The meeting stressed that at present and in the future, it is necessary to adhere to the people-centered development philosophy, adhere to the problem-oriented and goal-oriented, balance development and security, systematic planning and overall coordination, accurately strengthen weaknesses and strengths, optimize the layout, structure, function and development mode of infrastructure, mobilize the whole society, and build a modern infrastructure system. We will unify economic, social, ecological and security benefits, serve the country's major strategies, support economic and social development, and lay a solid foundation for comprehensively building a modern socialist country. We need to focus on the long term, strengthen infrastructure development's support for the development and protection of national space, the distribution of productive forces, and major national strategies, accelerate the construction of new infrastructure, and upgrade the level of traditional infrastructure. To be moderately ahead, the layout of infrastructure conducive to leading industrial development and safeguarding national security, while grasping the degree of advance construction. It is necessary to make scientific planning, implement the new development concept, base on the whole life cycle, coordinate the layout of various types of infrastructure, and realize connectivity, joint contribution and sharing, and coordinated interaction. It is necessary to drive infrastructure development with multiple wheels, give full play to the roles of the government and the market, central and local governments, state capital and private capital, and strengthen infrastructure development by layers and categories. It is necessary to pay attention to efficiency, to calculate both economic accounts and comprehensive accounts, and to improve the comprehensive benefits of the entire life cycle of infrastructure.

The meeting pointed out that it is necessary to strengthen the construction of network infrastructure such as transportation, energy and water conservancy, and take networking, network replenishment and strong chain as the focus of construction, and strive to improve network efficiency. We will accelerate the development of the backbone of a national comprehensive three-dimensional transport network, strengthen the planning and development of coastal and inland ports and waterways, and improve the nationwide network of water transport facilities. We will develop a distributed smart grid, build a number of new green and low-carbon energy bases, and accelerate the improvement of oil and gas pipelines. We will accelerate the construction of the backbone and arteries of the national water network, and promote the construction and modernization of key water sources, irrigation areas, and flood storage and detention areas. 

We need to strengthen infrastructure development for upgrading the information, science and technology, logistics and other industries, develop facilities such as next-generation supercomputing, cloud computing, artificial intelligence platforms, and broadband infrastructure, promote the layout of major science and technology infrastructure, strengthen the development of comprehensive transportation hubs and the distribution and transportation system, and build a number of regional airports, general airports, and cargo airports. We should strengthen urban infrastructure development, create high-quality living Spaces, promote the integration of transportation in urban agglomerations, build a convenient and efficient intercity railway network, develop urban (suburban) railways and urban rail transit, promote the construction of a comprehensive urban road transportation system, advance the construction of integrated underground pipeline corridors in an orderly manner, and strengthen the construction of urban flood control and drainage, sewage and garbage collection and treatment systems. We will strengthen disaster prevention and mitigation infrastructure, strengthen public health emergency response facilities, and strengthen smart infrastructure such as smart roads, smart power supplies, and smart public transport. We should strengthen agricultural and rural infrastructure, improve farmland water conservancy facilities, strengthen the construction of high-standard farmland, steadily promote the construction of "four good rural roads", improve the rural transportation system, accelerate the construction of urban and rural cold chain logistics facilities, implement large-scale water supply projects, strengthen the construction of rural sewage and garbage collection and treatment facilities, and promote agricultural and rural modernization with infrastructure modernization. It is necessary to strengthen the construction of national security infrastructure and speed up the ability to cope with extreme situations.
