Qiu Wenjin, deputy director of the Shanghai Municipal Development and Reform Commission, said that the national major science and technology infrastructure is an important part of the national innovation system and an important support for Shanghai to build an international science and technology innovation center. After years of development, the facility has long supported the cutting-edge basic research of the state and Shanghai, and promoted a number of major original innovation achievements in the fields of integrated circuits, biomedicine, and artificial intelligence.

It is understood that at present, Shanghai has built, under construction and planning to build a total of 20 national major science and technology infrastructure, of which 11 have been built, 4 are under construction, and 5 are planned for construction, with a total investment scale of about 35 billion yuan, covering photon, material, life, energy, Marine and other fields, the number of facilities, investment amount and construction progress are the national leading level.

The construction of facilities shows the characteristics of regional agglomeration

It is understood that the national major science and technology infrastructure is a large and complex scientific research system that provides extreme research means for exploring the unknown world, discovering the laws of nature, and realizing technological change, and is the material and technological basis for breaking through the scientific frontier and solving major scientific and technological issues of economic and social development and national security.

"Shanghai's national major science and technology infrastructure has shown the characteristics of regional agglomeration." At present, Shanghai Zhangjiang Science City is building the world's largest, most comprehensive and most comprehensive photon major science and technology infrastructure cluster, including all kinds of light sources, such as synchrotron radiation light source, hard X-ray free electron laser device, soft X-ray free electron laser device, super ultra-short laser experimental device, etc. It also includes various stations such as live cell imaging. "These facilities are clustered within a region of less than 2 kilometers, and after the completion of the cluster facility, it will simultaneously have the research capabilities of the three micro fields of static structure, dynamic change, and extremely high energy." At the same time, it can meet the needs of all kinds of users in cutting-edge and extensive, basic and industrial, and strongly support the cutting-edge research and technological innovation in the fields of matter, life, medicine, materials, energy, chemistry, and 'double carbon'."

According to reports, in the cluster under construction, Shanghai synchrotron radiation light source is currently the major scientific and technological infrastructure with the most users, the highest degree of openness and the most significant comprehensive results in China, and has provided services for more than 700 scientific research institutions and 63,000 enterprise scientific researchers, with an average annual average of 4,500 people, which is equivalent to similar light sources in Europe and the United States. In addition, the second phase of the light source line station has been fully completed, and the users are expected to be nearly 10,000 people this year.

In addition to the photon field, Shanghai has also planned a number of national major science and technology infrastructure for life, energy, ocean, artificial intelligence and other fields. For example, the fusion energy project is the first "14th Five-Year Plan" national major science and technology infrastructure to be started in China, and it is also the only controllable nuclear fusion research platform with multiple characteristics in China.

According to Kai Ken, Shanghai KECken will fully promote the construction of hard X-ray equipment, undersea scientific observation network, high-efficiency low-carbon gas turbine test equipment, magnetic-inertial confinement fusion energy and other projects. We will accelerate the preliminary work on projects such as far-reaching sea research facilities, thorium-based molten salt reactor research facilities, unmanned systems multi-body collaboration facilities, and the pre-research of a new generation of light sources, and strive to start work as soon as possible.

It is understood that the two major national science and technology infrastructure under construction, the high-efficiency low-carbon gas turbine test device and the National Seabed scientific observation network, have landed in the new area of Lingang. Wu Qunfeng, director of the development and reform Department of Lingang New Area Management Committee, said that at present, the high-efficiency low-carbon gas turbine experimental device has completed civil construction, some of the plants have been accepted, and entered the monomer commissioning stage, which is expected to be completed in June 2024. At the same time, the National Seabed Scientific Observation Network has completed the construction of a multi-layer observation tower in the East China Sea, which is expected to be completed in 2025.
