I. Introduction

The world today is undergoing profound changes unseen in a century. China's economic development in the new era is characterized by a shift from quantitative development to high-quality development to meet the people's ever-growing needs for a better life. We should continue to focus on supply-side structural reform, avoid blind expansion, enrich development, consciously shift from production to production, technology and service, and improve the quality and economic returns of development. Accelerate the pace of adjustment, focus on solving the problem of unbalanced and inadequate development of the industry, focus on solving the three major bottlenecks of resources, environment and structure, maintain and improve the security of the industrial chain, change the growth drivers, lead high-quality development through innovation, and achieve higher level, better structure, higher efficiency, fairer and more sustainable development.

The paper industry is an important basic raw material industry closely related to the national economy and social development and has the characteristics of sustainable development. At the same time, it has the characteristics of renewable raw materials, recyclable products, self-produced biomass energy and recyclable main production chemicals, and has unique natural green attributes. The paper industry includes pulp manufacturing industry, paper industry (including machine-made paper and board, handmade paper, processed paper), paper products manufacturing industry. Paper consumption is directly or indirectly affected by all areas of the whole society, and is closely related to national economic security, and the consumption level of paper and cardboard is an important sign to measure the degree of a country's economy and civilization.

According to the national "double cycle" strategy and the goal of reaching the level of medium developed countries by 2035, as well as the development experience of developed countries, the incremental demand for paper market in China is still large in the future. Therefore, this outline upgrades the overall development goals of the "14th Five-Year Plan" and beyond to anchor the 2035 vision goal and the 2060 carbon neutral goal, positioning its own competitive advantages, scientifically developing the industry's routes, guidelines, policies and strategies, making medium - and long-term plans, and creating a low-carbon, environmentally friendly and sustainable green paper industry.

Second, guiding ideology

The main driving force for future development has turned to scientific and technological innovation, technical services and talent competition, improve innovation capabilities, and promote industrial development with technological advantages.

Promoting green development: Entering the stage of high-quality development, the people's need for a better life and a beautiful ecological environment is stronger, and they have higher requirements for providing more high-quality ecological products, and the industry must take green and low-carbon development as an inherent requirement for high-quality development.

Maintain fair competition: strengthen industry self-discipline, strengthen social responsibility, build a scientific, complete and effective standard system, improve the market environment for fair competition, and promote the modernization of industry governance system and governance capacity.

Third, urgent problems to be solved

High-quality development needs high-quality talent team, and the shortage of talents in the industry will restrict the high-quality development of the industry. Therefore, it is necessary to accelerate the training and construction of high-quality, cross-field, multi-level all kinds of professional technical and management personnel and professional industrial workers. The potential economic growth space supported by resources, energy, environment and other factors has been significantly reduced. Relying solely on the expansion of scale brought about by the growth is not sustainable, the industry is faced with some product capacity structure and stage excess, product homogenization phenomenon is serious, lack of differentiation, functionalization ability, raw materials dependence on foreign countries continue to increase, technological innovation ability is not strong, the number of small and medium-sized enterprises and resource utilization efficiency is not high, environmental governance capacity needs to be improved and other problems.

With the implementation of the policy of banning the import of waste paper and the establishment of the goal of reaching the peak of carbon neutrality, the industry is facing multiple challenges such as raw material structure adjustment, energy structure reform, technology development and exploration of future technological breakthroughs, as well as problems such as the decline in the autonomous controllable ability of the industrial chain and supply chain caused by the shortage of raw materials.

In the face of the increasingly strict environment of raw materials, environmental protection, energy, investment and financing policies, the natural green attributes of the industry have not been fully reflected, and it is necessary to give full play to the green advantages of the industry in the development and strive to be widely recognized by the whole society. At the same time, accelerate the increase of the industry biomass energy application ratio, as soon as possible in the energy use and theoretical and technical breakthroughs, support further energy conservation and carbon reduction and carbon neutrality, otherwise, the industry to reduce carbon emissions may have to rely on policy measures to restrict the development of industry capacity to achieve.
