chemical fibers, bio-based chemical fibers and core equipment for fiber manufacturing. Therefore, in the "Guiding Opinions", it is especially proposed to strengthen the engineering technology development of high-performance fiber and its composite materials with high value-added and low-cost key technologies and equipment; Break through the bio-based raw materials and bio-based fiber processing technology and equipment integration technology to replace petroleum resources, achieve industrialization and scale and other key tasks, and promote China's chemical fiber industry level to move towards a higher level as soon as possible.

Chen Xinwei said that intelligent digital transformation is one of the inevitable choices for the chemical fiber industry during the "14th Five-Year Plan" period. During the "13th Five-Year Plan" period, the intelligent level of China's chemical fiber industry has made remarkable progress, 2 chemical fiber enterprise projects were rated as intelligent manufacturing pilot demonstration projects by the Ministry of Industry and Information Technology, and 6 chemical fiber enterprise projects were rated as comprehensive standardization and new model application projects of intelligent manufacturing by the Ministry of Industry and Information Technology. Covering polyester, nylon, spandex, PTT fiber, new solvent cellulose fiber and carbon fiber industries. During the "14th Five-Year Plan" period, 5G mobile Internet, big data, artificial intelligence and other new generation information network technologies were deeply applied in the manufacturing industry, providing a precious window of opportunity for the chemical fiber industry to occupy the international leadership in the field of intelligent manufacturing. The digital transformation of the chemical fiber industry will be from point to point, further improve the application level of robots, the CNC rate of backbone enterprise equipment and the rate of machine networking, and promote the development of new business models of the integration of the industry and the Internet, realize the digitalization of the entire manufacturing process and the intelligent production equipment, improve the intelligent manufacturing service platform, and strengthen the technical standards related to intelligent manufacturing and digital transformation.

He said that as the main raw materials of textiles and clothing in China, more than 90% of chemical fibers are synthetic fibers, mainly based on petroleum resources as raw materials, reducing its negative impact on the environment and improving the recycling level is the key to the sustainable development of chemical fiber industry, and it is necessary to improve the technical system and standard system dominated by green manufacturing technology. In addition, with the repositioning and understanding of recycled products by textile brands, a new fashion of using recycled products as new materials and consumption has been formed. Combined with the green consumption trend and industrial chain demands, the development of recycling and bio-based materials with natural renewable raw materials, biodegradable and other characteristics is one of the effective ways.

Chen Xinwei pointed out that in order to strengthen the starting point of green development, the Guiding Opinions also particularly emphasized the development and construction of chemical fiber industry green factories, green products, green supply chain, and green parks, and played a supporting role in the green platform and system: Promote the construction of green standards and norms system, make specification announcements for the two industries, and innovatively promote the construction of green fiber industry chain traceability and certification platform.

There is a basis for quantifying new goals

The "Guiding Opinions" determines the development goals of the chemical fiber industry during the "14th Five-Year Plan" period, that is, by 2025, the industrial added value of chemical fiber enterprises above designated size will increase by 5% annually, and the proportion of chemical fiber production in the world will be basically stable. The innovation ability has been continuously enhanced, the investment intensity of industry research and development funds has reached 2%, and the research and development and manufacturing capacity of high-performance fiber has met the national strategic needs. The digital transformation has achieved remarkable results, the digital penetration rate of enterprise operation and management has reached 80%, and the numerical control rate of key processes has reached 80%. The green manufacturing system has been continuously improved, the proportion of green fibers has increased to more than 25%, the annual average output of bio-based chemical fibers and degradable fiber materials has increased by more than 20%, the comprehensive utilization level and scale of waste resources have been further developed, and the carbon emission intensity of the industry has been significantly reduced.

For the above quantitative indicators, Chen Xinwei analysis pointed out that the average annual growth of 5% of industrial added value is mainly to consider the idea of implementing supply-side structural adjustment in the new development stage of the industry, emphasizing the improvement of quality and efficiency and high-quality development. During the "13th Five-Year Plan" period, the change trend of added value of chemical fiber industry is basically consistent with GDP, and the "14th Five-Year Plan" period will also maintain this level. At the same time, it is necessary to realize that the chemical fiber industry is a cyclical industry, and its product price changes and profitability are closely related to crude oil and upstream raw materials, so the industry also emphasizes the comprehensive evaluation of the quality of industry operation and development.

The index of digital penetration rate of 80% is combined with the overall goal of the "14th Five-Year Plan" intelligent manufacturing Development Plan, and the second is combined with industry research data, and fully evaluate the current digital intelligent development of the chemical fiber industry on the basis of the goal.

Chen Xinwei said that at present, green has become a beautiful background color for high-quality economic development. During the "12th Five-Year Plan" period, the comprehensive energy consumption per unit product of the chemical fiber industry decreased by 36%, and continued to decline by nearly 10% during the "13th Five-Year Plan" period, and the energy consumption level of the industry has reached the international leading level. Thirty-one enterprises and 52 kinds of products were evaluated as green factory and green design products by the Ministry of Industry and Information Technology, and 39 enterprises' products passed the green fiber certification, of which Quanzhou Haitian is a green fiber product certification enterprise. The quality and scale of new green, low-carbon and environmentally friendly fibers such as bio-based, biodegradable, recyclable and stock solution coloring rank among the top in the world. A number of low-carbon environmental protection technologies such as "efficient recycling of waste polyester and industrialization integration technology of fiber preparation" won the National Science and Technology Progress Award. On this basis, it is believed that the green development of the chemical fiber industry will reach a new level during the "14th Five-Year Plan" period.

We will work hard to strengthen weak links and strengthen the industrial chain

At the end of the 13th Five-Year Plan, the "textile power Construction" proposed by the "Textile Power Construction Outline 2011~2020" has been initially realized. On this basis, the "Guiding Opinions" proposed to "comprehensively build a chemical fiber power", what kind of signal is released?

In this regard, Chen Xinwei said that China is currently the world's first chemical fiber producer and consumer power, China's chemical fiber production accounted for more than 70% of the world, chemical fiber accounted for about 85% of the total textile fiber processing in China, China's chemical fiber industry in scientific and technological innovation, product structure, green manufacturing, intelligent level and other aspects have reached the international leading position. Chemical fiber industry chain supply chain security, stability and competitiveness are increasingly enhanced. The industry has formed a group of polyester head enterprises represented by Hengli Group, Rongsheng Group, Hengyi Group, Shenghong Group, Tongkun Group, New Fengming Group, and nylon head enterprises represented by Hengshen Group, Jinjiang Technology, etc., they have global competitive advantages in terms of production scale, industrial chain integration, innovation ability, green manufacturing, brand building and so on. In particular, the carbon fiber head enterprises represented by Zhongfu Shenying, Guangwei Composite, Jiangsu Hengshen, Jilin Carbon Valley, etc., continue to achieve new breakthroughs in technological innovation capabilities and product application fields. However, it should also be noted that the development of chemical fiber industry is facing some problems and shortcomings, mainly including: first, high-quality development is not sufficient, the safety and stability of raw material protection and the industrial chain need to be improved, and the constraints of some raw materials, auxiliaries and key equipment need to be broken through. Such as nylon 66 key raw material adipdinitrile localization process is slow; The import dependence of recycled cellulose fiber raw materials is high, and some key technologies of bio-based fiber raw materials need to be broken through and improved. Third, there is still a gap in the development of high-performance fibers, bio-based chemical fibers and degradable materials, and fourth, green development and recycling systems need to be improved. Therefore, the chemical fiber industry in the "Fourteenth Five-Year Plan" period will also complement the shortcomings, strengthen the advantages, further achieve the security, stability and reliability of the industrial chain, and provide solid support for the development of the textile industry chain and emerging strategic industries.

Chen Xinwei also said that in order to achieve high-quality development of the chemical fiber industry, the safety of the source of the industrial chain cannot be ignored. He said that chemical fibers, petroleum-based raw materials of synthetic fibers accounted for about 91%, and China's dependence on foreign oil as high as 70%, so the sharp fluctuations in international crude oil prices will directly bring a certain risk to the smooth operation of the chemical fiber industry. Although in the past two years, domestic large private chemical fiber enterprises have realized the development mode of the whole industrial chain "from crude oil refining to chemical fiber textile", and their competitiveness has been further improved, the uncertainty of the global crude oil market and international trade situation has increased the uncontrollable risk of the raw material end of China's textile chemical fiber industry. In addition, oil is a non-renewable resource, the high dependence on oil resources is not conducive to the stability and sustainable development of the textile industry, therefore, how to improve the safety of the industrial chain from the source is a problem that cannot be ignored.

In addition, from the perspective of diversification of raw material sources and sustainable development, the basic national conditions of China's energy resources are "rich coal, poor oil, less gas", with the development of new green and advanced chemical industry technology, coal can become an important source of raw materials for chemical fiber industry through chemical processing, and it is necessary to accelerate the integration of modern coal chemical industry and chemical fiber industry. In addition, it is also necessary to accelerate the cultivation and development of bio-based chemical fiber manufacturing industry, make full use of crop waste, bamboo, hemp, fast-growing forests and rich Marine biological resources, etc., and develop industrial raw materials routes that partially replace fossil resources with bio-renewable resources.

Chen Xinwei pointed out that in order to promote the high-quality development of the industry and do a good job of reinforcing the weak board and strengthening the chain of the industrial chain, the Guiding Opinions put forward several key tasks:

First, raise the level of innovation and development of the industrial chain and build a solid foundation for innovation. We will open up the whole chain of theoretical research, engineering research and development, and achievement transformation, and form a scientific and technological innovation system with enterprises as the main body, the market as the guide, and industry, university and research institutes deeply integrated. Give full play to the role of universities and scientific research institutes as the main force of original innovation, and carry out forward-looking fiber material research. Enhance the service capabilities of national and provincial advanced functional fiber innovation centers and the innovation capabilities of enterprise technology centers. Strengthen key equipment, key raw materials and auxiliary materials technology research, promote bio-based chemical fiber raw materials, coal to chemical fiber raw materials process route research and technical reserves, enhance the security and stability of the industrial chain, in addition to optimize the layout, cultivate high-quality enterprises.

Second, we should promote the high-end development of new fiber materials, improve the performance and quality stability of functional fibers, expand the application of functional fibers in industrial, environmental protection and other fields, promote the industrialization and high-end application of biomedical fibers, and improve the production and application level of high-performance fibers. Improve the production and application level of carbon fiber, aramid, UHMWPE fiber, polyimide fiber, polyphenylene sulfide fiber, polytetrafluoroethylene fiber, continuous basalt fiber, and improve the quality consistency and batch stability of high-performance fiber. Further expand the application of high-performance fibers in aerospace, wind and photovoltaic power generation, Marine engineering, environmental protection, safety protection, geotechnical construction, transportation and other fields. Improve the purity of bio-based chemical fiber monomers and raw materials, and accelerate the integration of stable, efficient and low-energy complete sets of technology and equipment to achieve large-scale and low-cost production.

Third, promote green and low-carbon transformation to encourage enterprises to optimize the energy structure, expand the proportion of new energy applications such as wind power and photovoltaic, and gradually phase out coal-fired boilers and heating furnaces. Formulate a carbon peaking roadmap for the chemical fiber industry, clarify the implementation path for carbon reduction in the industry, increase the research and development of green processes and equipment, strengthen the transformation of cleaner production technologies and the promotion of key energy saving and emission reduction technologies. Accelerate the construction of green factories, green products, green supply chain, and green parks in the chemical fiber industry, improve the level of recycling, and strict energy efficiency constraints, improve the green manufacturing standard system in the chemical fiber industry, accelerate the elimination of backward production processes and equipment in accordance with laws and regulations, and provide space for optimizing the supply structure. Increase the implementation of the standard conditions of the recycled cellulose fiber (viscose) industry and the recycling chemical fiber (polyester) industry, carry out the standard announcement, and strict the requirements of energy consumption, material consumption, environmental protection, quality and safety.
