Guidance on high-quality development of chemical fiber industry

I. General requirements

(1) Guiding ideology

 We will coordinate the economy and security of the industrial chain and supply chain, accelerate research on key core technologies and equipment, and promote the transformation of high-end, intelligent and green industries to achieve high-quality development.

(2) Basic principles

Innovation-driven, shaping advantages. Adhere to the core position of innovation in the development of chemical fiber industry, face the frontier of science and technology, face the upgrading of consumption, face the major demand, improve the innovation system, and shape the new momentum and new advantages of the development of the textile industry.

Improve the structure, open up and cooperate. We will improve regional layout, strengthen international cooperation, promote digital transformation, eliminate outdated production capacity and mergers and reorganizations in accordance with laws and regulations, foster leading enterprises, promote integrated development of large, small and medium-sized enterprises, and consolidate and enhance industrial competitiveness.

Green development, circular low carbon. We will give priority to energy conservation and carbon reduction, develop green factories, green products and green supply chains, strengthen the comprehensive utilization of waste resources, expand green fiber production, and build a clean, low-carbon and circular green manufacturing system.

Leading textile, service frontier. Increase the supply of high-quality products, optimize the high-performance fiber production and application system, cultivate fiber well-known brands, expand fiber application fields, lead the textile value improvement from the raw material side, and serve the development of strategic emerging industries.

3. Development goals

By 2025, the industrial added value of chemical fiber enterprises above designated size will increase by 5% annually, and the proportion of chemical fiber production in the world will be basically stable. The innovation ability has been continuously enhanced, the investment intensity of industry research and development funds has reached 2%, and the research and development and manufacturing capacity of high-performance fiber has met the national strategic needs. The digital transformation has achieved remarkable results, the digital penetration rate of enterprise operation and management has reached 80%, and the numerical control rate of key processes has reached 80%. The green manufacturing system has been continuously improved, the proportion of green fibers has increased to more than 25%, the annual average output of bio-based chemical fibers and degradable fiber materials has increased by more than 20%, the comprehensive utilization level and scale of waste resources have been further developed, and the carbon emission intensity of the industry has been significantly reduced. Form a group of leading enterprises with strong competitiveness, build a high-end, intelligent and green modern industrial system, and comprehensively build a chemical fiber power.

Second, improve the level of innovation and development of industrial chains

1. Strengthening the foundation for innovation We will open up the whole chain of theoretical research, engineering research and development, and achievement transformation, and form a scientific and technological innovation system with enterprises as the main body, the market as the guide, and industry, university and research institutes deeply integrated. Give full play to the role of universities and scientific research institutes as the main force of original innovation, and carry out forward-looking fiber material research. Enhance the service capabilities of national and provincial advanced functional fiber innovation centers and the innovation capabilities of enterprise technology centers. We will strengthen technological research on key equipment and raw materials, promote research on process routes and technical reserves of bio-based chemical fiber raw materials and coal-to-chemical fiber raw materials, and enhance the security and stability of the industrial chain.

2. Improving regional distribution. Implementation of the regional development strategy, in line with industrial, energy, environmental protection and other policies, encourage leading enterprises in Guangxi, Guizhou, Xinjiang and other central and western regions to build the whole industrial chain integration base of chemical fiber textile, and form an efficient collaborative supply chain system with neighboring countries and regions. Guide chemical fiber enterprises to participate in the construction of transnational industrial chain and supply chain, and encourage enterprises to improve the global industrial chain layout.

3. Fostering high-quality enterprises. We will encourage enterprises to optimize the allocation of production factors through mergers and reorganizations, and speed up business process reengineering and technological upgrading. Support leading enterprises to gather quality resources such as technology, brands, channels, and talents, enhance supply chain leadership, and provide common technology output and overall industrial chain solutions for the garment, home textile, and industrial textile industries. We will promote the integrated development of large, small and medium-sized enterprises, and foster specialized and new "small giants" enterprises and individual champions.

Third, promote the high-end development of new fiber materials

(1) Increase the added value of conventional fibers. To achieve high-quality, intelligent and green production of conventional fibers, develop differentiated and functional fiber products such as super simulation and stock solution coloring, improve the performance and quality stability of functional fibers, expand the application field of functional fibers, and promote the industrialization and high-end application of biomedical fibers. Strengthen the quality control of the entire production process, promote the supply of high-quality products, and meet the upgrading and personalized needs of consumption.

(2) Improve the production and application level of high-performance fibers. Improve the production and application level of carbon fiber, aramid, UHMWPE fiber, polyimide fiber, polyphenylene sulfide fiber, polytetrafluoroethylene fiber, continuous basalt fiber, and improve the quality consistency and batch stability of high-performance fiber. Further expand the application of high-performance fibers in aerospace, wind and photovoltaic power generation, Marine engineering, environmental protection, safety protection, geotechnical construction, transportation and other fields.

Box 2 Key technological breakthroughs and efficient and low-cost production of high-performance fibers

1. High performance carbon fiber. Overcome the preparation technology of large filament tow above 48K, high strength, high die and high extension, T1100 and M65J carbon fiber, break through the equipment manufacturing technology of high-precision metering pump, spinneret, draft machine, wire take-up machine, wide-width pre-oxidation furnace, high and low temperature carbonization furnace, wide-caliber graphitization furnace and other equipment, and develop composite material technology and equipment such as automatic lay molding and automatic die molding. Develop carbon fiber composite repair and reuse technology.

2. Aramid. Research and development of para-aramid raw materials efficient dissolution, spinning stability control, high temperature heat treatment, solvent recovery and other key technologies, large capacity continuous polymerization, high-speed spinning, high stability and high-speed traction, drafting equipment manufacturing technology. To overcome key technologies such as solvent system of meta-aramid fiber, efficient defoaming of spinning stock solution and high-speed spinning, and develop the industrialization technology of high-strength and high-elongation meta-aramid fiber.

3. Other high-performance fibers. Improve the production technology level of heat resistance, creep resistance, high strength, high cutting resistance, corrosion resistance, radiation resistance UHMWPE fiber, fine denier, profiled section polyphenylene sulfide fiber, fine denier, fire prevention and nuclear polyimide fiber. Breakthrough in the key technologies of monomer synthesis and purification of aromatic polyester fiber, polyp-phenylene benzoxazole fiber, polyether ether ketone fiber, and high-speed stable spinning. Develop basalt fiber large-scale tank kiln, multi-variety differentiated infiltrating agent and other technical equipment, research and development of the third generation of continuous silicon carbide fiber preparation technology, breakthrough alumina fiber, silicon-boron-nitrogen fiber, zirconia fiber and other key preparation technology.

4. High-performance fiber innovation platform. Promote the construction of high-performance fiber and composite material innovation platform, focus on the common key technologies and engineering problems of high-performance fiber and composite material industry, and form a whole industrial chain of basic chemical raw materials - high-performance fiber/high-performance polymer - composite materials and products molding processing - product testing and evaluation - product application.

(3) Accelerate the development of bio-based chemical fibers and degradable fiber materials. Improve the purity of bio-based chemical fiber monomers and raw materials, accelerate the integration of stable, efficient and low-energy complete sets of technology and equipment, and achieve large-scale and low-cost production. Support the key technical equipment of degradable fiber materials such as degradable aliphatic polyester fiber, break through the technical bottleneck of raw material preparation and efficient polymerization reaction, strengthen the evaluation of fiber degradability, and guide downstream applications.

Box 3: Technological research and industrialization of bio-based chemical fibers and degradable fiber materials

1. Bio-based chemical fiber raw materials. Breakthrough in Lyocell fiber special pulp, solvent, crosslinking agent and fiber grade 1, 3-propanediol, succinic acid, 1, 4-butanediol, furan dicarboxylic acid, high light pure lactide and other biological monomers and raw materials efficient preparation technology.

2. Bio-based chemical fibers. Improve the key technologies for large-scale production of Lyocell fiber, polylactic acid fiber, bio-based polyamide fiber, propylene glycol terephthalate fiber, polyethylene furanediate fiber, seaweed fiber, chitosan fiber, etc. The green manufacturing technology of cellulose fiber such as ionic liquid solvent method (ILS method) and low temperature urea method was studied.

3. Degradable fiber materials. The preparation technology of PBAT (copolymer of butylene adipate and butylene terephthalate), PBS (polybutylene succinate), PHBV (polyhydroxybutyrate valerate), FDCA-based polyester (furan dicarboxylic polyester), PHA (polyhydroxyfatty acid ester) and PCL (polycaprolactone) has been improved. Orderly development of poly3-hydroxyalkanoate (PHA), polybutylene succinate - co-butylene terephthalate (PBST) and other materials industrialization promotion and application.

Fourth, accelerate digital and intelligent transformation

(1) Strengthening the research and development and application of intelligent equipment. Promote the research and development and application of equipment such as large integration, low energy intelligent logistics, automatic drum dropping, automatic packaging, and improve the level of fiber automation and intelligent production. Accelerate the development and application of automatic spinning device and online quality monitoring system of polyester elastic equipment, improve the intelligent level of spinning and winding equipment of polyester, spandex and nylon.

2. Promoting digital transformation of enterprises Promote the application of emerging digital technologies such as artificial intelligence, big data and cloud computing in chemical fiber enterprises, and improve the digitalization level of all aspects of the industrial chain such as R&D, design, production and manufacturing, warehousing and logistics. The application of digital technology to open up enterprise business processes, management systems and supply chain data, to achieve organizational structure optimization, dynamic precision service, auxiliary management decision-making and other management model innovation, improve enterprise management capabilities.

(3) Carry out the construction of industrial Internet platforms. Key enterprises are encouraged to build industrial Internet platforms that integrate master data, real-time data, applications, identity analysis, management information systems, and business intelligence to support enterprise digital transformation and industrial chain modernization. Promote upstream and downstream enterprises in the industrial chain to realize resource data sharing through the industrial Internet platform, strengthen the docking of supply and demand, and promote the collaborative development and application of the whole industrial chain.

Box 4 Collaborative innovation and systematic solutions for intelligent manufacturing

1. Build a standard system for intelligent manufacturing. Carry out research and formulation of standards for intelligent equipment, interconnection, intelligent workshops and intelligent factories in the chemical fiber industry, and give priority to strengthening the construction of intelligent manufacturing standard systems in polyester, nylon, spandex, recycled cellulose fiber, recycled polyester and other industries.

2. Improve the level of key technologies of intelligent manufacturing. Improve the technical level of intelligent raw material distribution, intelligent cake management, production data analysis, and intelligent three-dimensional warehouse. Improve 3D design and modeling, numerical analysis, process simulation, product lifecycle management (PLM), distributed control (DCS), Manufacturing execution (MES), enterprise Resource Management (ERP), data acquisition and video surveillance (SCADA) and other industrial control software and systems.

3. Improve the level of intelligent service. Using cloud services, intelligent analysis and other technologies, collect and analyze customer feedback information, while solving customer problems, feedback and guide enterprises to improve product design, production, sales and other links to improve customer satisfaction.

Fifth, promote green and low-carbon transformation

1. Promoting energy-saving and low-carbon development We will encourage enterprises to optimize the energy mix, expand the proportion of wind power, photovoltaic and other new energy applications, and phase out coal-fired boilers and heating furnaces. Formulate a carbon peaking roadmap for the chemical fiber industry, clarify the implementation path for carbon reduction in the industry, increase the research and development of green processes and equipment, strengthen the transformation of cleaner production technologies and the promotion of key energy saving and emission reduction technologies. Accelerate the construction of green factories, green products, green supply chain and green parks in the chemical fiber industry, carry out the construction of demonstration enterprises leading in water efficiency and energy efficiency, and promote the construction of carbon footprint accounting and social responsibility.

2. Improving recycling. To achieve large-scale and low-cost production of chemical recycled polyester, and promote the research and development and industrialization of key technologies of recycled nylon, recycled polypropylene, recycled spandex, recycled acrylic, recycled viscose fiber, recycled high-performance fiber and other varieties. Promote the key technological breakthroughs and industrial development of the high-value utilization of waste textiles, increase the recycling and utilization of used military uniforms, school uniforms, police uniforms, tooling and other uniforms, and encourage relevant production enterprises to establish a recycling system.

3. Eliminating backwardness in accordance with the law and regulations. Strict energy efficiency constraints, improve the green manufacturing standard system of the chemical fiber industry, accelerate the elimination of backward production processes and equipment with high energy consumption, high water consumption and high emissions according to law and regulations, and provide space for optimizing the supply structure. Increase the implementation of the standard conditions of the recycled cellulose fiber (viscose) industry and the recycling chemical fiber (polyester) industry, carry out the standard announcement, and strict the requirements of energy consumption, material consumption, environmental protection, quality and safety.

Box 5 Green manufacturing and recycling

1. Promote cleaner production technology and equipment. Promote polyester plant waste heat utilization technology, PTA waste heat power generation technology, recycled cellulose fiber biological low concentration waste gas treatment technology, recycled cellulose fiber production - recovery of lye and extraction of hemicellulose technology, polyamide 6, polyamide filament, dry process spandex energy saving and emission reduction technology. Promote the production technology closed, continuous, automation, organic solvent reduction. Promote the use of raw and auxiliary materials with low (no) VOCs content to improve the level of pollution control.

2. Breakthrough recycling technology. Carry out research on the composition identification and separation of waste textiles, improve the key technologies of polypropylene and high-performance fiber recycling, and break through the chemical regeneration technology of polyester and nylon, acrylic and spandex regeneration technology, cotton/recycled cellulose fiber waste textile recycling and green pulping industrialization technology. Promote the high quality and large-scale production of recycled polyester filament for bottle flake direct spinning.

3. Build a green manufacturing system. Encourage downstream enterprises in the industry chain such as spinning, weaving, clothing and home textiles to participate in the certification of green fiber products, promote the construction of a credible platform for green fiber products, and improve the quantity and quality of green fiber supply. Cultivate a number of green design demonstration enterprises, green factory benchmarking enterprises and green supply chain enterprises.

6. Implement the "three products" strategy of increasing variety, improving quality and creating brands

1. Improving the supply structure. With technology as the core and demand as the guide, we develop products with excellent performance and quality, provide consumers with personalized, fashionable, functional and green products, and continue to expand the effective supply of high-end products. Carry out research and release of fiber fashion trends, and promote new fiber varieties with high technology content and good market potential to downstream enterprises and consumers. Promote green fibers such as recycled chemical fibers, bio-based chemical fibers, and stock solution coloring chemical fibers to guide green consumption.

2. Strengthening standard support. Accelerate the development of standards in the field of functional, intelligent and high-tech fiber materials, and support the improvement of industry varieties, quality and brands. Improve the chemical fiber standard system with the coordinated development of national standards, bank standards, group standards and enterprise standards, and give full play to the role of group standards in guiding industrial development and stimulating innovation. Strengthen the training of standardized talents, and improve the standard development and testing ability of enterprises from fiber to fabric (composite materials) to the final products. Promote international standardization, and promote international cooperation and mutual recognition of technologies, standards and certification systems.

3. Promoting brand building. By using platforms such as the International Textile and yarn Exhibition, and by means of conferences and new media networks, we will expand the influence of "Chinese fiber fashion trends" and "green fibers" and improve consumers' awareness of Chinese fibers and enterprises. Encourage enterprises to establish a brand cultivation management system, strengthen the construction of brand management teams, cultivate functional fiber brands, and give play to the value-added role of fiber brands in clothing, home textiles and other end products.

Safeguard measures

1. Strengthening policy support and guidance. Accurately locate the areas of encouragement and restriction in the chemical fiber industry, and increase support for high-performance fibers, bio-based chemical fibers, recycled chemical fibers and degradable fiber materials. We will encourage research institutes, universities and enterprises to jointly apply for national special projects, speed up technological research and development and the transformation of results, and support enterprises in building innovation platforms such as state-level key laboratories.

2. Increasing fiscal and financial support. Overall planning of existing channels, increase support for chemical fiber technology innovation, green development, digital transformation, public services and other aspects. Guide banking financial institutions to increase loan support for chemical fiber enterprises in accordance with the principle of controllable risk and sustainable business. We will give full play to the role of the national industry and finance cooperation platform, and build an industrial information docking cooperation service network. Promote the listing and financing of high-tech chemical fiber enterprises, and support qualified chemical fiber enterprises to issue bond financing.

3. Improving the public service system We will give full play to the joint efforts of the government, clusters, enterprises, associations and other institutions to improve the level and capacity of public services. We will cultivate public service platforms for industrial technology foundations, improve the supporting capabilities of testing, achievement transformation and industrialization, and build public service platforms for the protection and application of intellectual property rights to stimulate innovation. Guide enterprises to build digital service platforms and innovate service methods.

(4) Optimize the structure of the talent team. Relying on major scientific research and industrialization projects, we train leading figures in academia, technology and management. Support the industry to carry out outstanding talent selection and other activities to expand the team of highly skilled talents. Support the industry to cultivate interdisciplinary talents with technical, economic and trade, management and other knowledge, establish a talent pool of chemical fiber personnel, and encourage scientific and technological personnel to participate in international cooperation.

(5) Give play to the role of trade associations. Support industry associations to coordinate and promote the implementation of the guidelines, carry out implementation effect evaluation, and provide support for government departments. Encourage industry associations to strengthen information release, guide the investment of enterprise funds, and promote the standardized development of the industry. Encourage industry associations to strengthen industry self-discipline, platform construction, brand cultivation, technical exchanges, personnel training and other aspects of the work to promote the healthy development of the industry.
