In terms of building the main framework of the national comprehensive three-dimensional transportation network, the meeting mentioned that it is necessary to strengthen the planning and construction of coastal and inland ports and waterways, and optimize and upgrade the national water transport facilities network. We will strengthen the development of comprehensive transport hubs and the collection and distribution system, and build a number of regional airports, general airports and cargo airports.

In terms of urban infrastructure construction, the meeting mentioned that it is necessary to create high-quality living space, promote the integration of urban agglomeration transportation, build a convenient and efficient intercity railway network, develop urban (suburban) railways and urban rail transit, promote the construction of an urban comprehensive road transportation system, orderly advance the construction of underground integrated pipeline corridors, and strengthen the construction of urban flood control and drainage, sewage and garbage collection and treatment systems. We will strengthen disaster prevention and mitigation infrastructure, strengthen public health emergency response facilities, and strengthen smart infrastructure such as smart roads, smart power supplies, and smart public transport.

After years of reform and development, China's comprehensive transport network system is taking shape. By the end of 2021, China has issued the "Outline for the Construction of a powerful Transportation Country", the "Outline of the National Comprehensive Three-dimensional Transportation Network Planning", and the "14th Five-Year Plan for the Development of Modern Comprehensive Transportation System", and the path for the construction of a powerful transportation country is increasingly clear.

Citic Construction and Investment said that according to the Outline of the 14th Five-Year Plan, new infrastructure projects, transportation, energy, water networks, new urbanization and other fields are the focus of investment, and they are also major opportunities for a new generation of infrastructure investment to improve quality and efficiency. According to estimates, the overall investment scale of new infrastructure during the "14th Five-Year Plan" period is about 27 trillion, the new infrastructure enables the old infrastructure, and the new situation of the integrated development of new and old infrastructure will be further opened.

Chuan CAI Securities pointed out that major construction projects are concentrated, traditional infrastructure and related sectors are expected to be driven, and it is recommended to focus on the direction of rail transportation equipment. In addition, construction materials such as steel and cement are also expected to be driven. Since the beginning of this year, investment in the water conservancy sector has accelerated significantly. Guotai Junan Securities research report believes that this year's water conservancy will focus on the construction of major projects such as national water network and river basin flood control and smart water conservancy to make up for shortcomings. From the perspective of medium and long-term planning, during the "14th Five-Year Plan" period, water conservancy construction will achieve high-quality development from the four investment directions of flood control, water supply, smart water conservancy and ecological restoration.

The power of water conservancy construction is concentrated in two directions, one is the upstream pipe, including building materials, water pipelines, etc., and the other is the middle stream construction units, mainly involved in the design, construction and maintenance of water conservancy projects.
