-- Adhering to the systematic concept. Overall development and security, overall planning of printing capacity supply and technological progress, comprehensive design of systems and policies, organization of collaborative innovation, prevention and resolution of major risks and challenges in the printing industry, strengthen the modernization of governance system and governance capacity, and enhance the vitality and resilience of industrial development.

(3) Objectives and tasks

Looking forward to 2035, China will be built into a cultural power, but also will be built into a printing power. The output value of China's printing industry ranks first in the world, and the comprehensive strength and industrial toughness have entered the forefront of the world. The key core technologies of the industrial chain and supply chain have been steadily upgraded and are safe and controllable. Green development has become the norm, forming a virtuous circle of industrial quality and efficiency improvement and ecological environment improvement. The competitive advantage has been significantly enhanced, and a number of advanced industrial clusters with global influence and a number of leading enterprises have been cultivated.

Anchoring the vision goal of 2035, the main goals of the development of China's printing industry during the "14th Five-Year Plan" period are:

-- Efficiency of scale has steadily improved. By the end of the "14th Five-Year Plan" period, the total output value of the printing industry exceeded 1.5 trillion yuan, and the per capita output value exceeded 650,000 yuan. New driving forces such as digital printing, printing intelligent manufacturing, printing Internet platforms, functional packaging printing, and green technology materials continue to strengthen.

-- The industrial structure continued to improve. The proportion of output value of key printing enterprises above designated size has reached 65%, and the growth engine role of national printing demonstration enterprises and individual champion enterprises in the subdivision field is more obvious. The proportion of output value of publications printing remained stable, and the support capacity of thematic publishing and emergency support capacity was greatly improved.

-- Our ability to innovate has been significantly enhanced. Breakthroughs have been made in the research and development of key core technology and equipment for inkjet digital printing, and printing intelligent manufacturing and new materials have been further promoted and applied. The integration of printing and publishing, printing services and equipment manufacturing, physical production and information platforms has been consolidated and improved, and several new collaborative innovation service platforms have been created.

-- Regional layout is more balanced. Second, expand the supply of high-quality printing products and services
